About this file

This is a Pre-Proposal Inquiry (PPI) Questions and Answers document for a NAVFAC (Naval Facilities Engineering and Logistics Command) Multiple Award Construction Contract (MACC) solicitation covering seed project work at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine.

The solicitation seeks proposals for design-build and design-bid-build construction services on a MACC valued at approximately $4 billion total contract value, with a three-year base period and two one-year option periods. The seed project involves construction of a building with fireproofing, HVAC systems, insulation, piping, and coating work at PNSY. Proposals are due March 7, 2026 (corrected to a weekday via amendment), with Pre-Proposal Inquiry deadlines extended to February 6, 2026, and a mandatory site visit scheduled for February 5, 2026. Corporate experience requirements include completed projects within seven years for construction (or eight years for design) with minimum individual project costs of $50 million. Small business subcontracting targets are set at 40 percent of planned subcontract dollars, with a 20 percent small business participation requirement for total contract value. Evaluation factors include corporate experience, design experience, management approach, schedule, past performance, and small business participation. The Government will accept interim CPARS reports, does not require firm commitment letters from subcontractors, permits multiple Designers of Record, and clarified that contract documents are not Controlled Unclassified Information (CUI). Proposals must be submitted electronically via the PIEE Solicitation Module, with detailed technical specifications provided for construction activities, Tier 1 infrastructure protection requirements, and outage procedures affecting operations at the shipyard.

PPI Government Answer

01 Ref. Solicitation Document: Page 1 gives 548 days to complete where schedule section on Page 15 only gives 414 days. Page 9 of Attachment T shows 1080 calendar days. Please clarify the duration for the seed project at B60.

Refer to Amendment 0002 0004 and revised Attachment T

02 Ref. Solicitation Document: Page 9 stipulates 40% Small Business participation where Page 16 only requires 20%. Please clarify the Small Business participation percentage for the seed project at B60.

There is no discrepancy. 40% is a component of the NAVFAC command-wide target for small business subcontracting. These targets are based on a percentage of total planned subcontract dollars. The

20% in Factor 3 applies to the total contract value.

03 Factor 1, Corporate Experience, requires that projects submitted were completed within (7) years of the proposal due date.

Larger projects, particularly those with a final construction cost in excess of $50M and those involving complex waterfront work span several years (3-4) thereby making the 7-year window short for a contractor involved in this work to have applicable projects. We request that this window be extended to 15-years to capture recent and relevant Corporate Experience.

Propose in accordance with the Solicitation

04 Factor 1, Corporate Experience, requires that projects submitted are complete. We request that projects at least 75% complete be accepted.

Propose in accordance with the Solicitation

05 Factor 1B calls for the submission of design firm experience.

Please identify all design firms that NAVFAC deems ineligible to participate on the proposing contractors' teams, due to their direct contracting with NAVFAC.

The Government will not provide guidance in the development of proposals. Any concern of potential organizational conflicts of interest should be explained in offeror's proposals.

06 Ref. Solicitation Document Page 7 #3. Proposal Submission and

Pre-proposal Inquiries. Section ends with 'Contractors should ensure that…' Please finish this sentence.

Refer to Amendment 0002

07 Ref. Solicitation Document Page 7 #3. Proposal Submission and Pre-proposal Inquiries. PPI are due by January 30, 2026 however proposals are due almost 5 weeks later. Please extend the due date for PPI to February to give bidders reasonable time to submit questions.

Refer to Amendment 0002

Confirmed. The contract is not CUI.

10 Ref. 01 11 00.00 22 Par. 1.3.1 Indicates commencement of this contract is contingent on other ongoing projects. Please confirm what date the Government expects these contract(s) will be completing for material and labor pricing and schedule development for this proposal.

Delete second sentence under paragraph 1.3 Period performance starting with "The mobilization date..".

Replace paragraph 1.3.1 with the following: Contractor to mobilize no sooner than 45 calendar days after award and start construction activities no sooner than 90 calendar days after award. Pricing and schedule shall be developed accordingly.

11 Ref. 01 11 00.00 22 Par. 1.3.1 Describes a Post Award Meeting to review timelines and review proposed path forward. How does this meeting differ from the Preconstruction Meeting shown in 01 30 00.00 22?

