About this file
This is a Sources Sought letter from the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) dated September 11, 2026, conducting voluntary market research on locally available materials and welding capabilities in support of the U.S. Seventh Fleet area of responsibility.
SRF-JRMC seeks recommendations for two primary objectives: (1) identify viable locally available materials certified to Japanese Industrial Standards (JIS), Nippon Kaiji Kyokai (ClassNK), or other recognized certification authorities that may be incorporated into existing S-Groups (base materials) or A-Groups (filler materials) per reference S9074-AQ-GIB-010/248 Rev 1 to ease procurement for procedure and personnel qualification; and (2) assess the scope of existing industry partner welding-program capabilities that support compliance with paragraphs 4-2.2 and 5-2.4 of the referenced standard. For material recommendations, industry partners must provide the suggested grouping classification, a copy of the applicable JIS or other relevant material specification sheet, and an optional brief description of shipboard systems or structures where the material is currently used in Japanese maritime operations. Regarding welding capabilities, partners are requested to provide a list of existing welding procedure qualification records and reports with associated certifying authorities and materials, plus a list of existing written procedures, instructions, or documents addressing welder performance qualification, welding consumable control, and execution, oversight, and surveillance of production welding work. Submissions may be made to points of contact Mr. Hironobu Matsuura, Mr. Takuya Takahashi, or Mr. Marcus Choy. Participation is entirely voluntary and responses should reference Enclosure (1), a template for locally available material suggestions.
