About this file
The document is a technical specification section (Section 59) for Reflective Pavement Markers (RPMs), prepared by the Florida Department of Transportation (FDOT). The specification provides detailed requirements for removing existing and installing new raised reflective pavement markers, with specific guidelines for marker composition, color, optical performance, adhesive application, and installation procedures. The markers must be four-inch by four-inch, manufactured from methyl methacrylate or ABS, and must meet strict optical and safety standards. Contractors are required to use markers from the FDOT's Qualified Products List and follow precise installation protocols, including using a follow vehicle with safety equipment during removal and replacement on limited access facilities.
The specification outlines comprehensive technical requirements for marker installation, including color specifications for different traffic scenarios (center lane, one-way traffic), adhesive composition, and performance standards. The contract includes compensation provisions for marker installation, with markers to be paid at the contract unit price per each installed marker. Contractors must ensure 100% adhesive coverage, maintain marker alignment, and replace any markers that fail within the first 30 days under traffic. The adhesive must be suitable for various pavement types and capable of withstanding temperatures up to 425 degrees F. Importantly, if more than two percent of markers fail in adhesion within the first 30 days, the contractor is responsible for replacing all failed markers at their own expense.

SECTION 59 – REFLECTIVE PAVEMENT MARKERS (RPM’S)
Item No. Title
59.1 DESCRIPTION
59.2 GENERAL
59.3 SAFETY
59.4 COLOR
59.5 OPTICAL REQUIREMENTS AND PERFORMANCE
59.6 ADHESIVE
59.7 INSTALLATION
59.8 COMPENSATION
59.1 DESCRIPTION
The work specified in this section consists of removing existing reflective pavement markers and installing new raised reflective pavement markers. The work shall be done in accordance with these specifications and the details shown in the current Roadway and Traffic Design Standards Index Nos. 17352, 17345, and 17346.
59.2 GENERAL
The reflective pavement marker shall consist of a molded methyl methacrylate or an acrylonitrile butadiene styrene (ABS) shell in the shape of a frustrum of a pyramid, filled with a mixture of an inert thermosetting compound and filler material. The face of the shell shall contain one or two prismatic reflectors. The raised reflective pavement marker used shall be those names on the F.D.O.T. Office of Materials and Research at Gainesville, Florida. It shall be the CONTRACTOR'S responsibility to determine the number of mono-directional raised reflective pavement markers required for this project.
For this project, only four-inch by four-inch reflective pavement markers will be permitted and shall be one of the appropriate products on the Qualified Products Lists, current at the time of the markers' proposal for use.
59.3 SAFETY
A follow vehicle shall be provided when removal and replacement of reflective pavement markers is to be accomplished on limited access facilities such as the interstate or toll highway system and/or for all nighttime operations. The follow vehicle shall be equipped with a sequential arrow panel mounted on the top rear of the vehicle in conformance with Section 6D-6 of the Manual on Traffic Control and Safe Practices and an approved crash cushion system that will be attached or towed.
59.4 COLOR
For center lane markings for two-way traffic, raised reflective pavement markers shall be bi-directional (amber and amber) except where passing is restricted in one direction only, the then raised reflective pavement marker shall be a combination of mono-directional and bi-directional pavement markers. The mono-directional marker shall be amber.
For lane lines separating one-way traffic, raised reflective markers shall be mono-directional (colorless).
59.5 OPTICAL REQUIREMENTS AND PERFORMANCE
A.) The glass elements shall be of the highest grade, optically polished and shall be hermetically sealed into the ABS shells.
B.) The brightness of the reflective surface shall exceed the following values:
Color Brightness in Candlepower per Square Inch
| Crystal | .07 | |
| Amber | .06 | |
| Red | .05 |
59.6 ADHESIVE
The adhesive for bonding the markers to the pavement shall be bituminous adhesive as recommended by the marker manufacturer. The adhesive used shall be one of the products included on the Qualified Products List, current at the time of the adhesive proposal for use.
The adhesive shall be material suitable for bonding pavement markers to Portland cement concrete pavement, hot bituminous pavement and chip-sealed surfaces when the road surface and marker temperatures are in the range of 50 degrees F to 160 degrees F. The composition of the adhesive must be such that its properties will not deteriorate when heated to and applied at temperatures up to 425 degrees F using either air or oil-jacketed melters.
The work shall be done in accordance with the current specifications 706-2.4 & 706-3.4 of the Standard Specifications for Road and Bridge Construction.
59.7 INSTALLATION
The portion of the pavement surface to which the marker is attached by the adhesive shall be cleaned of dirt, curing compound, grease, oil, moisture, loose or unsound pavement and any other material, which would adversely affect the bond of the adhesive.
The adhesive shall be spread on the bonding surface so that 100 per cent of the bonding area of the marker will be covered. The adhesive application shall be of sufficient thickness so that when the marker is pressed into the adhesive, excess adhesive shall be forced out around the entire perimeter of the marker. All excessive adhesive shall be removed from in front of the reflective faces. If any adhesive or foreign matter adheres to the reflective face of the marker, the markers shall be replaced.
When the project is complete, the markers shall be firmly bonded to the pavement. Lines formed by the markers shall be true and the entire installation shall present a neat appearance. If more than two per cent of the markers fail in adhesion within the first 30 days under traffic, the CONTRACTOR shall replace all failed markers at his expense.
59.8 COMPENSATION
The work specified in this section shall be paid for at the contract unit price each for reflective pavement marker, in place and accepted, and shall include all labor and equipment necessary for the installation. Such prices and payments shall be full compensation for all work required including the removal of existing pavement markers. Payment shall be made under:
