About this file
This is a Capacity Planning document for MGM Sweeping detailing operational requirements for Mechanical Street Sweeping Services contracted with the Arizona Department of Transportation (ADOT) for the Phoenix Metropolitan Area. The contract specifies a staffing structure consisting of 4 dedicated broom sweepers and 4 experienced sweeper drivers, with one designated lead driver, supplemented by backup personnel to cover absences and emergencies. Supporting services include a truck and dump trailer crew for large debris removal positioned ahead of sweepers on designated routes. All personnel and equipment will be properly marked with MGM Sweeping identification, unit numbers, and contact information, with drivers and laborers equipped with required personal protective equipment, steel-toed boots, and uniforms. The sweeping operation will utilize GPS-enabled equipment, ADOT-approved arrow boards and attenuators, hydrant wrenches, and adaptors for water access to support dust suppression activities. Daily operational procedures require the Lead Driver to coordinate with all personnel at the MGM Sweeping Yard before route deployment, review assigned routes and any modifications, and serve as the primary point of contact for addressing issues that arise during sweeping activities.
The capacity plan establishes infrastructure support including strategically placed meters and backflow devices on fire hydrants along sweeping routes to facilitate water access for dust control, and designation of a dedicated dump site for compliant daily disposal of collected debris. The MGM Dispatch Department will manage daily route distribution to the Lead Driver, who maintains responsibility for daily briefings and operational problem-solving in coordination with the MGM ADOT Supervisor. This operational framework ensures consistent service delivery, safety compliance, and efficient management of mechanical street sweeping activities across the Phoenix Metropolitan Area, with the structured hierarchy and resource allocation designed to maintain service continuity and address operational contingencies.
