About this file
This is a Questions and Answer Summary document for RFP #202510141, issued by the Maine Department of Transportation's Traffic Engineering Division-Traffic Monitoring Section, regarding a Traffic Count Software as a Service (SaaS) procurement. The RFP seeks a comprehensive cloud-based platform capable of managing approximately 5,000 to 7,000 annual portable Short Duration Counts, 130+ Continuous Count Sites, 22 Continuous Turning Movement Sites, and 16 Weigh in Motion sites, with potential future expansion to 12,000 portable counts. The platform must support full data collection, processing, quality control, scheduling, and reporting functionalities, including federal reporting requirements such as HPMS and TMAS submissions. The questions and answers address key evaluation and technical requirements, including clarification on cost proposal formatting for optional requirements and confirmation that batch exports on demand for count cards into custom Excel formats are permissible. The proposal submission deadline is December 3, 2025, at 11:59 p.m. local time via the Vendor Self Service system, with questions due by November 17, 2025. The contract anticipates one award with an initial performance period from January 10, 2026, through March 9, 2029, with potential extensions through two additional three-year renewal periods, extending through March 9, 2035.
The evaluation team will consist of subject matter experts identified by the Department, scoring proposals on a 100-point scale with 20 points allocated to organizational qualifications, 50 points to proposed services and technical assessment, and 30 points to cost proposals. The cost proposal scoring uses a mathematical formula where the lowest bid receives 30 points, with subsequent bids scored proportionately lower. The RFP includes 12 designated optional requirements in the evaluation worksheet, though the cost proposal worksheet does not distinguish pricing between mandatory and optional requirements. The incumbent service provider is Drakewell Inc. The contract is federally funded and requires compliance with Federal Funding Contract Rider D. The State processes payments on net 30 terms upon receipt of accurate invoices. The solution must support integration with multiple equipment types including Gridsmart, Miovision, Rekor, Currux, ECM HERA, ECM HESTIA, and Kistler Data Logger cameras and sensors. Implementation services must include system configuration, data conversion of current and up to ten years of historical traffic count data, training for departmental users and external consultants, and deployment support.

What positions and groups make up the members of the evaluation team?
(From RFP) PART V PROPOSAL EVALUATION AND SELECTION
| The evaluation team will include subject matter experts identified by the Department. |
| There are 12 designated Optional ("O") requirements in the "Appendix G: Proposed Services Requirements Worksheet" (Pages 6,17,19,24,27,30,35,37,38). The Cost Proposal Worksheet does not distinguish cost between Mandatory and Optional requirements for pricing. How will vendors who do not propose and price some or all the optional requirements be comparatively scored to a vendor proposal that proposes and prices all? |
Should proposal pricing provide (1) single pricing for all mandatory and optional as the worksheet is designed? Or (2) priced individually by optional requirement separate from mandatory requirements? Or (3) some other recommendation from the State?
| Please see the updated Cost Proposal Worksheet on VSS included with Amendment 1. | |
| Per requirement #8.15, please can you confirm the proposed solution must offer batch exports on demand of each Short Duration Count into all appropriate and exact format Count Card SDC templates provided in Appendix O (e.g. exporting 5,000-7,000 excel templates each year for the Department)? (Appendix G - p. 28) | Requirement #8.15 includes exporting count cards into each custom Excel file format. |
Batch exports on demand may be proposed.
