QUESTION (Q) 66: See questions below.
1. In drawing sheet C3, the existing underground transmission line is required to be concrete encased, please provide information as to size and depth of existing underground transmission line required to be concrete encased.
2. In drawing sheet C3, the existing “covers” requires to be adjusted to match access road elevation. Can the government provide information as to size, section and existing elevation of electrical manhole covers that needs to be adjusted to match access road elevation?
3. Please confirm that redesigning of the existing manhole is not required to meet traffic rating requirement.
A66: Deferred.
Q119: Reference to Bid Option #2 General Purpose Training Bay and Bid Option #3 Unheated Storage Building, if one or both options are not awarded, should the area (building footprint) be asphalt paved under the Basic bid? Otherwise please clarify.
A119: If the options are not exercised for one or both buildings, the area should just have asphalt paving similar in the design to the adjacent MEV parking.
Q120: Reference to Bid Option #2 General Purpose Training Bay and Bid Option #3 Unheated Storage Building, should we consider the underground utilities like power and water supporting these buildings be part of respective options?
A120: Any branch conduits coming off main power, water, and sewer lines that support these buildings in Bid Options would only be part of the associated bid option. Therefore, if the bid options for one or both buildings are not exercised, any branch conduits for the associated building would not be provided in the Base Bid."
Q127: The Project Program states that “to provide wall mosaic, painted mural, graphics and/or logo of activity in appropriate locations”. Please provide location.
A127: ESR E201001 Fixed Artwork states: "As required, provide wall mosaic…" is a placeholder for Final Design Phase. As noted in the CID Package Basis of Design, "Artwork requirements have not been determined at this time and will be coordinated with the end user to confirm direction during the Final Design Phase." DB Contractor to coordinate this effort with End user at the Final Design Phase.
Correction: Unit logo artwork is either located in the Unit’s HQ entrance wall or located in an interior wall facing the main entrance in existing Readiness Center facilities at Barrigada GUARNG complex.
However, final placement of the artwork will be determined during post-award design phase for this project.
Q130: Telecom plan shows that a new underground duct line with conduit & cables and spare conduits, please confirm if the scope of work will be connected to the existing telecom room inside the building
800. If yes, please provide as-built plans building 800.
A130: Yes, confirmed that the new telecom underground duct line will be connected to the existing telecom room inside Building 800. As-built plans for building 800 will be provided by the government and is to be provided in forthcoming amendment.
Correction: Due to the sensitivity of telecommunications information, telecommunications as-built drawings for B800 cannot be released to bidders. Bidders shall use information provided in RFP and are required to make reasonable assumptions for connecting telecommunication lines at existing B800 TeleCom Room. GUARNG will only provide the information to the successful bidder after contract award.
Q132: Based on the amount of pending RFI’s and the limited information in the drawings we are respectfully requesting a four-week extension of bid date from June 28, 2022, to July 26, 2022, to provide ample time for the designer and estimator to come up with the design and material takeoff for pricing.
A132: Refer to RFP Amendment 0004.
Q133: Part 3 Chapter 6 sub section C101001 states that “Sound rated partition assemblies shall have a minimum Sound Transmission Coefficient (STC) of 42…”, but does not specify or mention “all” fixed partitions to be STC 42 or as implied in question #73.
1. Please clarify the Q73 response of the government to “Provide minimum STC rated of 42 to all interior fixed partitions and doors except for utility rooms, storage, vaults and cages”.
2. If all fixed partitions are intended to be STC rated regardless of room requirements, kindly amend the project program spec section C101001.
3. Please confirm that Part 3 Chapter 5 Room Requirements will govern with regards to room STC requirement unless otherwise amended.
A133: See answers below and refer to RFP Amendment 0004.
