About this file
Cost Proposal Worksheet Summary
This is a Cost Proposal Worksheet for RFP# 202510141 issued by the Maine Department of Transportation (MaineDOT) for a Traffic Count Software as a Service (SaaS) solution. The worksheet is designed to capture all costs associated with mandatory and optional service requirements over a nine-year period, consisting of an initial three-year performance period (Years 1-3) and up to two additional three-year renewal periods (Years 4-9). Bidders must complete sections one through five of the worksheet, itemizing fixed annual costs such as SaaS licensing fees, other fixed costs including one-time implementation fees, and time-and-material rates for potential scope changes. The proposal submission deadline is December 3, 2025, at 11:59 p.m. local time via the Vendor Self Service system, with questions due by November 17, 2025.
The cost proposal forms the basis for scoring using a mathematical formula where the lowest bid receives the maximum 30 cost points, with subsequent bids scored proportionally lower. Bidders must provide comprehensive pricing for all mandatory requirements across all contract periods without including optional costs in sections one and two, while optional requirements are listed separately for bidder consideration. The worksheet reserves the Department's right to interpret non-priced items such as "TBD" or "not available" as offered at no cost ($0) for scoring and contracting purposes. The State processes payments on net 30 terms upon receipt of accurate invoices, and the contract is federally funded, requiring compliance with Federal Funding Contract Rider D. Mathematical errors in proposals may be subject to Department interpretation and negotiation.
