About this file
This file is a Questions and Answers (Q&A) document for federal contract solicitation N6264926R0013 concerning YON 285 Outfit work. The document addresses 13 clarifying questions from potential contractors regarding facility access, technical specifications, work location requirements, and vessel handling procedures.
Key clarifications include: Akasaki is a Restricted Access Facility requiring visitor passes for the Defense Fuel Support Point (DFSP) only; non-floodable voids and fuel tanks must be painted per MIL-PRF-23236, TYPE VII CLASS 5; the YON-285 vessel weighs 248.4 Light Tons per drawing 8970286; no structural lifting points exist on the vessel, with contractors required to propose installation methods if desired; a ship check is needed to verify void space under the deckhouse; mooring bit pull testing is required; awning fabrication materials are Government-Furnished per specification 89MVA15004 A01 KOI 032; fuel piping removal is not required; contractors are responsible for disposal procedures per NSI standards; work may be performed on a marine railway, pier, or drydock (excluding Drydock #2); vessel leveling requirements vary by location—acceptable on marine railways within 10 degrees of inclination but must be level when using pier blocks or drydock; and work specifications are available via email and SAM.gov.

Solicitation: N6264926R0013
Title: YON 285 Outfit
Q&A:
1. Need Akasaki visitor pass procedures, vehicle passes and/or parking instructions?
A: Akasaki is a Restricted Access Facility. Visitor pass will have to be for the DFSP, main base does not cover. Security will not allow escorts even for us.
2. Paint clarification for changing tanks to void, unable to use 009-32 for guidance?
A: Non-floodable voids and fuel tanks are to be painted with MIL-PRF-23236, TYPE VII CLASS 5
3. Work SPEC access/missing?
A: Provided via email and SAM.gov
4. Need ref/DWG and actual unloaded (dry) tonnage of YON.
A: From DWG 8970286, YON-285 weighs 248.4 LT Light ship
5. Lifting pad-eye data.
A: Cannot locate a structural drawing that indicates YON-285 has lift points
6. Void under deckhouse?
A: The drawings we currently have don’t clearly indicate if there is a void or not underneath the deckhouse. Ship check is required
7. Mooring bit pull test requirement?
A: Pull test is required
8. Is Awning material/mod part of contract? GFM or CFM?
A: 89MVA15004 A01 KOI 032 lists the plate metal required to fabricate the fixed awning as mandatory GFM
9. Piping removal P1 or P2 – NSI or ABS requirements?
A: No removal requirements for fuel piping
10. Disposal procedures?
A: NSI dictates that is the contractor’s responsibility for disposal for work at their facility
11. C9 38MVA86301Note 4.3 states “If the contractor chooses to dry dock, it must exclude Dry dock #2.” Is this work required to be performed in dry dock only? Is it also possible to perform work on a marine railway (slipway) or on a pier?
A: Marine railway or pier is acceptable.
12. When performing the work, does the barge need to be kept completely level? Or is a slight inclination (within an incline angle of 10 degrees) acceptable?
A: If utilizing a Marine Railway the angle will be acceptable. If on blocks on a pier or drydock the list or trim outside of level is unacceptable.
13. Does the barge have integrated lifting points (pad eyes) for crane handling? If no lifting points are available, what is the required method for fabricating or installing them?
A: There are no lifting points. If you would like to install them, please provide a proposal for installation based on the craft’s weight and size.