Revise paragraph 1.3.1 as noted in response to PPI 10 (removes reference/requirement for Post Award Meeting). Also Delete "Post Award Kickoff (PAK)" from section 01 31

23.13 20 paragraph 1.6.8.

Provide Preconstruction Meeting as indicated in specifications.

18 Ref 01 14 00.00 22 Par 1.5.5.a Outage Requirements ...Any

Outage requests denied due to incomplete stakeholder alignment or information required to support the requested outages, will not be justification for a delay claim. The denial of an outage for alignment of stakeholders is not in the control of the contractor. Please confirm if the contractor submits the (9) items listed lower in the paragraph in advance of the outage it will satisfy the requirements for outages.

Confirmed. See revised specification section 01 14 00.00 22 for clarification. Text has been updated to reflect that if the required items contain "incomplete information" denial will not be justification for a delay claim.

19 Ref 01 14 00.00 22 Par 1.8.9 and 1.8.10 None of the contract documents have been labeled or designated CUI. These paragraphs limit the information to the Contractor's organization only but dissemination to subcontractors and vendors is necessary for this proposal. Please confirm the contract documents can be shared with other entities to support this proposal.

Refer to PPI 9 response - The contract is not CUI and documents can be distributed accordingly.

20 Factor 1, Corporate Experience, notes that projects submitted for the Offeror shall have been completed within the previous

(7) years of the proposal due date for this RFP. The RFP seems to indicate that projects of large scale may be contemplated. Large projects generally have durations of 4 – 8 years. As such, very few large projects would qualify with a only a 7 year reach-back period. For such large project solicitations, it is common for the Government to allow a reach-back period of 15 years. In order to show a company’s true capabilities, we request that the 7 year completion requirement be revised to 15 years.

Propose in accordance with the Solicitation

21 Factor 1 also requires projects be completed to qualify as relevant. Please consider allowing completed projects or projects that are at least 75% complete; or consider allowing projects in which the associated relevant portion of the work has been complete if the project is still ongoing.

22 The RFP is silent on whether or not any Design Firms would be prohibited in participating on a team due to a conflict of interest. If the Government foresees any Designers not being eligible for participation on a team in response to the RFP, please provide the names of those conflicted out.

The Government will not provide guidance in the development of proposals. Any concern of potential organizational conflicts of interest should be explained in offeror's proposals

23 Page 1 and page 30 of the RFP solicitation calls for a 548 day contract duration where Schedule section on page 15 calls for 414 days. Please clarify which duration applies to the overall contract period.

Refer to the changes included in Amendment 0004.

24 Factor 1 (1B) Design Experience instructs the offeror to use the "Construction & Design Experience Project Data Sheet (Attachment A)" for design experience. However, the Attachment A provided with the solicitation "Construction Experience Project Data Sheet" is only for construction projects, does not identify DES 1 to DES 5 at the top row, and does not include Block 8 that is usually reserved for design project information.

a) Please clarify and provide the relevant Construction & Design Experience Project Data Sheet (Attachment A) that is mandatory to be used for both the design and the construction projects.

Please refer to the revised Attachment A provided with Amendment 0004.

25 The page limitation for each construction project is defined as 4 pages, whereas the page limitation for each design project is defined as 2 pages. Please confirm the page limitation for each Construction Project and each Design Project presented in Factor 1.

Confirmed. The page limitations are as stated in the Solicitation.

26 RFP page 8 states "information is not required to be completed under Section 00 10 00 - Solicitation Contract Form in SF 1442."

a) Shall the offeror still include the Section 00 10 00 - Solicitation Contract Forms in the proposal, but enter "Not Applicable" in the cells for Unit Rate and Amount of the Base and Option periods?

b) Alternatively, shall the offeror only provide the completed Attachment T Price Schedule form in this section?

27 Item (vii) of the Price submission requirements identifies the Small Business Subcontracting Plan is required, but refers to details under the "ADDITIONAL INFORMATION TO BE SUBMITTED WITH PRICE PROPOSAL PACKAGE." Please confirm the Small Buisiness Subcotracting Plan shall be presented under "Additional Information for Responsibility Determination" and not under item (vii)

Confirmed.

