About this file

This is a Method of Approach work schedule document submitted by Reyes & Sons LLC for mechanical street sweeping services for the State of Arizona Department of Transportation (ADOT) in the Phoenix Metropolitan Area. The proposal outlines a comprehensive scheduling methodology for maintaining freeway systems through weekly, bi-weekly, and monthly sweeping routes. The service approach segments the freeway system into specific maintenance categories including mainline debris collection, stack and transition ramp sweeping, and on/off ramp cleaning with designated frequency assignments: weekly service for mainline and stack segments, bi-weekly service for ramp segments, and monthly service for pass-through and pork chop portions of ramps. Reyes & Sons LLC indicates that each evening shift covers approximately 400 miles of combined primary and secondary routes, with secondary routes strategically scheduled two days prior to corresponding primary routes to ensure continuous maintenance and debris prevention. Monthly deep cleaning operations, including mainline and ramp primary routes along with crossover and bridge deck sweeping, are conducted on Sunday evenings or whenever operational capacity allows.

Reyes & Sons LLC commits to providing comprehensive documentation and transparent reporting of all routing, scheduling, and performance metrics in both visual and numeric formats for ADOT review and processing. The contractor proposes detailed illustrative route maps, specialized procedure documentation including an "Alternating Pass-Through/Porkchop Ramp Sweeping Procedure," daily and monthly schedule summaries with time-stamped worksheets for team member progress tracking, and an Excel-based dynamic cost basis worksheet allowing for financial adjustments based on potential maintenance budget fluctuations. The methodology is designed to maintain consistent daily workload distribution across shifts while remaining flexible and adaptable to evolving service requirements, including accommodations for special events and departmental budgetary changes throughout the contract duration. All daily sweeper and debris collection mileages are meticulously recorded and consolidated into monthly invoices for ADOT's review and processing.

Reyes & Sons LLC: Professional Method of Approach for Work Schedule Management Reyes & Sons LLC employs a meticulously structured approach to scheduling weekly, bi-weekly, and monthly sweeping routes, ensuring comprehensive coverage and consistent service delivery across the freeway system. Our methodology is designed for efficiency, flexibility, and optimized resource utilization.

Strategic Route Segmentation and Scheduling Frequency Our scheduling begins with a detailed mapping of the freeway system, segmenting it into manageable daily routing plans. These segments encompass:

· Mainline Debris Collection and Sweeping

· Stack / Transition Ramp Debris Collection and Sweeping

· On/Off Ramp Debris Collection and Sweeping, including:

· Pass-Through Sweeping

· Pork Chop Sweeping

· Crossovers / Bridge Deck Sweeping Frequency assignments for these segments are as follows:

· Weekly Service: Mainline and Stack segments are serviced weekly to maintain high cleanliness standards in high-traffic areas.

· Bi-Weekly Service: Ramp segments are scheduled for bi-weekly completion.

· Quad-Weekly (Monthly) Service: Specific pass-through/pork chop portions of the ramps are addressed every fourth week, ensuring thorough, periodic cleaning.

Secondary routes are strategically scheduled two days prior to their corresponding primary routes. This proactive scheduling ensures continuous maintenance in areas requiring consistent attention, preventing accumulation of debris.

Optimized Daily Operations and Monthly Deep Cleans Our schedule is engineered to ensure a consistent workload across shifts, fostering efficiency and predictability for our fleet and personnel.

· Consistent Daily Workload: Each evening's work consists of a similar volume of miles. An average shift covers approximately 400 miles (combining primary and secondary routes).

· Monthly Special Routes: Monthly mainline and ramp primary routes, along with crossover/bridge deck sweeping (coinciding with relevant ramp services), are primarily accomplished on Sunday evenings or whenever operational capacity allows during the month. This strategy allows for comprehensive primary, secondary, and monthly services to be completed without compromising daily operational consistency.

Transparent Reporting and Flexibility We provide comprehensive documentation that illustrates our routing and scheduling in both visual and numeric formats, ensuring transparency and accountability:

· Illustrative Route Maps: Detailed maps with daily schedules for Primary Maintenance, Secondary Maintenance, Stack Ramp Maintenance, and Monthly Maintenance Routes.

· Specialized Procedure Documentation: An "Alternating Pass-Through / Porkchop Ramp Sweeping Procedure" clearly outlines specific operational methodologies.

· Detailed Schedule Summaries: We provide daily schedule summary paperwork for a two-week cycle, noting route types (LD = Large Debris Collection Route, SA = Sweeper with Attenuator Route, S = Ramp Sweeper Route), along with monthly route summary paperwork.

· Example Daily Workflows: An example of a single day's paperwork is provided, including a summary page and individual worksheets for team members to record time-stamped progress. This documentation is meticulously reviewed and submitted to ADOT after each evening's work. Daily sweeper and debris collection mileages are meticulously recorded and consolidated into a monthly invoice for ADOT's review and processing.

· Example Thursday Night Shift Routes Included: Loop 202 Red Mountain (Primary Mainline & Ramp), SR 143 & Loop 202 Spur (Primary Mainline), SR 51 (Primary Mainline), Transition Stacks (Primary Sweeping and Debris Collection for I-10/SR51/Loop 202 Red Mountain Stack and Loop 101 Pima-Price/Loop 202 Red Mountain Stack), I-10 Maricopa (Secondary Mainline), Loop 202 Santan (Secondary Mainline), and SR 51 & SR143 & Loop 202 Spur (Secondary Ramp Debris Collection).

· Dynamic Cost Basis Worksheet: An Excel version of our cost basis worksheet will be shared with ADOT, allowing for dynamic adjustments based on potential fluctuations in maintenance budgets, ensuring full financial transparency.

Our scheduling and routing methodologies are inherently flexible and adaptable to evolving service requirements throughout the contract duration. Reyes & Sons LLC is fully prepared to adjust the sweep schedule to accommodate special highly-attended events (e.g., concerts, evening ASU or Cardinals football games) or departmental budgetary changes. We are committed to collaborating with ADOT to optimize efficiency and satisfy all varying needs of the department.
