About this opportunity

GSA Public Buildings Service Central Office is soliciting lease proposals under RLP 2KS0140 for 5,239 to 5,500 ABOA square feet of contiguous office space on a single floor in Topeka, Kansas, with no set-aside used. Initial offers were due October 5, 2026, at 4:00 PM Central Time, which precedes Amendment #1, posted October 26, 2026. Amendment #1 revises Paragraph 1.04 to require space that is contiguous on a single floor, accessible 24/7/365, and capable of supporting a high-density file system. It also requires parking that accommodates maneuverable truck and trailer movement, with parking for vehicles up to 10 feet wide by 40 feet long by 14 feet high, subject to Lease Contracting Officer (LCO) approval. Offerors must acknowledge the amendment by signature and date.

The lease term is 15 years: a 5-year firm term, Government termination after the firm term on 90 days' notice, and one 5-year option. Estimated occupancy is August 31, 2028. The space must be within Topeka city limits, outside high-crime areas as determined by local law enforcement, and outside the 1-percent-annual-chance floodplain. Ten reserved, secured, and lit parking spaces are required as part of rental consideration. Agency-specific requirements reference a USDA tenant, with 10 Government vehicle spaces and 15 employee and customer spaces, a hardened customer service counter, and intrusion detection. Facility Security Level I requirements must be priced into building shell costs. The building must meet ENERGY STAR certification requirements or demonstrate a statutory exception. Offerors must also provide GSA Form 12000-2 fire protection documentation, scaled CAD floorplans, and evidence of SAM registration, and must complete the FAR 52.204-24 Section 889 representation.

Pricing is a fully serviced gross rate per ABOA and RSF itemized by shell rental, tenant improvement amortization at a $51.88 per ABOA square foot allowance, building-specific amortized capital, operating costs, and parking. Operating costs carry 2.5 percent annual CPI adjustments. The Government will evaluate offers by present value at 5 percent annually and award to the lowest-priced, technically acceptable offer from a responsible offeror. Cushman & Wakefield U.S., Inc. is GSA's contract broker, and its commission credit reduces rent. Offers are submitted through the RSAP platform at leasing.gsa.gov. Point of contact is Gayle Dunning, Lease Contracting Officer, with Bruce Keyes, Sr. Transaction Manager, as the secondary contact.
