This document describes the company’s ability to successfully fulfil this contract while maintaining safety, reliability, and efficiency.
Operational Strategy Method of Approach Precision Sweeping Services stands out because of our unique way of engaging with customers. We feel it is what sets us apart from others in the industry. We believe in treating each customer as an individual and not just part of a whole. Each customer is an important piece of our puzzle. While our customers differ from one another, they all share a common element; they are all IMPORTANT. We value them because they provide us with work, allowing us to employ and provide careers for people. Our customers have other options in this industry, but they choose us.
Communication is the most essential method of approach in anything we do, serving as the backbone of truth, integrity and transparency. Conversations, no matter how big or small, help us uncover needs and details that lead us to completing objectives. Our extensive experience ensures that we understand specific needs and expectations, consistently delivering quality results. We have proudly maintained several contracts for their full-term limits, thus demonstrating our reliability and expertise. We would be honored to service the Arizona Department of Transportation and build on our strong track record of excellence and dedication. Precision Sweeping Services will follow a well-organized plan to ensure the scope of work is carried out in accordance with this contract’s specifications.
Promoting Effective & Uninterrupted Services To ensure smooth and uninterrupted service, Precision Sweeping Services has built a solid plan that supports every part of our operation. This includes having extra staff, reliable equipment, strong scheduling, and backup parts—all designed to keep the work going without delays.
Staff Availability and Support
• Extra Staff On Standby – In addition to the (7) Sweeper Operators and (5) Large Debris Drivers who will be dedicated to this contract, we also maintain a pool of trained operators, mechanics, and supervisors who can step in when needed, such as during illness or emergencies.
• Cross-Trained Workers – Our staff are trained in multiple roles, making it easier to adjust when schedules or tasks change unexpectedly.
Reliable Equipment and Maintenance
• Routine Equipment Checks – All sweepers go through regular maintenance each week.

Fleet Expansion Capability – We are prepared to adjust our sweeper inventory depending on workload if service needs increase.
Shift Completion Assurance
• Strict Routing Discipline – All sweeping routes assigned for a shift will be completed during that same shift. Each route is treated as a non-negotiable deliverable, and crews are fully prepared to execute regardless of external challenges.
• Contingency Resource Deployment – Backup sweepers and support staff are on standby every night to respond immediately in case of breakdowns or delays, ensuring no part of the schedule is left incomplete.
• Pre-Shift Equipment and Staff Checks – Supervisors inspect all machines and verify personnel readiness before each scheduled shift begins. This minimizes risks that could impact route completion.
• Real-Time Oversight and Escalation – The on-site supervisor maintains live communication with sweep teams and can escalate backup support instantly if issues arise, keeping shifts on track without interruption.
Parts and Supplies
• Inventory – We keep extra stock—like brooms, filters, safety gear, and fluids—so we don’t fall behind due to supply delays.
• Multiple Vendors – We work with several suppliers to make sure we can always get the materials we need, even if one vendor has a problem.
• Fleet Card System – Each operator is issued a fleet fuel card that allows them to refuel at any authorized gas station throughout the Phoenix metropolitan area. This ensures quick and convenient access to fuel without delays or route interruptions.
• GPS and Live Stream Footage - All vehicles used on this contract will be equipped with advanced GPS tracking and high-definition live-stream cameras. This technology not only promotes transparency and quality assurance but also supports real-time troubleshooting, faster inspections, and stronger safety outcomes—all aligned with the goals of uninterrupted and effective service delivery.
Equipment Dedicated to the Contract
Precision Sweeping Services operates a dependable PM-10 compliant fleet designed specifically for high-performance street sweeping. Following all MUTCD requirements, as well as other ADOT amendments for traffic control, a total of (7) Seven Mechanical Street Sweepers with attenuator trailers will be dedicated to the contract, plus (2) Two backups at all times. A total of (5) Five Attenuator trucks will be dedicated to the contract for Large Debris removal. The following is a brief description of the equipment.
• Elgin Road Wizards – These mechanical sweepers are built for heavy-duty cleaning, with the ability to efficiently pick up dirt, gravel, and large debris. With dual engines and a 360-gallon water tank, these machines are built for a demanding, long-range scope of work.

