About this opportunity
The Department of Veterans Affairs seeks lease proposals for 28,704 to 30,215 rentable square feet (not to exceed 33,992 RSF) of contiguous medical space in Olympia, Washington for a Community Based Outpatient Clinic, with proposals due December 1 at 5:00 PM Pacific Time. The procurement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) sole source.
Place of performance is Olympia, Washington. The lease term is 20 years with 15 years firm and Government termination rights after the firm term upon 90 days' written notice. Space must be located on no more than two floors; if above ground level, ADA-compliant passenger elevators are required. The facility requires 150 surface or outside parking spaces reserved exclusively for Government use, on-site bicycle parking, and appropriate zoning for a healthcare facility. Sublesseholds and structured parking are not permissible. The neighborhood must reflect orderly, clean development suitable for a professional medical image with safe, well-maintained access and pedestrian amenities within reasonable proximity.
The tenant improvement allowance is $7,100,000. The lease is fully serviced, including shell, operating costs, utilities, and janitorial services. Liquidated damages are set at $1,668.82 per calendar day for delays beyond the scheduled delivery date. Tenant improvements must be completed within 12 months following notice to proceed. A Design Intent Drawing workshop is required within 20 working days of award.
Design and operations must comply with VA-specific standards including the Facility Security Level II requirements (blast-resistant windows with 7-mil retention film, HVAC controls with one-step shutoff, electronic access control, Video Surveillance System with 15 frames-per-second recording and 90-day storage, and Intrusion Detection System coverage on perimeter doors and ground-floor windows). Seismic design and retrofit compliance are mandatory per VA Handbook H-18-8 and ASCE 41-13; Olympia is classified in a moderate seismicity zone requiring evaluation and retrofit of existing buildings or compliance with 2015 International Building Code for new construction. Fire Protection and Life Safety must comply with NFPA codes and include automatic sprinkler systems, emergency voice/alarm communication, and 24/7 HVAC for designated server and medical rooms. Energy Star certification or equivalent is required; facilities of 10,000 RSF and above must achieve LEED Silver or Green Globes Two Globes certification within 12 months of occupancy.
The facility must accommodate an eight-exam-room ambulatory care clinic supporting Patient Aligned Care Team (PACT) operations with specific room programs including two women's health exam rooms, bariatric procedure room, mental health consultation rooms, tele-health capability, laboratory, imaging services, and administrative offices. All exam rooms require quad-receptacle outlets, network ports, and sinks. Telecommunications infrastructure must include redundant cabling pathways with Category 6A copper and OM4 fiber optic backbone cabling, 100 percent cable testing prior to cutover, Main Computer Room or Telecommunications Room, and separate VA and guest Wi-Fi networks. Janitorial services must be provided daily with EPA-registered disinfectants and hospital-grade germicides, allowing no more than five valid defects monthly with two-hour reperformance for identified deficiencies.
Prevailing wage requirements under the Davis-Bacon Act apply; Thurston County wage determinations establish hourly rates ranging from $35.83 to $75.37 with fringe benefits of $0.00 to $34.52 per hour, effective through August 31, 2025. Mandatory paid sick leave of 1 hour per 30 hours worked applies under Executive Order 13706, with a $13.65 per hour minimum wage floor through December 31, 2026.
Award will be made using a best value tradeoff process with technical factors weighted as more important than price. Technical evaluation factors in descending order of importance are Technical Quality (architectural concept, building design, site characteristics), Offeror's Qualifications and Past Performance, Location, Operations and Maintenance Plan, and Delivery Schedule. NAICS code 531120 applies; small business size standards are available at SBA.gov. Offerors must complete GSA Forms 1364 and 1217, seismic compliance forms (RP 8 evaluation or new construction certification), fire protection and life safety evaluations, past performance questionnaires, architect-engineer qualifications (SF 330), design team and general contractor qualifications, project management plans, and operations and maintenance plans. A Request for Lease Proposals document containing sensitive information not posted on SAM.gov requires separate access request through the Lease Contracting Officer's designee.
