REQUESTS FOR INFORMATION AND RESPONSES
SOLICITATION N4019222R2012 FY22 MILCON PROJECT P-052
NATIONAL GUARD READINESS CENTER, BARRIGADA, GUAM
QUESTION (Q) 144: Based on 19 July 2022 at 2:00pm site visit, both the manhole in question seems to be non-traffic rated. To comply with traffic rated requirement the manhole cover or the entire manhole may need to be replaced and/or re-designed. In addition, no existing elevation (manhole elevation) was provided for bidding reference to determine if it needs to be lowered or raised to match the road design elevation.
1. To avoid the manhole adjustment, will the government allow redesigning of the road alignment to avoid the manholes in question?
2. If avoiding the manhole by road realignment is not acceptable, will the government allow a long outage of power and communication? Will the government provide more information as to the rating of power including cable size and comm line quantity?
3. We are requesting an additional one week of bid time extension from 29 July 2022 to 05 August 2022, to consider the changes in design.
