About this file
This document is a Pricing/Product Inquiry (PPI) response sheet for a Navy solicitation (N4008525R0072) for installing a backup generator and automatic transfer switch (ATS) at NMCI Room, Building 127, Dam Neck Annex. The PPI contains 13 technical clarification questions and corresponding government responses covering details such as condenser water pipe insulation, server room door lock function, generator installation requirements, electrical panel replacement, load bank testing, commissioning, fire-rated walls, CRAC unit control parameters, and utility surveying. Key technical requirements include providing new materials for the generator installation, conducting a load bank test, performing specific testing and performance verification, using one-hour rated masonry corridor walls, maintaining a CRAC unit relative humidity between 40-50%, and locating existing site utilities prior to construction work. The document is dated 12 August 2025, with responses addressing specific technical implementation details for the project.

Page Section Para. Dwg #
1 08/12/25 Part 3
Does the condenser water supply/return piping require pipe insulation?
Yes, provide insulation for the condenser water system, including but not limited to, piping, equipment and accessories provided by this project. Provide insulation as specified in UFGS 23 07 00 THERMAL
INSULATION FOR MECHANICAL
SYSTEMS including TABLE 1 and TABLE 2 which specifies the insulation requirements and allowable insulation types for condenser water piping. Edit UFGS 23 07 00 paragraph
3.2.2 to require the insulating of the provided condenser water piping system.
2 08/12/25
Part 3 C1020
The RFP requires a passage lock be provided for the new double doors to the Server Rm. This lock function does not lock.
Please confirm the specified function is correct.
Yes. Passage lock is correct. No locking required for this door.
3 08/12/25
The site of the new generator location contains an existing electrical disconnect with 2ea 2.5 inch conduits serving it. Can the disconnect equipment be demolished and disposed and the existing conduits be utilized as a pathway for the conductors to the generator if they are properly sized?
No. The entire installation requires new materials and equipment.
4 08/12/25 Part 3 D5010
The RFP requires a new panelboard to replace LC-2 and its circuits relocated to the new panelboard. Is LC-2 to be demolished, completely removed, and disposed or is it to remain in place for future use?
The existing LC-2 is to be demolished after all circuits have been migrated to the new
LC-2.
5 08/12/25 Is a load bank test required upon completion of the generator and ATS equipment installation?
Yes.
6 08/12/25
Is commissioning required for the HVAC portion of the work?
Whole building commission is not specified in Part 3 of this RFP, but specific testing, acceptance testing and performance verification testing (PVT) as required by the applicable UFC and UFGS is required.
7 08/12/25 Are the corridor walls of corridor 1-CR5 a fire rated partition? If so, what is the fire rating of the assembly?
Corridor walls are masonry. One hour rated.
8 08/12/25 Part 3 D30
Part D30 states the psychrometric conditions for the indoor unit. Confirm that for the CRAC unit sequence of operation, the indoor relative humidity setpoint can be a range (40- 50%) to prevent the SCR reheat coil from short cycling.
The CRAC relative humidity design condition per the RFP is 44%. The CRAC controls may allow a space humidity swing between 40 and 50% relative humidity for CRAC unit operation optimization.
9 08/12/25
UFC 3-540-01 2-1.3 requires this type of system to comply with NEC 70, Article 701.
UFC NEC 70, 701.32 requires selective coordination with all supply-side OCPDs.
This most likely will not be possible with the existing fuses and circuit breakers on the supply side of the new generator and ATS.
Please confirm that the contractor is not responsible for selective coordination of existing OCPDs.
Comply with UFC 3-540-01.
10 08/12/25 Are CAD files available for the existing site/floor plan?
CAD files are not available.
11 08/12/25 3 Part 3 3.2
Part 3, 3.2 requires: 1) “The Design-Build Contractor is also required to have all site utilities, both above and below ground, located vertically and horizontally prior to beginning work.” 2) “A detailed topographic and utility survey for the project area” 3) “Physically verify the location of all existing utilities and obtain all additional survey data required to provide quality final existing site plans.” The same paragraph also states:
“The design and relocation of any utility shall be included in the base bid. Existing utilities located within project include but are not limited to sanitary sewer, water, electrical, gas, storm drainage, telecommunications, etc.” Please provide a plan or other information indicating the extent of utilities that will need to be relocated.
The Government expects the Contractor to locate existing utilities in order for the DOR to avoid them in the design.
12 08/12/25 11 Part 3 D5010
Part 3, D5010 requires transfer switch with maintenance bypass/isolation. A bypass/isolation type switch could be 80” tall, 36” wide and 30” deep. Please confirm whether or not bypass/isolation is required for the ATS.
Bypass/isolation is required.
