About this file
This document is a Federal Acquisition Regulation (FAR) provision (52.204-24) regarding representations about telecommunications and video surveillance services or equipment. The provision implements Section 889 of the John S. McCain National Defense Authorization Act, which prohibits federal agencies from procuring or using certain telecommunications equipment or services from specific vendors.
The provision requires offerors to disclose whether they will provide or use covered telecommunications equipment or services, with detailed reporting requirements if they respond affirmatively. Specifically, offerors must review the System for Award Management (SAM) exclusion list and provide comprehensive information about any covered equipment or services, including the producing entity, equipment details, unique identifiers, and an explanation of the proposed use. The provision aims to prevent federal contracts from involving telecommunications equipment from vendors deemed to pose national security risks.
