About this file
This is Addendum 7 Revision 1 containing marked-up 11x17 architectural/engineering drawings for the Loudon Substation, issued by the Southeastern Pennsylvania Transportation Authority (SEPTA) as part of Contract 5 of the Traction Power Substation Rehabilitation Program. The addendum provides revised technical drawings showing modifications to the original plans for Loudon Substation located at 1410 W. Loudon Street, Philadelphia, PA 19141, one of four substations (Broad, Loudon, Park, and Castor) included in this design-build rehabilitation project. The project involves completing final design from 50% specifications and construction of comprehensive electrical and structural upgrades including replacement of 13.2kV and 12kV switchgear, DC rectifier systems (750VDC and 600VDC), transformers, protective relays, station batteries, SCADA systems, fire protection, HVAC, and architectural improvements. RFQ proposals are due July 15, 2026 at 11:00 AM following a mandatory pre-qualification meeting via Microsoft Teams on June 10, 2026 at 9:00 AM and required site visits on June 11-12, 2026. The contract duration is 2,035 calendar days from Notice to Proceed.
This is a two-step federal construction procurement where Step One involves technical qualification evaluation on a Pass/Fail basis, with only pre-qualified firms receiving Step Two sealed-bid documents for pricing submission. The contractor must perform at least 20% of work with its own forces and maintain continuous traction power service during phased construction across multiple building levels (basement, first floor, mezzanine, roof). Bid security of 5% and 100% performance and labor/material payment bonds are required, with bids remaining firm for 90 days from opening. While no specific DBE goal is mandated, SEPTA encourages disadvantaged business enterprise participation in accordance with 49 CFR Parts 26.39 and 26.51. All steel products must comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. The marked-up drawings in this addendum reflect design changes or clarifications to the Loudon Substation scope, which includes environmental remediation work such as asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys.