28 Factor 1, RFP page 11, Para 5 states "Offerors proposing as a JV shall submit a signed JV agreement."

a) In which Factor and section shall the executed JV agreement be provided?

b) Please confirm the JV agreement is not page counted.

Offerors should submit the executed JV agreement with the non-price proposal. It will not count towards the page limitations.

29 Para 1 states "... Offeror is required to identify the design firm (Architect/Engineering firm) to be utilized as Designer of Record (DOR) on anticipated future projects. Provide the full name of the firm, address, Unique Entity Identifier (UEI), and

a) Factor 1

b) Factor 1

CAGE code. .... The Offeror must provide supporting documentation (such as a signed joint venture agreement, partnership agreement, teaming agreement, or letter of commitment on the proposed DOR's letterhead) demonstrating agreement by the proposed design finn to perform as DOR for the duration of this MACC."

a) In which Factor and section shall the offeror place the executed agreement or letter of commitment for its proposed

DOR?

b) In which Factor and section shall the DOR's name, address, UEI, and CAGE code be presented?

c) Please confirm the DOR agreement and the DOR company information are not page counted.

c) Confirmed.

30 The primary solicitation PDF and each Amendment 0001 and 0002 PDFs issued so far are of a secured nature such that they do not allow the offeror to find key words or to copy information, potentially impacting proposal compliance. Since the contract is not CUI, as clarified in Amendment 02, will the Government remove the security setting for any future amendment files?

Solicitation.

31 when the original sources sought attached to this solicitation was issued in June 2025 under N6247024R0057rev1 the qualifying $ amount for a single project was $20mil. Would the Government entertain lowering the new single project requirement of $50mil to $25mil to allow those whom showed interest in this MACC originally to qualify? Although there appears to be a strong SB % requirement it does appear that this solicitation is favoring large business due to this new threshold.

Propose in accordance with the Solicitation.

32 Will NAVFAC consider providing a design stipend at 1% of the estimated construction cost, to offset proposal development burdens and encourage robust industry competition. Currently the US Army Corps of Engineers, and the Baltimore District in particular, are offering a 1% design stipend for design build type solicitations.

33 Please provide solicitation documents with text searchable content for ease of solicitation review and proposal development.

34 Please confirm that two PDF documents should be submitted as part of this proposal and named accordingly as listed below:

1.) Price Proposal 2.) Non-Price Technical Proposal

35 Paragraph 2 is missing from section 5.

Please refer to the changes included in

36 Please clarify what specific data should be included for projects listed in the Price Proposal under "Other offeror's work presently under contract".

Offerors shall provide a list of ongoing projects, to include the final value, duration, and geographical location of each project.

37 Please consider allowing projects substantially completed at 90% or greater to be included in past performance experience submissions to provide the Government with the most recent project experience that is relevant to the solicitation.

38 Please identify what Factor or section an Offeror's JV agreement should be provided in the proposal.

An offeror’s JV agreement should be provided with the non-price proposal.

39 (1A) Construction Experience states Attachment A is limited to two (2) double-sided pages (or four (4) single-sided pages) (1B) Design Experience states Attachment A is limited to one

(1) double-sided pages (or two (2) single-sided pages)

The page limitations for Attachment A differ as listed above.

Please clarify the correct page limitations for Attachment A is two (2) double-sided pages (or four (4) single-sided pages) for Construction and Design experience.

40 Please clarify the TRC rate calculation should be Number of TCR Incidents x 200,000 / Total Number of Employee Labor Hours Worked. The division operation appears to have been left out of the calculation equation.

Confirmed. Please refer to the revisions included in Amendment 0004.

41 Please increase the Factor 3 Management Approach page limitations to 10 single-sided pages to allow offerors the capability to fully describe our understanding of the requirements and management approach.

Please refer to the revisions included in Amendment 0004.

42 Will NAVFAC consider allowing offerors to only submit a PDF of the P6 schedule and remove the requirement for the native .xer file?

Please refer to the revisions included in Amendment 0004.

43 "The solicitation states ""the Offeror may receive a deficiency if firm commitments with subcontractors are not provided...""

Please clarify if Offerors required to include a copy of the commitment letter within Factor 5 for each subcontractor company listed in the SBPCD in order to demonstrate firm commitments?"

