About this file
This is a Permanent Count Sites Map document associated with Maine Department of Transportation's Traffic Count Software as a Service (SaaS) procurement. The map identifies the locations of continuous count sites and related traffic monitoring infrastructure throughout Maine that will be managed by the successful vendor. The RFP (Request for Proposal #202510141) seeks a comprehensive cloud-based platform to manage approximately 5,000-7,000 annual portable Short Duration Counts, 130+ Continuous Count Sites, 22 Continuous Turning Movement Sites, and 16 Weigh in Motion sites, with potential expansion to 12,000 portable counts. The solution must support full data collection, processing, quality control, scheduling, and reporting functionalities, including federal reporting requirements. Questions regarding the procurement must be submitted by November 17, 2025, at 11:59 p.m. local time, with proposals due December 3, 2025, at 11:59 p.m. via the Vendor Self Service system. One award is anticipated with an initial performance period from January 10, 2026, through March 9, 2029, with potential extensions through two additional three-year renewal periods, potentially extending the contract to March 9, 2035.
The solution must integrate with multiple equipment types including Gridsmart, Miovision, Rekor, Currux, ECM HERA, ECM HESTIA, and Kistler Data Logger cameras and sensors. The current service provider is Drakewell Inc. The successful vendor must provide comprehensive implementation services, including system configuration, data conversion of current and up to ten years of historical traffic count data, training for departmental users and external consultants, and deployment support. Proposals will be evaluated on a 100-point scale, with 20 points for organizational qualifications, 50 points for proposed services and technical assessment, and 30 points for cost proposals. The cost proposal will be scored using a mathematical formula where the lowest bid receives 30 points, with subsequent bids scored proportionately lower. The contract is federally funded, requiring compliance with Federal Funding Contract Rider D. The State will process payments on net 30 terms upon receipt of accurate invoices.
