About this file
This is a solicitation amendment issued by the State of Maine Department of Transportation, Traffic Engineering Division-Traffic Monitoring Section, for RFP #202510141 regarding a Traffic Count Software as a Service (SaaS) solution. Amendment #2, issued December 1, 2025, extends the proposal submission deadline from December 4, 2025, to December 8, 2025, at 4:00 p.m. local time, with submissions required through the Vendor Self Service System. The amendment also clarifies that Requirement 2.1.b in the Proposed Services Requirements Worksheet (Appendix G) is a duplicate cross-reference to Requirement 1.8 and requires no separate response. The underlying RFP seeks a cloud-based platform to manage approximately 5,000-7,000 annual portable Short Duration Counts, 130+ Continuous Count Sites, and additional specialized counting locations, with potential expansion to 12,000 portable counts. The solution must support full data collection, processing, quality control, scheduling, and reporting functionalities, including federal reporting requirements. The initial performance period runs from January 10, 2026, through March 9, 2029, with potential extensions through two additional three-year renewal periods extending to March 9, 2035.
Proposals are evaluated on a 100-point scale, with cost scored using a mathematical formula where the lowest bid receives 30 points and subsequent bids scored proportionately lower. The contract is federally funded and requires compliance with Federal Funding Contract Rider D. The successful vendor must provide comprehensive implementation services, including system configuration, data conversion of current and up to ten years of historical traffic count data, training for departmental users and external consultants, and deployment support. The system must integrate with multiple equipment types including Gridsmart, Miovision, Rekor, Currux, ECM HERA, ECM HESTIA, and Kistler Data Logger cameras and sensors. The current service provider is Drakewell Inc., and the State reserves the right to conduct vendor demonstrations and may negotiate with the highest-ranked bidder. Payment terms are net 30 upon receipt of accurate invoices, and no small business or disadvantaged enterprise set-asides are specified in the amendment.