Offerors are not required to provide copies of their firm written commitment documents for each of the small business subcontractors identified on Attachment E, Small Business Participation Commitment Document (SBPCD).

Please refer to the revised Attachment E provided with Amendment 0004.

44 Attachment A, Box 7 & 8

The instructions above Box 7 indicate that box 7 is to be completed for construction projects and box 8 is completed for design projects. Please clarify that Box 7 and 8 is required for both Construction and Design projects.

45 Attachment A, Project No. Box:

This section only provides boxes for Construction projects and does not provide a way to identify Design projects #1-#5.

46 Please identify the anticipated total contract value offerors should utilize in the Small Business Subcontracting Plan for the Base Period, Option Period 1 and Option Period 2.

The value of the base and option periods should reflect the associated percentage of the total contract value.

47 Please clarify that there is no Option Period 3 or Option Period 4 on this MACC which is listed on page 13 of Attachment E.

F provided with Amendment 0003.

48 On page 7 of the RFP, it states that "proposals are to be submitted via the PIEE Solicitation Module." We are not able to locate this solicitation on PIEE. Will the Government please provide the PIEE link to the solicitation?

The PIEE link is now available and will remain available for proposal submission within the PIEE Solicitation Module

49 "Factor 5 - Small Business Participation and Utilization under item 1 states, ""Each project submitted under Factor 1, Corporate Experience, shall be included on Attachment D."" Typically such subcontracting information is only requested for the Construction Experience portion of the factor (not Design) since the Construction Experience represents the Offeror responsible for the management of the subcontracting program.

Please confirm that Attachment D is only required for Construction Experience projects."

Please refer to the changes included in Amendment 0004 and to the revised Attachment D provided with Amendment 0004.

50 If an Offeror files VETS 4212 reports for multiple hiring regions, please confirm if all report confirmations should be included in the proposal, or only the report confirmation which corresponds to the region of the project.

51 On page 12 of the RFP, it states that Attachment A is required for response to Factor 1. Within Attachment A it states, "Complete Box 8 for Design Projects." Box 8 contains the detailed description of the project and the relevancy to the project requirements for both construction and design experience. Please clarify if there is a box missing.

52 Attachment D instructions at the top of page one states "supporting information for the evaluation of Factor 3". Factor 3 is Management Approach.

Please clarify that Att D supports the evaluation of Factor 6, Small Business Utilization and Participation.

Please see the revised Attachment D included in Amendment 0004.

Attachment D supports the evaluation of Factor 5, Small Business Utilization and Participation

53 The period of performance listed in the specifications is 608 calendar days. However the Amendment 2 solicitation, under Factor 4, states the POP is 548 calendar days. Please clarify.

54 Factor 3, Management Approach (ii) Basis of Evaluation states "An Offeror's narrative work plan that identifies risks for the seed project and provide potential mitigation solutions may be considered more favorably than those that do not."

Factor 3 instructions do not ask for Offeror's to provide a narrative work plan. Please clarify that this sentence applies to Factor 4, Schedule where risks and mitigations are discussed.

55 Page 1 of the Solicitation - Section 13 states "Sealed offers in original and 1 copies to perform the work required are due at the place specified in Item 8…....." Item 8 is currently left blank.

Please confirm that the Construction Experience and Design Experience have different recency requirements versus both being 7 or 8 years.

Confirmed. Propose in accordance with the Solicitaton.

71 Factor 1 Corporate Experience for Construction Experience reads that Construction Experience Project Data Sheets are not to exceed 4 single-sided pages, and the Design Experience Project Data Sheets are not to exceed 2 single-sided pages.

Please confirm that the Construction and Design Project Data Sheet page limits are different and remain 4 single-sided pages for construction and 2 single-sided pages for design.

Confirmed. Propose in accordance with the Solicitation.

72 Factor 4, Schedule requires submission of the native (.xer) files with the proposal. These cannot be submitted via PIEE. Please confirm that we are to email this file to the contracting officer.

73 Factor 5, Small Business Utilization reads to submit Attachment D for each project submitted under Factor 1. Please confirm that this is for only the projects submitted under Construction Experience only.

Please refer to the changes included in Amendment 0004 and to the revised Attachment D provided with Amendment 0004.

