About this file
This document is a specification file (Attachment H) for a production facility repair project at Portsmouth Naval Shipyard in Kittery, Maine. The specification covers a comprehensive renovation of Building 60, involving structural upgrades, life safety improvements, accessibility enhancements, and utility system upgrades. Key project elements include installing an elevator, adding a building-wide sprinkler and fire alarm system, conducting hazardous materials abatement, performing structural repairs, upgrading power distribution, repairing building envelope, renovating interior spaces, and completing utility upgrades.
The project has multiple optional work scopes beyond the base contract, including furniture and equipment installation (Option 1), industrial equipment installation (Option 2), radon fans (Option 3), electronic security systems (Option 4), additional window restoration (Option 5), annex repairs (Option 7), additional finishes (Option 8), electrical service infrastructure (Option 9), resinous flooring (Option 10), and communication service routing (Option 11). The total contract duration is estimated at 608 calendar days, with a potential mobilization date in late summer 2026. The project requires careful coordination with shipyard operations to ensure mission-critical elements remain fully operational and to preserve the building's historic character.

1.5 PROJECT SEQUENCING REQUIREMENTS
Provide Work Sequencing and Preparation Plan indicating how the work is to be accomplished and incorporating Government directives. The intent of this Plan is to show the Government that a complete understanding of the project requirements are understood including subcontractors. The Plan must be carefully prepared and must include every aspect of the project including an outage plan coordinated with the construction schedule that will be required to support the construction and how it is to be accomplished with an absolute minimum of disruption to Government operations. No work may begin on the project until this plan is reviewed and approved by the Contracting Officer. The following is the proposed sequencing for implementation of the project's construction:
a. Construction sequencing plans have been developed in coordination with the Government and are provided within the drawing set. Development of an independent construction phasing plan and construction schedule is the responsibility of the Contractor and must be prepared in coordination with the Contracting Officer and in accordance with Section 01 32 17.00 20 COST-LOADED NETWORK ANALYSIS SCHEDULES (NAS). The independent construction phasing plan and construction schedule must be prepared to avoid impacting production operations on the Portsmouth Naval Shipyard.
b. The Government requires and will provide escorts for the Contractor while working inside Building 59. Coordinate with the Contracting Officer to schedule escorts. All work within Building 59 require the presence of an escort. The project schedule developed in accordance with Section 01 32 17.00 20 COST-LOADED NETWORK ANALYSIS SCHEDULES (NAS) will be used to coordinate required escorts. Notify
