Summary of Experience in Similar Projects

This document is an experience and qualifications submission from Precision Sweeping Services, a woman-owned business, for consideration on a State of Arizona Department of Transportation mechanical street sweeping services contract for the Phoenix Metropolitan Area covering Maricopa County. The submission demonstrates extensive operational experience, including five years (2010-2015) of ADOT mechanical street sweeping services under a previous company structure, where the senior management team swept mainline curb miles weekly on major Arizona highways including I-10, I-17, SR51, SR202, SR143, and SR303, removing millions of pounds of debris. The company currently holds active contracts with multiple Arizona municipalities including the City of Mesa (completing a five-year term and recently awarded a renewal contract), Coconino County (nine-year incumbent with contract renewal), Town of Fountain Hills, City of Chandler, Town of Bagdad, Lake Havasu City, and the Arizona State Fair. Precision Sweeping Services operates mechanical street sweeping in live traffic conditions on arterial, collector, and residential streets, typically sweeping four nights weekly, with capability for flexible route adjustments and seasonal modifications. The company's operational approach includes detailed safety protocols with staggered equipment deployment (large debris trucks positioned 30 minutes ahead and one mile apart from sweepers), pre-trip equipment inspections, personal protective equipment requirements, traffic management coordination with VMS boards, and Field Supervisor oversight throughout operations.

The submission includes detailed management and operational staff experience, with owner Michelle Hoover providing oversight of all daily operations, billing, payroll, and company policies since January 2016, and Operations Manager Mike Marseguerra managing daily dispatch, job costing, quality control, and equipment maintenance. The company benefits from business consultation by Leonard Vella, a 50-year industry veteran and former innovator in sweeping equipment manufacturing. Precision Sweeping Services references five current and past clients who can verify service delivery, including John McClendon at the City of Mesa, Greg Edelbrock at a major design-build joint venture, Bill Young at Lake Havasu City, Roy Drye at Coconino County, and Jeff Pierce at Fountain Hills. No specific pricing information, contract values, set-asides, renewal terms, or contract award dates are included in this experience document.

Services Provided

Experience in ADOT Mechanical Street Sweeping Operations

Through years of hands-on experience, the senior staff and operators at Precision Sweeping Services have logged thousands of hours managing this exact program and working safely in live traffic conditions. From planning to execution, we developed the routing system, installed water meters, managed dumping logistics, purchased equipment, maintained communication with ADOT inspectors, and swept hundreds of thousands of highway miles throughout Maricopa County, removing millions of pounds of debris under a five-year contract.

From 2010-2015, our mechanical street sweepers were contracted to sweep all mainline curb miles once weekly as well as secondary areas on highways such as I-10, I-17, SR51, SR202 Red Mountain, SR202 San Tan, SR143, SR303, and much more. In addition, we swept on/off ramps, bridge decks, stack ramps (TI’s), pork chops, and managed special projects, such as gore point/guard rail end treatment cleaning as requested as well as provided large debris collection.

A typical night began with Sweeper Operators and Large Debris staff attending a safety meeting and receiving their dispatch paperwork. Pre-trip inspections were then conducted to ensure all safety lights and equipment were functioning properly. Staff wore personal protective equipment (PPE), including hard hats, safety vests, gloves, and safety glasses.

Prior to staff beginning their assigned routes, our Field Supervisor would contact the Traffic Operations Center (TOC) and have them activate the “Sweepers Ahead” message on the VMS boards for the specific mainline locations for the night.

Large debris trucks departed about 30 minutes ahead of sweepers. Their job was to remove objects like tires, ice chests, ladders, couches, mattresses, car parts, and more. Once debris was cleared, the sweeper with attenuator had a clean path to continue without coming to a complete stop.

