RFP Supplemental Files Summary
This is an RFP supplemental files package for the Maine Department of Transportation (MaineDOT), Traffic Engineering Division-Traffic Monitoring Section, seeking a Traffic Count Software as a Service (SaaS) solution (RFP #202510141). The procurement targets a cloud-based platform to manage approximately 5,000-7,000 annual portable Short Duration Counts, 130+ Continuous Count Sites, 22 Continuous Turning Movement Sites, and 16 Weigh in Motion sites, with potential future expansion to 12,000 portable counts. The solution must support full data collection, processing, quality control, scheduling, and reporting functionalities, including federal reporting requirements such as HPMS and TMAS submissions, and must integrate with multiple equipment types including Gridsmart, Miovision, Rekor, Currux, ECM HERA, ECM HESTIA, and Kistler Data Logger cameras and sensors. The deadline for submitting questions is November 17, 2025, at 11:59 p.m. local time, with proposal submissions due December 3, 2025, at 11:59 p.m. via the Vendor Self Service system. The initial contract performance period runs from January 10, 2026, through March 9, 2029, with potential extensions through two additional three-year renewal periods, extending contract eligibility through March 9, 2035.
Proposals will be evaluated on a 100-point scale, with 20 points for organizational qualifications, 50 points for proposed services and technical assessment, and 30 points for cost proposals, with the lowest bid receiving 30 cost points and subsequent bids scored proportionately lower. The current service provider is Drakewell Inc., and one award is anticipated. The contract will be federally funded, requiring compliance with Federal Funding Contract Rider D. The successful vendor must provide comprehensive implementation services, including system configuration, data conversion of current and up to ten years of historical traffic count data, training for departmental users and external consultants, and deployment support. The State will process payments on net 30 terms upon receipt of accurate invoices. No specific small business or disadvantaged enterprise set-asides are mentioned, and the Department reserves the right to conduct vendor demonstrations and may negotiate with the highest-ranked bidder.
