About this file
This is a Notice of Withdrawal of Conditional Award issued by the Maine Department of Transportation on March 5, 2026, addressing RFP #202510141 for Traffic Count Software as a Service (SaaS). The Department has decided to withdraw the conditional awards previously made to two vendors: Duncan Jamieson of Drakewell (located at 800 North State Street, Suite 304, Dover, Delaware) and Ben Chen of MS2 Soft (located at 5200 South State Road, Suite 100, Ann Arbor, Michigan). The Department intends to reissue the RFP in the near future. The original RFP sought a comprehensive cloud-based SaaS solution to manage approximately 5,000-7,000 annual portable Short Duration Counts, 130+ Continuous Count Sites, 22 Continuous Turning Movement Sites, and 16 Weigh in Motion sites, with potential expansion to 12,000 portable counts. The original contract was scheduled to commence January 10, 2026, with an initial performance period through March 9, 2029, and potential extensions through two additional three-year renewal periods extending to March 9, 2035.
The original procurement included evaluation criteria weighted at 100 points, with 20 points for organizational qualifications, 50 points for proposed services and technical assessment, and 30 points for cost proposals. The solution required integration with multiple equipment types including Gridsmart, Miovision, Rekor, Currux, ECM HERA, ECM HESTIA, and Kistler Data Logger cameras and sensors. The contract was federally funded, requiring compliance with Federal Funding Contract Rider D. Implementation services included system configuration, data conversion of current and up to ten years of historical traffic count data, training for departmental users and external consultants, and deployment support. The cost proposal would have been scored using a mathematical formula with the lowest bid receiving 30 points. Payments were to be processed on net 30 terms upon receipt of accurate invoices.
