About this file

This is a Small Business Participation Commitment Document (SBPCD) template for RFP N62470-26-R-0012, a Naval Facilities Engineering Command solicitation for a Multiple Award Construction Contract (MACC) supporting new construction, renovation, alteration, and repair projects at Portsmouth Naval Shipyard (Kittery, ME) and Norfolk Naval Shipyard (Portsmouth, VA). The document is mandatory for all offerors—both large and small businesses—and serves as the sole evaluation instrument for Factor 5, Small Business Utilization and Participation.

All offerors must complete the SBPCD to declare their business size classification and, if applicable, socioeconomic status (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, SDVOSB). The document requires offerors to provide a subcontracting breakdown including total contract value, self-performed work value, and subcontracted work value. A minimum 20% small business participation requirement applies to the contract value, encompassing all small business categories and including self-performed work when the prime is a small business. Offerors must identify specific small business subcontractors with documented firm commitments (written teaming agreements, joint venture agreements, mentor-protégé agreements, or signed letters of commitment). If the 20% minimum is not met or if no subcontractors with firm commitments are identified, detailed explanations are required. Large business offerors not intending to subcontract must justify why subcontracting would be inefficient. All dollar amounts and percentages must be rounded to whole dollars and nearest tenth of a percent, respectively.

If subcontracting firm commitments are NOT in place, do not add the subcontractor to the table below. A SB commitment is a written agreement between a prime and small business to work together on this contract. This commitment in writing is considered the nature of commitment, which can include written teaming agreement, joint venture agreement, mentor-protégé agreement, written/signed letter of commitment from the small business, etc. This table can be expanded as needed.

5. Explanation/Rationale. If no subcontractors are identified in paragraph 4.b. above, provide detailed explanation for why subcontractors are not identified with firm commitments AND how your firm will be able to achieve the proposed small business participation.

6. If a LB offeror does not intend to subcontract, provide a detailed explanation why subcontracting would not result in efficient contract performance. SBs intending to 100% self- perform are not required to provide an explanation.
