About this opportunity
The Department of Veterans Affairs Office of Construction and Facilities Management seeks to lease 168,332 ANSI/BOMA square feet for a Health Care Clinic in Macon, Georgia under RLP 36C10F26R0088, with proposals due February 2, 2027 at 5:00 PM ET. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, and the Government will award to a responsible SDVOSB offeror. Pre-bid registration closes November 13, 2026 at 5:00 PM EDT, and the virtual pre-bid conference is November 17, 2026 at 10:00 AM ET via Microsoft Teams.
Place of performance is Macon, Georgia, within a delineated area of consideration bounded by Zebulon Road, Hartley Bridge Road, Martin Luther King Jr. Boulevard, and Lizella Road. The Government seeks 140,277 to 161,319 ABOA square feet of contiguous space, with a maximum of 189,374 rentable square feet. Space must be ready for occupancy within 32 months of lease award, and the facility must provide 701 or fewer reserved, secured, and lit parking spaces. Offerors price a 15-year firm term (Alternative A) or a 20-year firm term (Alternative B), and the Government may award under either. New construction requires Two Green Globes certification within 12 months of occupancy, a Phase I ESA, Section 106 compliance, site control for the full term including renewal options, and conditional funding commitments from two financial institutions.
Economics include a maximum authorized rental of $6.471 million annually for unserviced shell space and a $67.038 million tenant improvement allowance for complete build-out. The Lessor pays the VA broker commission, and the lease acquisition fee is capped at $1.5 million.
Evaluation uses best value tradeoff across six factors: Location; Technical Quality; Delivery Schedule; Offeror's Qualifications and Past Performance; Design Team and General Contractor Qualifications; and Socio-Economic Status (SDVOSB/VOSB certification). The NAICS code is 531120 (Lessors of Nonresidential Buildings), and the PSC is X1DB. Cynthia White, Lease Contracting Officer, is the contracting point of contact at cynthia.white6@va.gov. Samantha Barr and James Cassidy, DHC Real Estate Services, are the broker contacts for registration.
