About this file
The document is a technical specification section (Section 54) for pipe installation of reclaimed water mains, issued by a city engineering department. The specification provides comprehensive guidelines for installing reclaimed water infrastructure, covering detailed procedures for pipe handling, trench preparation, laying different pipe types (PVC and ductile iron), testing, flushing, and identification requirements. The specification outlines specific technical standards for installing reclaimed water systems, including requirements for pipe support, joint protection, trench preparation, and installation techniques.
The specification emphasizes distinctive identification and safety protocols for reclaimed water infrastructure, including purple-colored pipes, metallic locator tapes with "CAUTION - REUSE" markings, and specific installation methods to prevent contamination. Contractors must follow strict guidelines for pipe handling, prevent foreign material entry, ensure proper bedding and backfill, conduct hydrostatic tests, and implement careful flushing procedures. The document mandates that all non-metallic reclaimed water mains must have a continuous metallic locator tape, PVC pipes must be solid purple, and ductile iron mains must have purple identification tape, all designed to clearly distinguish these systems from potable water infrastructure.

54.1 GENERAL
Pipe shall be installed in accordance with the manufacturer's specifications and instructions for the type of pipe utilized and applicable AWWA Standards, such as C600 and C603, unless otherwise stated in these specifications.
54.2 PIPE HANDLING
All types of pipe shall be handled in such a manner as will prevent damage to the pipe or coating. Accidental damage to pipe or coating shall be repaired to the satisfaction of the CITY ENGINEER or designee or removed from the project. When not being handled, the pipe shall be supported on timber cradles, or on properly prepared ground, graded to eliminate all rock points, and to provide uniform support along the full length. When being transported, the pipe shall be supported at all times in a manner which will not permit distortion or damage to the lining or coating. Any unit of pipe that, in the opinion of the CITY ENGINEER or designee, is damaged beyond repair by the CONTRACTOR shall be removed from the site of the work and replaced with another unit.
Joint gaskets shall be stored in a clean, dark, dry, location until immediately before use.
Dirt or other foreign material shall be prevented from entering the pipe or pipe joint during handling or laying operations. Any pipe or fitting that has been installed with dirt or foreign material in it shall be removed, cleaned, and reinstalled. At times when pipe laying is not in progress, the open ends of the pipe shall be closed by a water tight plug or by other means approved by the CITY ENGINEER or designee to ensure absolute cleanliness inside the pipe.
54.3 SEPARATION OF RECLAIMED, WATER, AND SEWER MAINS
The applicable provisions of Section 51.3 shall apply.
54.4 TRENCH PREPARATION AND PIPE BEDDING
54.4.1 TRENCH PREPARATION AND PIPE BEDDING
The applicable provision of Section 32 shall apply. Also refer to STANDARD DRAWINGS.
54.4.2 PIPE PREPARATION AND HANDLING
All pipe and fittings shall be inspected prior to lowering into trench (see Section 54.2). The CONTRACTOR shall use proper implements, tools, and facilities for the safe and proper protection of the work. The CONTRACTOR shall lower pipe into the trench in such a manner as to avoid any physical damage to the pipe. PIPE SHALL NOT BE DROPPED OR DUMPED INTO TRENCHES.
54.4.3 TRENCH DEWATERING AND DRAINAGE CONTROL
Specifications as set forth in Sections 32 and 51.4.3 shall apply.
54.4.4 SURVEY LINE AND GRADE
The requirements of Section 51.4.4 shall apply.
54.4.5 PIPE LAYING IN TRENCH
The requirements of Section 51.4.5 shall apply.
54.4.6 LAYING PVC PIPE
The requirements of Section 51.4.6 shall apply.
54.4.7 LAYING DUCTILE IRON PIPE
The requirements of Section 51.4.7 shall apply.
54.4.8 LAYING OF PIPES ON CURVES
The requirements of Section 51.4.7 shall apply.
54.4.9 PIPE RESTRAINING
The requirements of Section 34 shall apply.
54.4.10 BEDDING AND BACKFILL OF PIPES
The requirements of Section 32 shall apply.
54.5 HYDROSTATIC TESTS
The requirements of Section 51.5.1 shall apply.
54.6 FLUSHING OF MAINS
Prior to being placed into service, all reclaimed water mains shall be flushed (full diameter) to remove any material that may have become lodged in the pipe. Blow-off assemblies (as per the standard drawings) shall be provided and sized large enough to develop a velocity of at least 2.5 feet per second in the main.
Blow-off assembly vault cover shall be imprinted with "CAUTION - REUSE NON-POTABLE WATER". A non-corrosive tag imprinted with "CAUTION - REUSE" shall be attached to each blow-off assembly within the vault and positioned to be clearly visible. All taps required for flushing purposes or for temporary or permanent release of air shall be provided for by the CONTRACTOR as a part of the construction of reclaimed water mains. After flushing operations are completed, all such taps shall be sealed to the satisfaction of the CITY ENGINEER or designee. No flushing device shall be directly connected to any sanitary sewer.
54.7 OPERATION OF CITY VALVES
Valves shall be operated by, or in the presence of, duly authorized CITY personnel.
54.8 NOTIFICATION AND CONNECTION TO EXISTING MAINS
Requirements of Section 35.3 shall apply.
54.9 RECLAIMED WATER SERVICE PIPING AND CONNECTION
Reclaimed water service piping and connection shall be installed as indicated in the STANDARD DRAWINGS. The location of all service lines shall be as shown on the DRAWINGS and shall be either single or dual service. On streets and/or other paved areas with curbing, the exact location for each installed service shall be marked by etching or cutting an "R" in the concrete curb. Where no curb exists, locations shall be marked by placing a two inch (2") wide metallic locator tape within six inches (6") and centered over the top of the service, running the full length of the service. Locator tape shall be purple in color and read, "CAUTION - REUSE", at one foot (1') intervals.
54.10 IDENTIFICATION
All non-metallic reclaimed water mains shall be installed with a continuous three inch (3") wide metallic locator tape placed 18"+ above and centered over the main. Locator tape shall be purple and read, "CAUTION - REUSE", at one foot (1') intervals. In addition, all PVC reclaimed water mains shall be a solid purple color. All lettering shall appear legibly on pipe and shall run the entire length of the pipe. Lettering shall read as is acceptable for the intended use. A continuous, solid 12 CU.UF 1AWG tracer wire with purple covering shall be attached to the main.
All ductile iron reclaimed water mains shall have a continuous four inch (4") wide, purple, adhesive identification tape permanently attached within the top 90º of the main. Identification tape shall read, "CAUTION - REUSE", at one foot (1') intervals.
