About this file
This is a Department of the Navy official letter dated August 31, 2026, notifying Sasebo Heavy Industries Co., Ltd. (SSK) of the reinstatement of its thin wall socket welding program for U.S. Naval Vessels. The thin wall socket welding program pertains to sockets with pipe wall thickness less than 3/16 inch and had been previously suspended. The reinstatement extends to six contractor companies that delegate welding program management to SSK: Hosei Co., Ltd.; Yamaguchi Machinery Co., Ltd.; Ito Iron Works & Shipbuilding Co., Ltd.; Toyo Trust Tokki Co., Ltd.; Mitsubishi Heavy Industries Maritime Systems Co., Ltd.; and Shinko Co., Ltd.
SSK adequately addressed concerns regarding its welding program through documented corrective actions evaluated by the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC). The evaluation assessed SSK's ability to identify and correct nonconformities, independently audit previously approved welding procedures, evaluate risks associated with unqualified procedures, and communicate audit results to SRF-JRMC. The letter acknowledges that SSK's internal review identified sixteen additional welding procedures with nonconformances requiring adjudication, which SSK is actively addressing while prioritizing waterfront operations. SRF-JRMC's Detachment Sasebo Quality Assurance and Welding Engineering will continue oversight. The letter explicitly states that this reinstatement does not authorize any changes to existing government contract terms, conditions, delivery schedules, or pricing. Points of contact are Mr. Hironobu Matsuura and Mr. Marcus Choy.