Sweepers began by filling their tanks at a designated hydrant meter before starting their routes. For safety reasons, sweepers never operated side-by-side on the same stretch of highway. Instead, they were staggered, with the left-side sweeper leading—usually a mile or more apart. This protocol was also used for large debris trucks, on/off ramp sweeping, and TI areas. For example, if sweepers were cleaning both sides of a highway simultaneously, two lanes would be blocked, impeding traffic, causing confusion, and increasing the potential for an accident. The goal is always to keep the public safe.

(See example diagram on the following page).

Sweepers were also sent out to clean the on/off ramps along both right and left curbs. These units were staggered in time—typically starting about an hour before the mainline sweepers. Since ramp sweepers were assigned only to ramps, they performed a “rolling pick up,” lifting their rear broom to move quickly from one ramp to the next. This movement can leave some debris behind. To ensure that the debris was picked up, the route was planned so that mainline sweepers would pass through afterward to collect any leftover material. Ramp sweepers did not return to pick it up because reversing on an active highway is not permitted. (See diagram below)

Once all equipment was in place on their assigned routes, our Field Supervisor began his shift by checking on the large debris trucks to ensure nothing was missed that could block the sweepers. He monitored progress throughout the night, shifting equipment as needed and helping with debris disposal. The Field Supervisor stayed in contact with the Traffic Operations Center (TOC) in case of any emergencies, and our ADOT inspector occasionally made surprise visits to confirm smooth operations.

After sweepers and large debris trucks finished unloading, all equipment returned to the yard. Staff completed post-trip inspections and submitted Vehicle Condition Reports to the shop. Routing paperwork was also turned in to the Field Supervisor, who reviewed and approved it—flagging any notes that needed to be reported to ADOT.

Shop staff collected the Vehicle Condition Reports and began any repairs or maintenance needed to keep equipment ready for the next shift.

Leonard Vella Business Consultant

Summary of Expertise

In 1958, Leonard Vella began his journey in the street sweeping industry initially as a means to put himself through college. Little did he know, he was on the path to create a timeless era and name for himself within the business. Starting from a very basic sweeper to becoming one of the largest street sweeping companies in the United States, Leonard Vella helped shape the dynamics of the street sweeping industry we see today.

Leonard Vella was co-founder in the creation of “Mr. Air Sweeper”, which is now owned and operated independently as MASCO Sweepers, Inc. He was also a part of the founding of the National Contract Sweeper Institute, which essentially revolutionized the industry for job costing purposes.

He was involved in the manufacturing of large-scale city broom sweepers and for 50 years he was an entrepreneur responsible for sweeping multiple City contracts and hundreds of shopping plazas. He retired about 20 years ago and sold his business to his kids.

At now 86 years old, Leonard Vella is the Business Consultant and former Investor for Precision Sweeping Services. He has been involved in the business from the first day and has been passing on his years of experience in the sweeping industry to us. Leonard is no nonsense when it comes to quality and accuracy; hence why we chose the name “Precision”. Leonard Vella is an integral part of Precision Sweeping Services, and we value his knowledge and input. To this day, he continues to define his legacy and will forever remain the Grandfather of the street sweeping industry.

Quotes of Noted Sources “Every industry has only a few bona fide pioneers. For the U.S. contract sweeping industry, one of those is Leonard Vella. Leonard sold businesses on the service of cleaning their parking lots by day, swept by night on a ride-on Wayne machine not designed for sweeping a parking lot, and found time to study and sleep somewhere in between. Once Leonard realized he could make a go of pavement maintenance, he realized he needed a machine that would both do the job better and get him out of the elements. Since there was nothing of that sort available, the inventive Vella set out to develop one. The end result was what ultimately became today's MASCO line of sweepers.”

www.worldsweeper.com

“The first microchip, which garnered the early stages of the personal computer, was in the initial stages of development in 1958. In that same year, Leonard J. Vella saw the need for local businesses to keep their properties free of dirt and debris.

Leonard understood the value of a well-maintained property, so he set out to build a company that would provide property cleaning services for local businesses in San Jose, California. Leonard committed his energies to the principles of loyalty, reliability, and a solid work ethic which entrusted him with a devoted customer foundation.”