74 Factor 6, Past Performance reads that if no completed CPARS is available a PPQ is to be submitted. Please confirm that a "completed" CPARS can be an Interim CPARS if the project is completed and used for its final intended purpose but a final CPARS is not yet available.

Confirmed. Interim CPARS are acceptable if the final is not yet available

77 For Design Experience it reads "Projects submitted for the DOR shall have had design completed within the previous eight (8) years of the proposal due date for this RFP. Please confirm that for Design Experience, only Design needs to be fully complete, and that construction can still be in progress.

Confirmed. Regarding projects submitted for design experience, only design needs to be fully complete, and construction can still be in progress.

78 In the Solicitation under [00 70 00] both FAR 52.225-9 - Buy American-Construction Materials and 52.225-11 Buy American-Construction Materials under Trade Agreements are incorporated by Full Text, but these are alternate clauses. Please confirm FAR 52.225-11 applies to the SEED Project Contract.

FAR 52.225-11 is incorporated and applies to the Seed Project.

79 Would you consider lowering th mininun of 1 project final;

condtruction cost from $50,000,000 to $35,000,000 Our largest completed project to date had a final cost of $34,194,441 this was N4008520C0025, DBB BQ 488, NAVALSUBMARINE BASE, NEW LONDON, CT which was awarded to us in May 15, 2020 we feel counting for the high increase costs in construction this same project if bid today would have a cost of way over $50,000,000. This Building was 109,442 Gross SF this would be roughly $330 per SF

We are currently performing another Navy awarded in August 17, 2023 for $36,246,142 this building is only 78,000 gross sf or roughly $465 per SF these buildings are similar to each other.

This would be an increase in SF costs of $45 per sf for each of the 3 years between awards.

So if I was to follow the $45 increase per sf cost for 6 years it would be $270 or a total of $600 per sf so or 2020 project if bid today would be roughly $65,000,000

We ask you to consider this as we would not be eligible to bid on this program without some consideration, we are currently working at PNSY and have finished other projects on that base and believe we are well liked by that construction office

81 An organized site visit is projected to be scheduled for the seed project and "to be provided via amendment" per the solicitation.

Refer to Amendment 0003

Given the uncertainty of the site visit date and pending amendment, please consider extending the RFI closing period to be 3 business days following the date of the site visit to allow post site visit questions to be submitted.

82 Ref. Solicitation PPI Due Date: With the sitewalk scheduled for February 5, bidders and participating small businesses will need at least two weeks after the site visit to submit effective PPI.

Currently the due date is February 6. Please extend the due date for PPI to accommodate the questions generated from the site visit.

83 Ref. Solicitation Proposal Due Date: Due to the complexity of the seed project and the vastly differing corporate experience and past performance requirements, bidders must balance the complicated estimates with minor small business participation to date all with formulating the non-pricing factors. Also, there are important PPI still not answered that will change the pricing and schedule narrative. Please extend the proposal due date to April 7 to afford bidders the opportunity to gain more small business participation, assemble corporate experience and receive outstanding PPI responses to incorporate into the bid pricing.

84 Factor 3 Management Approach narrative is limited to only 4 pages. More space is warranted for the offeror to fully and effectively address the required four elements defined in item (i) and meet item (ii) basis of evaluation to demonstrate best value.

As a reference, NAVFAC Solicitation N4008525R2507 (DB/DBB MACC MCI East AOR) allocates ten pages to address just three of the four elements required in this RFP, which affords ample space to fulfill each item. Will the Government follow the same approach by increasing the page count for the Factor 3 narrative from four pages to ten pages, allowing the offeror to effectively feature its management approach for this solicitation?

85 (ii) Basis of Evaluation, para 2 states "An Offeror's narrative work plan that identifies risks for the seed project and provides potential mitigation solutions may be considered more favorably than those that do not." Should this statement be moved to the basis of evaluation for Factor 4, Schedule, where this topic applies? Please clarify.

86 Box 1. in Attachment A requests the offeror to provide its DUNS Number for each Experience. The DUNS Number is no longer used. Other parts of the proposal require the offeror's Unique Entity Identifier (UEI), including the Executed SF1442.

a) Will the Government replace "DUNS number" to "UEI" on Attachment A?

b) Shall the offeror enter the UEI instead of DUNS on Attachment A?

