SOLICITATION OVERVIEW
The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluation factors.
The lowest price technically acceptable (LPTA) process is selected as appropriate for this acquisition. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors.
BASIS FOR AWARD
The Government reserves the right to:
Eliminate from consideration for award any or all offers at any time prior to award
Negotiate with Offerors in the competitive range
Award the contract to the Offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered
Offerors are advised that an award may be made without discussions or any contact concerning the proposals received.
Offerors shall not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of the proposals or conduct discussions.
The number of proposals to be evaluated for technical acceptability may be limited to the lowest priced offer at the discretion of the contracting officer. If the number of proposals to be evaluated is limited, the technical proposal shall be provided to the evaluator(s) without any identification of price. If the lowest priced proposal is not found to be technically acceptable then the next lowest price proposal shall be evaluated. If that proposal is also not found to be technically acceptable, then the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal.

EVALUATION FACTORS FOR AWARD
RFP PART A
SF1442 SECTION 00 22 16 EVALUATION FACTORS FOR AWARD:
Factor 1 – Experience Factor 2 – Past Performance Factor 3 – Technical Approach Factor 4 – Small Business Utilization Factor 5 – Safety Factor 6 – Price
Evaluation factors are divided into two categories:
Non-Price (Factors 1 through 5) and Price (Factor 6)
The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluation factors.
Proposals shall contain a response to each of the evaluation factors and shall be in the form prescribed in the solicitation.
FACTOR 1: Experience
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP.
BASIS OF EVALUATION
FACTOR 2: Past Performance
This evaluation considers how well the Offeror’s team performed on the relevant projects submitted under Factor 1, Experience, and may also consider past performance on other projects currently documented in known sources.
The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s team’s past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.
FACTOR 2: Past Performance (cont’d)
CPARS, interim CPARs and PPQs submitted with an overall rating of marginal or less must be accompanied with an explanation, refer to Note
(2) of this evaluation factor. Failure to provide the explanation will result in an unacceptable rating.
CPARS, interim CPARs and PPQs submitted with an overall rating of unsatisfactory are considered unacceptable.
FACTOR 3: Technical Approach
Composition and management of the proposed design-build (DB) team:
The Offeror’s approach will be used as a means to assess the Offeror’s understanding of the contract requirements; the organizational structure and teaming relationships demonstrating meaningful involvement in the performance of the contract by all proposed team members.
Technical Narrative: The Government will evaluate the technical narrative considering the extent to which the Offeror proposes realistic and executable solutions that demonstrate a clear understanding of the requirements of the project. The Government will evaluate the Offeror's technical capability and methodology to determine the likelihood the work will be performed in accordance with the technical requirements.
FACTOR 3: Technical Approach (cont’d)
Design and Construction Schedule: The Government will evaluate the design-build schedule based on the Offeror’s understanding of the project schedule constraints. Offerors will be evaluated upon their plan showing effective management of the project with associated material, labor, quality control, environmental, and other logistics challenges critical for timely completion. Offerors must demonstrate a realistic, comprehensive, efficient, and executable approach to successfully accomplish key project milestones within the project schedule constraints prescribed n the RFP.
FACTOR 4: Small Business Utilization
Offerors will be evaluated on the extent to which their proposals and other performance information available to the Government demonstrate a history of successfully supporting Government policies concerning utilization of small business concerns as subcontractors including, when applicable, achievements against established small business subcontracting plan goals.
Offerors will also be evaluated on the levels of small business participation proposed and the degree of commitment to use named sources.
The anticipated benefits of proposed initiatives and tools to enhance small business participation and capabilities will be considered. The Government will assess proposal realism and the likelihood of success in achieving the small business objectives of this acquisition.
FACTOR 5: Safety The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the Government as part of such collective evaluation. The board will evaluate the DART rates and TCR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.
The evaluation will collectively consider the following:
Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate Total Case Rate (TCR) Technical Approach to Safety Narrative Other sources of information available to the Government
Refer to RFP for complete details of the Basis of Evaluation for this factor.
FACTOR 6: Price
In accordance with FAR 52.217-5, Evaluation of Options Exercised, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate the offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
The price proposal will be evaluated in accordance with DFARS
252.236-7010 Overseas Military Construction – Preference for United States firms and FAR 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (DEVIATION 2020-O0008), if applicable.

Government Cost Estimate (IGCE).