• Elgin Broom Bears – These mechanical sweepers are ideal for thorough street sweeping, because of their large hopper and water tank. With the capacity to hold more material, these machines can produce longer sweeping times, decreasing the travel time for dumping.
• Global M4HSD – These mechanical sweepers are built for efficiency. Our machines have a 3rd gutter broom that allows sweeping curb lines at a 90° angle. This option would be a huge help in hard-to-reach areas, such as where guard rails exist or (wide) areas such as gore points.
• Wayne Gladiator – This mechanical sweeper is high-powered, with dual engines, designed for quick and efficient roadway clearing and heavy material pick-up.
• Debris Dump Trucks – Will be used in conjunction with large debris and sweeper debris.
• Additional Backup Equipment – Reserved and ready to be deployed in case of unexpected breakdowns or extra demands, ensuring continuous service with no interruptions.
(See Equipment List)
• If awarded the contract, Precision Sweeping Services intends to purchase truck-mounted attenuator trailers and attenuator trucks to improve traffic safety and fulfill all necessary protection requirements outlined in the contract.
Safety Features on All Equipment All equipment being utilized in this contract will be equipped with important safety and visibility features, including:
• Rotating Amber Beacon Lights
• Type C Arrow Boards
• Front and Rear Strobe Lighting
• Truck Mounted Attenuators as specified in this contract
• GPS Access and Live-Stream Cameras – This will allow ADOT to monitor sweeper locations and operations in real time when needed. (See below)
GPS Tracking with On Board Live-Stream Cameras State of the art cameras that not only protect the fleet with Driver Safety Assistance, but gain full visibility of vehicles, drivers, and the roadways. Precision Sweeping Services has incorporated this feature into our fleet. We believe dash cameras will significantly enhance the value of our work by providing the Department with real-time oversight in the field. The Inspector will have the ability, with not only the GPS, but with the live-stream cameras, to log in and view live footage of the sweepers performing at any given point throughout the scheduled shift. We believe this approach will not only assist in maintaining quality, but this transparency will promote confidence for the Department in ensuring the scope of work is completed.

Dust Suppression Efforts To meet dust control requirements, PSS will secure a necessary quantity of water meter hydrant locations throughout the Phoenix metropolitan area. Currently, the company already has two active meters located at:
• Country Club & US60
• Power Rd & US60
All hydrant locations will be placed to provide easy access to water for dust suppression during sweeping operations.
Debris Disposal Plan Precision Sweeping Services has established relationships with local dump facilities, allowing sweepers to dispose of debris even outside of normal business hours. Additionally, PSS will acquire two dump trucks to assist in the collection and removal of large debris throughout the shift. This will:
• Save time by reducing the number of trips needed for disposal.
• Improve efficiency by streamlining debris collection.
• Increase productivity by allowing sweeping teams to focus on continuous operations without delays.
Commitment to Excellence Precision Sweeping Services is fully prepared and committed to carrying out the ADOT contract with reliability, professionalism, and efficiency. By utilizing advanced equipment, maintaining strong safety protocols, and ensuring uninterrupted service, PSS is confident in its ability to meet and exceed the Department’s expectations.
With a well-equipped fleet, highly trained personnel, and a structured operational strategy, Precision Sweeping Services will ensure that ADOT receives the quality service it deserves and has contracted to receive.
Personnel and Internal Training Program At Precision Sweeping Services, we prioritize comprehensive training for both new operators and seasoned employees to ensure proper knowledge of equipment and project specifications.
New Hire Training We begin with thorough training on proper pre-trip and post-trip inspections in our shop.
