About this file

This document is a technical specification section (Section 56) for culverts and storm sewers, prepared for a city engineering project, likely in St. Cloud, Florida. The specification provides detailed requirements for the installation of concrete pipe, structural plate pipe, and aluminized Ultra Flo steel pipe for storm sewer and culvert construction. The document outlines comprehensive technical standards for pipe materials, including acceptable types such as Class III reinforced concrete pipe, galvanized steel pipe, and Aluminized Steel Type 2 spiral rib pipe, with specific requirements for manufacturer, material composition, joint specifications, installation procedures, and backfilling methods.

The specification is part of a broader infrastructure project involving trail construction, as indicated by the related contract opportunity for the Rummell Road Trail in St. Cloud, Florida. The project is partially funded by the State of Florida Department of Environmental Protection Recreational Trails Program (RTP) and involves constructing an 8-foot wide asphalt trail approximately 6,400 linear feet long and a 5-foot wide concrete sidewalk about 1,125 linear feet in length. The culvert and storm sewer specifications are critical to the project's stormwater management infrastructure, with precise requirements for pipe installation, foundation preparation, backfilling, compaction, and testing to ensure proper drainage and long-term performance of the transportation infrastructure.

56.9 ALTERNATE PIPE MATERIAL AND SPECIFICATIONS

56.1 SCOPE OF WORK

The work in this Section shall consist of furnishing and installing culverts and storm sewers with appurtenances in conformance with the specifications hereafter described and of the sizes and dimensions shown on the plans, which has been inspected and approved by the PROJECT ENGINEER or designee. This work shall also include furnishing and construction of such joints and connections to existing pipes, catch basins, inlets, manholes, walls, etc. Trenches shall be excavated until suitable foundation material is reached and, if necessary, backfilled with stable material to the grade shown in the plans. All material used to backfill the pipe will be furnished by the contractor, and must be approved by the PROJECT ENGINEER or designee, representing the CITY.

56.1.1 COMPENSATION

Payment under this section shall include all excavation, backfilling, disposal of surplus material, furnishing of suitable material as needed, and clearing and grubbing outside of the required limits of clearing and grubbing as shown on or in the plans.

56.2 CONCRETE PIPE

Concrete pipe shall be of first quality, conforming to the most current ASTM Designation C-76. Pipe requirements will be as shown on the plans. Class III reinforced concrete pipe is the minimum acceptable. Lifting holes are prohibited.

The joints shall have a continuous, lubricated O-Ring rubber gasket, or approved equal, which fits snugly in the annular space between the beveled surfaces of the tongue and groove ends of the pipe to form a flexible watertight joint under all conditions of service. There shall be no exposed metal in the joint. All concrete pipe joints shall be wrapped with filter fabric. Filter material shall extend a minimum of one and one-half feet (1-1/2’) both sides of the joint and a two (2) foot overlap on the top. All joints shall prevent soil from infiltration into the pipe. Field joints for elliptical concrete pipe shall be made with a pre-formed plastic gasket material, according to Section 430-7.3 of the latest edition of the FDOT Standard Specifications for Road and Bridge Construction.

56.3 LAYING PIPE

All pipe shall be carefully laid, true to the lines and grades as shown on the plans. The joints shall be pulled together so that the maximum width of the exterior joint recess shall not exceed 1/4 inch.

If, while making the joint, the gasket comes loose and can be seen through the exterior joint recess when the joint is pulled up within one inch of closure, the pipe shall be removed and the joint remade. All pipe shall be laid "in the dry."

56.4 BACKFILLING

Backfilling shall progress as rapidly as the construction and testing of the work will permit. All backfill material shall be suitable and free of deleterious material. The initial backfill shall be carefully deposited on both sides of the pipe at the same time and uniformly compacted around the barrel of the pipe until enough has been placed to provide a cover of one foot above the crown of the pipe. In no case shall backfill material be placed in the trench in a manner that will cause shock to, or unequal pressure on, the pipe. The backfill shall be placed and sufficiently compacted. However, for trenches excavated in the streets and avenues, the backfilled material shall be compacted to an average density of 95% of the maximum density value as determined by AASHTO T-180 (modified). Under no conditions is construction debris, concrete, etc., to be included with the backfill. Backfill shall be compacted in six inch (6") layers with suitable mechanical tamps.

56.5 PIPE FOUNDATIONS

Where the nature of the foundation materials is of poor supporting value, the foundation material shall be consolidated by mechanical methods, replaced with sand or other material by constructing supporting cradles, or as approved by the PROJECT ENGINEER.

56.6 TESTS

Compaction tests may be required for the first lift around the pipe and one test each two (2) feet above that to subgrade for each 250 linear feet of pipe as a minimum. The PROJECT ENGINEER may determine that more or less tests are required to certify the installation depending on the field conditions.

56.7 STRUCTURAL PLATE PIPE AND PIPE ARCH CULVERTS

Structural plate steel pipe and pipe arch culverts shall be of galvanized steel, complying with the requirements of AASHTO M167 and FDOT Standard Specifications for Road and Bridge Construction, Section A435, latest edition. ARMCO Multi-Plate Pipe - Arch span 13.3' by rise 9.4', 12 gauge bituminous coated, both sides, shall be used or approved equal.

56.8 ALUMINIZED ULTRA FLO STEEL PIPE

56.8.1 SCOPE OF WORK

This specification covers the furnishing and installation of ALUMINIZED STEEL Type 2 spiral rib pipe, ULTRA FLO, for the construction of storm sewer or culverts.

56.8.2 MANUFACTURER

The manufacturer of the Aluminized Steel Type 2 spiral rib pipe, ULTRA FLO, shall be Contech Construction Products, Inc. Or approved equal.

56.8.3 PIPE

All of the Aluminized Steel Type 2 material used in the pipe shall be manufactured to conform to the current AASHTO M-36 (ASTM A 760) specification except that the external helical corrugation pattern of the pipe shall be 3/4" X 3/4" X 7-1/2".

The round pipe shall conform to the type IR pipe classification: culvert pipe, circular section, single thickness of sheet, helical ribs projecting outwardly.

56.8.4 MATERIAL

The pipe shall be formed from an Aluminized Steel Type 2 coil and conform to the current AASHTO M-274 (ASTM A-A 819) material specification.

56.8.5 INSTALLATION

The pipe shall be installed in accordance with the FDOT “Standard Specifications for Road and Bridge Construction,” Section 125-8.3.

All material used for backfill shall be granular and shall be free from lumps, wood, or other extraneous material.

56.8.6 DESIGN

The pipe gauge cover shall be per FDOT “Roadway and Traffic Design Standards for Spiral Rib Pipe,” Page 3 of Index 205.

56.8.7 CONNECTING BAND

Connecting bands shall be 12" wide corrugated bands (pipe must have four re-rolled ends) with 12" wide neoprene gaskets.

In certain areas where soiltight joints are not sufficient, rods and lugs must be used in conjunction with the gasketed band.

All joints shall be wrapped with filter fabric and extend a minimum of one and one-half LF (1-1/2’) on both sides of joint and shall overlap 2 L.F. on the top of pipe.

56.9 ALTERNATE PIPE MATERIAL AND SPECIFICATIONS

See standard detail drawings for alternative storm pipe materials approved for use by the CITY ENGINEER or designee on a case-by-case basis.
