About this file
The document is a Section 61 specification for Pavement Marking Removal (Thermoplastic) related to the City of St. Cloud, Florida's Rummell Road Trail construction project. The specification details the requirements for removing existing thermoplastic pavement markings, which must be physically and totally removed using methods approved by the Project Engineer that do not damage the pavement surface. The removal will be measured and paid per square foot for lines, stripes, messages, and symbols, with the specific bid item designated as Item No. A711-7 for Remove Existing Pavement Marking/Thermoplastic.
The project is partially funded by the State of Florida Department of Environmental Protection Recreational Trails Program (RTP) with a total budget of $1,600,000 and a 300-day timeline for substantial completion, plus an additional 60 days for final completion. The broader construction project involves creating an 8-foot wide asphalt trail approximately 6,400 linear feet long and a 5-foot wide concrete sidewalk approximately 1,125 linear feet in length. The contract will be awarded to the lowest responsive and responsible bidder, with considerations for past performance, financial capability, and project experience. Bidders must submit a 5% bid bond, demonstrate at least five years of experience in underground utilities, sidewalk construction, and paving, and comply with Disadvantaged Business Enterprise (DBE) program requirements.