87 RFP page 16 of 63, item 2., 3rd para/bullet states "To demonstrate maximum practicable participation of small businesses, identify (in terms of dollar value and percentage of the total contract value) the offeror's proposed small business

a) Confirmed.

b) Propose in accordance with the participation."

a) Please confirm that all dollars values and percentages detailed in Attachment E SBPCD, including Item 3.a) and Table on page 2 are based on a Total contract value (TCV)(including options) of $4,000,000,000, which is the TCV of this solicitation.

b) If the Attachment E SBPCD is required to be completed for the Seed Project value, then the contractor will only be able to provide accurate values if the Attachment E if it is due several days after the proposal is submitted. This practice is consistent with a variety of NAVFAC MACC and SIOP solicitations, such as NAVFAC Northwest N4425525RF014, RM25-4869 Seismic Repair Dry Dock 4, B704 PSNS, WA. Will the Government revise the due date such that the Factor 5 Attachment E SBPCD may be submitted within three business days after the main proposal due date?

88 a) Please confirm that all dollars values and percentages detailed in Attachment F Individual Small Business Subcontracting Plan, including Item 1.a) [Page 4 and Page 13] are based on a Total contract value (TCV)(including options) of $4,000,000,000, which is the TCV of this solicitation.

b) RFP Section 00 10 00 table indicates the MACC consists of a Three-Year Base Period (CLIN 0001) and two one-year Option Periods (Option Line Item 0002 and 0003). Please confirm the first five columns on Page 13 of Attachment F should be revised to Base Period 1 - Base Period 3, Option Period 1 - Option Period 2.

a.) Confirmed.

b.) Please refer to the revised Attachment F included in Amendment 0004.

89 The deadline for submitting questions (6 February 2026) is only one day after the site visit. To provide offers to fully evaluate the site walk information for developing the technical solution and best value pricing, will the Government extend the deadline for pre-proposal inquiries to 20 February 2026, which leaves 14 days prior to the proposal due date?

90 Will offerors be required to propose on every MACC Task Order?

No. Please refer to the changes

91 Congress recognized the unique financial risks faced by contractors working in locations with aged infrastructure and many unknown and unforeseen challenges when it included Section 2816 in the recently passed National Defense Authorization Act for Fiscal Year 2026. This section authorizes the use of Cost-Plus-Incentive-Fee (CPIF) contracts for certain military construction projects at all four public shipyards. This update has the effect of expanding the number of contractors allowed by their shareholders to bid on SIOP military construction projects, increasing competition and benefiting the Navy.

Question: Would NAVFAC be amendable to including a CLIN allowing for CPIF contracts to be awarded under this MACC?

92 Attachment A - Construction & Design Experience Project Data Sheets provided with the solicitation only include check boxes for Construction projects 1-5. Can the Government provide a revised Attachment A form that includes corresponding check boxes for projects submitted for Factor 1B – Design Experience?

A included with Amendment 0004.

93 Page 13 of the solicitation states that five years of safety data must be submitted: 2020, 2021, 2022, 2023, 2024. Should 2025 data also be submitted?

94 Line Item 3A on the pricing schedule shows a Government Estimated price of $1,695,370. Please confirm this estimated price only accounts for procurement and installation of the new industrial equipment.

Confirmed.

95 Amendment 0002 extended the Pre-Proposal Inquiry (PPI) deadline to 06 February 2026. We respectfully request that the PPI deadline be extended to 15 business days prior to the submission date for a revised date of 13 February 2026 to ensure that both the prime and subcontracting community has sufficient time to submit technical PPI's related to the Seed Project.

96 Amendment 0003 included Site Walk Information instructing visitors needing passes to make an appointment at Pass & ID through the QLESS app. As many prime and subcontractors who plan to attend the Site Walk will not be local to Kittery and will be traveling in for the Site Walk and as there is extremely limited appointment availability on 4 February 2026 and the morning of 5 February 2026, please confirm there will be sufficient walk-in access to support the visitor pass needs of the Site Walk contractors the morning of 5 February 2026.

Offerors are responsible for compliance with the requirements detailed within Amendment 0003.
