About this file
This Scheduling and Staffing document from Precision Sweeping Services (PSS) outlines the contractor's comprehensive contingency plans for mechanical street sweeping services in the Phoenix Metropolitan Area under ADOT solicitation BPM006937. The document details PSS's structured approach to conflict resolution, staffing management, and equipment redundancy to ensure uninterrupted service delivery. The contractor maintains a workforce of 18 men and 2 women, all cross-trained on multiple equipment types, supplemented by additional on-call standby employees available during all operational shifts. PSS currently allocates seven mechanical street sweepers and five attenuator trucks for the contract, with plans to reserve two additional mechanical street sweepers and two dump trucks as backup equipment maintained on-site for deployment during mechanical failures.
PSS addresses operational continuity through multiple support mechanisms, including a dedicated team of four mechanics with one assigned to swing shift coverage and two additional on-call mechanics available overnight with service trucks, plus agreements with two roadside tire vendors for emergency support. The contractor's conflict resolution process follows a three-step internal procedure beginning with on-site supervisor mediation, escalation to management if unresolved, and potential formal corrective action for policy violations. External coordination with ADOT includes a dedicated communication line for inspectors, daily reporting and issue tracking by supervisors, and immediate operational adjustments to address unexpected road conditions or scheduling conflicts. The contingency plan emphasizes supervisor cross-training to temporarily fill operational roles during staffing gaps and vendor equipment rental agreements to secure temporary replacements during extended equipment breakdowns, ensuring service schedules remain uninterrupted and full compliance with contract obligations.

Scheduling and Staffing Precision Sweeping Services (PSS) understands that unforeseen challenges can arise during sweeping operations, including staff shortages and operational conflicts. To ensure uninterrupted service and maintain efficiency, PSS has a comprehensive contingency plan that addresses these issues proactively. This plan outlines structured procedures for conflict resolution, staffing solutions, and emergency response measures to guarantee the successful completion of all contracted work.
1. Conflict Resolution Process Conflicts may arise in various forms, including disagreements among staff or operational delays.
PSS has established a structured process for resolving conflicts efficiently and professionally.
Internal Conflict Resolution When conflicts occur among personnel, PSS follows a three-step resolution process:
1. Immediate Mediation by On-Site Supervisor o The on-site supervisor is the first point of contact for all disputes.
o If a disagreement arises between employees or concerns regarding work performance, the supervisor conducts a neutral assessment of the situation.
o The supervisor gathers statements from all involved parties and works toward an immediate resolution based on contractual expectations and operational requirements.
2. Escalation to Management o If the conflict cannot be resolved at the supervisory level, the matter is escalated to
Precision Sweeping Services' management team.
o The operations manager reviews all documentation and interviews involved parties to understand the core issue.
o A final resolution strategy is developed, prioritizing efficiency, safety, and teamwork.
3. Formal Corrective Action (If Necessary)
• If the conflict results from repeated violations of company policies, corrective actions may include warnings, retraining, or reassignment to another role.
• If necessary, disciplinary measures are taken, including temporary suspension or dismissal, ensuring contract requirements are upheld without disruptions.

External Conflict Resolution (Coordination with ADOT)
PSS ensures transparent communication with ADOT representatives to address concerns, complaints, or adjustments required for contract fulfillment.
• Dedicated Communication Line: ADOT inspectors will have access to an on-call communication device to discuss urgent matters.
• Daily Reporting and Issue Tracking: Supervisors maintain detailed logs of concern and operational adjustments, which can be reviewed with ADOT at any time.
• Immediate Problem-Solving: If unexpected road conditions, scheduling conflicts, or service concerns arise, PSS immediately adjusts operations while maintaining full compliance with contract obligations.
2. Contingency Plan for Staff Shortages
Unexpected workforce shortages can result from sick leave, emergencies, resignations, or scheduling conflicts. PSS has created a proactive staffing plan to ensure sweeping operations continue without delays.
Preemptive Measures to Avoid Shortages
• Cross-Training Employees: Our team includes 18 men and 2 women, all trained to operate multiple types of equipment. This cross-training allows backup staff to step in seamlessly when needed. For example, Large Debris drivers are also qualified as Sweeper Operators, and vice versa—ensuring uninterrupted operations when someone is absent.
• On-Call Staff: We also have additional employees who rotate in a “STANDBY” status and are immediately available when called during all operational shifts. This system has been thoroughly tested and proven effective—ensuring timely response to equipment breakdowns, debris issues, or staffing gaps without disrupting active operations.
Action Plan for Unexpected Shortages
1. Immediate Deployment of Backup Operators o If an operator cannot report for duty, standby employees are notified immediately to cover the shift.
o Employees receive advance notification of potential shift changes to ensure readiness.

2. Supervisor Step-In Role o If backup employees are unavailable during a shift, the on-site Field Supervisor or
Senior Staff steps in to temporarily fill the role and maintain continuity of operations.
This approach ensures that service schedules stay on track and prevents any delay or disruption in debris removal or sweeping coverage. Supervisory staff are cross-trained and experienced, making them highly capable of performing frontline tasks safely and efficiently. Their direct involvement also allows them to assess ground-level conditions firsthand and quickly respond to unforeseen challenges. This method has proven to be an effective short-term strategy for managing temporary staff shortages, unexpected absences, or emergency situations when quick deployment is critical.
Emergency Equipment and Resource Allocation
To ensure uninterrupted operations, PSS has developed backup plans for equipment shortages and unforeseen operational delays.
Backup Equipment Strategy
• Reserved Sweepers and Attenuators: Currently, (7) Seven Mechanical Street Sweepers and
(5) Five Attenuator Trucks are allocated for this contract. Precision Sweeping Services will reserve (2) Two Mechanical Street Sweepers at all times for back-ups and well as (2) Two
Dump Trucks. This additional equipment is maintained on-site to be deployed in case of mechanical failures.
• Rapid Repairs: Precision Sweeping Services employs (4) Four dedicated mechanics who are available for immediate troubleshooting and equipment repairs. We will have one swing shift mechanic assigned to the ADOT contract who will address any last-minute issues prior to the equipment leaving to begin their routes. There will also be (2) Two On-Call mechanics available with service trucks to respond at any time throughout the night. Precision
Sweeping Services also has (2) Two separate road-side tire vendors available to assist in case the equipment has a blowout.
• Vendor Agreements: PSS works with equipment rental companies to secure temporary replacements in case of unexpected breakdowns.
