About this file

This is an Additional Q&A document for RFP N6264926R0013 YON 285 Outfit, addressing clarifications on dry dock scheduling and specification requirements.

The document presents two suggested dry dock schedule options for the YON 285 outfit. Option 1 proposes single-vessel use from October 15 through December 20, 2026, with the December 20 undocking date firm and non-extendable. The government confirms this is feasible if the contractor (KTR) can complete required work by the deadline. Option 2 proposes double-docking with a Japan Maritime Self-Defense Force vessel from September 24, 2026 through January 22, 2027, with the January 22 undocking date non-extendable. This option is possible contingent upon: accessibility to work sites in the shared dry dock for SRF and contractors, no impact to YON work from secondary vessel schedule changes, contractor confidence in completing YON work within the period of performance, and sufficient dry dock space to safely execute work for both vessels.

The Q&A section addresses three specification inquiries regarding estimation specifications (89MVA86401_00_A01). Regarding office station and unit house quantities, the government clarifies that a 2-story building with three units in a stacked configuration is required—not three separate unit houses in addition to a 2-story station. For facilities on the second floor, the government confirms that power outlets and lighting equipment are required on both floors. For power outlet installation, the government explicitly states that using extension cords and power strips connected to existing prefab structure outlets is not recommended; proper installation of power outlets is required. The document notes that the Q&A period has closed and no additional questions will be answered.

RFP N6264926R0013 YON 285 Outfit

Additional Q&A

Suggested Scenarios for Requirement

1) Dry Dock Schedule

Option 1: Single-vessel use of the dry dock.

Period: October 15, 2026? December 20, 2026

Note: This is one month earlier than originally planned. The undocking date (December 20) cannot be extended.

A: This is possible if KTR is confident that they are able to complete required work by the December 20 undocking deadline.

Option 2: Double-docking with a Japan Maritime Self-Defense Force (JMSDF) vessel.

Period: September 24, 2026 ? January 22, 2027

Note: The undocking date (January 22) cannot be extended.

A: This is possible

-IF there is accessibility to work site in the shared dry dock for SRF and contractors

-IF there will be no impact to YON work if docking and undocking schedule of secondary ship changes

-IF KTR confident that work for YON can be completed in desired POP

-IF there will be enough space in dry dock to safely execute work for two ships

2) Questions Regarding Estimation Specifications (Ref: 89MVA86401_00_A01)

Inquiry 1: Quantity of Office Station and Unit Houses

Section 1.3.1 of the attached specification lists "One 2-story office station (2400 x 5400 x 5300H)", while sub-section 1.3.1.1 lists "Three unit houses (2400 x 5400 x 2650H)".

The wording suggests that 1.3.1.1 describes the breakdown of 1.3.1 (meaning the 2-story station should be assembled using these unit houses).

However, mathematically, three unit houses are insufficient to match the dimensions required for a 2-story structure (it would physically require six houses).

Could you clarify if the quantity "3" is a typo, or if three separate unit houses are required in addition to the 2-story office station?

A: We are requesting to have a 2 story building that has three units in a similar configuration as pictured below:

Inquiry 2: Facilities on the 2nd Floor

The attached drawing appears to show the equipment layout for the 1st floor only. Could you please confirm if power outlets and lighting equipment are unnecessary for the 2nd floor?

A: Power outlet and lighting equipment is needed

Inquiry 3: Installation Method for Power Outlets

A large number of power outlets are required. Is it acceptable to add these outlets by using a combination of extension cords and power strips connected to the existing outlets in the prefab structure?

A: Use of extensions and power cords to achieve minimum outlet requirements is not recommended.

PLEASE NOTE THE Q&A PERIOD HAS CLOSED FOR THIS REQUIREMENT. NO OTHER

Q&A’s WILL BE ANSWERED.
