About this file
This file is a set of general notes and contract drawings (Addendum 3) for the Southeastern Pennsylvania Transportation Authority's (SEPTA) Traction Power Substation Rehabilitation Program – Contract 5, covering the Broad, Loudon, Park, and Castor substations. The document provides technical specifications and construction drawings for a two-step procurement process involving final design completion from 50% specifications and comprehensive rehabilitation of four traction power substations along SEPTA's Broad-Ridge Spur Subway/Elevated Trains line. The scope includes replacement of 13.2kV and 12kV switchgear, DC rectifier systems (750VDC and 600VDC), transformers, station batteries, protective relays, SCADA systems, lighting, fire protection systems, HVAC improvements, and structural upgrades to steel gantries and control buildings. Step One RFQ proposals are due July 15, 2026 at 11:00 AM, with a pre-qualification meeting scheduled for June 10, 2026 at 9:00 AM via Microsoft Teams and mandatory site visits on June 11-12, 2026 (Loudon and Park substations on June 11; Broad and Castor substations on June 12). Work must be completed within 2,035 calendar days from Notice to Proceed, with the contractor required to perform at least 20% of work with its own forces.
The procurement includes environmental remediation work encompassing asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys across multiple building levels (basement, first floor, mezzanine, and roof) while maintaining continuous traction power service during phased rehabilitation. Bidders must submit 5% bid security and provide 100% performance and labor/material payment bonds, with bids remaining firm for 90 days from opening. Awards will be made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade. All steel products must comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. SEPTA encourages but does not mandate DBE subcontracting participation without establishing a specific DBE goal, affording disadvantaged business enterprises full opportunity to submit bids in accordance with 49 CFR Parts 26.39 and 26.51. Required submittals include SF 330 forms, comprehensive team qualifications, three years of audited financial statements, letters of commitment from bonding and insurance companies, relevant project experience from the past ten years, detailed CPM schedules, and project approach addressing staging to minimize impacts to revenue service.
