About this file
This is Standard Form 30 (SF 30), Amendment 0010 to solicitation N6264926R0013, issued by the Naval Supply Fleet Logistics Center Yokosuka on August 5, 2026. The amendment reopens the solicitation for thirty calendar days with a new response deadline of September 3, 2026 at 10:00 AM Japan Standard Time, extended from the original deadline of July 28, 2026.
The amendment provides clarification on contract scope and technical requirements for shipyard work. Offerors must bid only on work to be accomplished at their facility, with transportation of the craft to and from the facility to be covered separately by the government. The Period of Performance is open and can be proposed based on contractor resources. The amendment addresses Mechanically Attached Fittings (MAF) criteria, which are governed by NSI 009-095 and must be compliant with referenced standards. Current work specifications invoke NSI 009-012 (Weld, Fabricate, and Inspect), but contractors may submit a Condition Found Report post-award requesting implementation of NSI 009-095, subject to SUPERVISOR approval. Any MAF procedure must meet NSI 009-095 paragraph 3.2.1 and MIL-STD 777 requirements and be submitted to the SUPERVISOR for approval a minimum of seven days prior to first installation. The amendment also includes a question-and-answer section confirming that Mechanically Attached Fittings, including Lokring fittings or equivalent mechanical coupling methods, are acceptable alternatives to welding if compliant with NSI 009-95 and clearly detailed in the technical proposal.

SUMMARY OF CHANGES
Block 14 (Description of Amendment/Modification): The purpose of this amendment is to:
Reopen the solicitation for thirty (30) calendar days with a close date and time of 03-Sep-2026 10:00 AM JST.
To also provide further clarification:
1. Please bid on the work only to be accomplished at your facility. Transportation of the craft to and from your facility will be covered separately by the government.
2. POP for the work is open and can be proposed by KTR based on their available resources.
3. The criteria for contractor utilization of Mechanically Attached Fittings (MAF) are governed by NSI 009-095 (a Category II NSI), which must be referenced within the work specification. To facilitate timely contract solicitations and preserve the ship's availability schedule, current work specifications are written to invoke only NSI 009-012 (Weld, Fabricate, and Inspect; accomplish). Post-award, the contractor may submit a Condition Found Report (CFR) requesting to implement NSI 009-095, subject to approval by the SUPERVISOR. Following CFR approval, the contractor must submit a written MAF procedure that meets the criteria of NSI 009-095 (paragraph 3.2.1) and MIL-STD 777 (Schedule of Piping Systems, Valves, Fittings, and Associated Piping Components for Naval Surface Ships). This procedure must be submitted to the SUPERVISOR for review and approval a minimum of 7 days prior to the start of the first installation. Utilizing the CFR process for this transition ensures administrative efficiency;
revising active, executable work specifications during the solicitation phase to cover every potential engineering permutation is inefficient and counterproductive to SRF-JRMC Detachment Sasebo's procurement timelines."
Q&A:
1. Since we do not possess the Welding Procedure Specification (WPS) for thicknesses under 0.1875 inches, we would like to propose an alternative mechanical joining method. Could you please clarify if the Government would accept the use of Lokring (lock ring) fittings or other equivalent mechanical coupling methods as an alternative to welding for this specific item.
A: The use of Mechanically Attached Fittings (MAFs) is a possibility for this requirement. Any proposed use of alternative mechanical coupling methods must be compliant with NAVSEA Standard Item (NSI) 009-95 (Mechanically Attached Fitting; install) and referenced standards. Offerors proposing this alternative must clearly detail their technical approach, including compliance with NSI 009-95 and the specific MAF process to be utilized--within their technical proposal for Government evaluation and subsequent Quality Assurance (QA) program review.
