About this file
This is a scheduling and staffing document submitted by Offsite Sweeping LLC in response to the Arizona Department of Transportation's (ADOT) mechanical street sweeping services solicitation for the Phoenix Metropolitan Area (BPM006937). The document outlines the contractor's organizational structure and capacity to deliver sweeping and large debris collection services. Offsite Sweeping proposes a staffing model consisting of large debris collection truck operators, sweeper operators, shift supervisors, and shift mechanics working during scheduled hours. The contractor emphasizes its training program, which includes a one-week onboarding period where new operators train alongside veteran employees before independent operation. The document indicates that staff cross-training in both large debris collection trucks and sweepers is a priority to ensure operational flexibility and coverage during employee absences or vacations.
The staffing plan demonstrates contingency capabilities through resource pooling within Offsite Sweeping's broader employee base to cover extended absences of ADOT team members. Offsite Sweeping's supervisor coordinates route planning and scheduling with ADOT's inspector, adjusting assignments to accommodate staff shortages and equipment availability. Mechanics are trained in logistics and routing to provide supervisory support when needed. The document emphasizes team cohesion, safety protocols, and a commitment to service quality through employee incentivization. The contractor positions itself as a collaborative partner with ADOT, leveraging cross-functional expertise and internal resources to maintain consistent service delivery across the mechanical street sweeping contract.

SCHEDULING AND STAFFING
This section is a continuation of the sections listed for Capacity Planning and
Equipment List. Based on our capacity with our quantity of available equipment and staff, we feel that most of our contingency capabilities come from within our organization, as we can pull from the many different resources listed in the equipment list and personnel available.
The members of the ADOT team who are working during the hours when the large debris collection and sweeping is being completed consist of the following roles:
o Large Debris Collection Truck Operator o Sweeper Operator o Shift Supervisor o Shift Mechanic(s)
When we add to our ADOT team, new members learn the routes in a large debris truck side by side with a veteran employee. After a week of training, they are ready to operate a Large Debris Collection Truck on their own. Eventually a staff member will be trained in how to operate a sweeper so that they become more versatile. Having staff members who can operate the two types of primary equipment used and understanding the tasks for each is very important if we have staff members on vacation or unable to work scheduled shifts. Our supervisor, who puts together routes for all the operators each shift, is extremely well versed in the time it takes to complete each route, each staff member’s capabilities, and understands the logistics of how it all goes together. Our supervisor works side by side with ADOT’s inspector to update assigned routes to work around scheduling conflicts, staff shortages, and equipment availability. If there are any extended absences related to our ADOT staff members, we can pool from our other employees within Offsite Sweeping to fill that

gap before ADOT team members either return, or we are able to hire and train new staff members. Our ADOT team mechanic(s) have also become very familiar with logistics, routing and the entire process. They step in and assist if our supervisor is not available or there are needs for him to be in two places at once. All of Offsite
Sweeping’s employees work well as a team, everyone backing each other up with a common goal of providing the best service possible in a manner that is safe for our staff and the traveling public. We incentivize all members of the team to complete their work, help each other out, and in the process make Offsite Sweeping an great partner with the Arizona Department of Transportation.
