NATIONAL GUARD READINESS CENTER, BARRIGADA, GUAM
QUESTION (Q) 4: D503004 paragraph 3 indicates “Provide a CATV system consisting of empty raceways and outlet boxes to enable system installation by the commercial CATV supplier".
However, paragraph 4 indicates "Provide a complete CATV system…" Please confirm that CATV is only provided with empty raceways and outlet boxes or if a complete and usable system (cables, devices, etc.) will be required. Please clarify requirement for CATV system.
Answer (A) 4: Provide a complete CATV system consisting of raceways, cables and outlets back to CATV cabinet. An amendment to D503004 paragraph 3 is forthcoming. Revised RFP Part 3, D503004 to clarify empty raceways. Refer to RFP Amendment 0002.
Q6: D503005 paragraph 6 indicates “Provide an ESS consisting of empty raceways with pull strings, outlet boxes, cover plates, and associated power outlets to enable system installation by the ESS supplier.". Please provide requirements for ESS to be able to properly locate the outlets as well as routing of the empty raceways. Below are some of the information we request for clarification:
1. Which doors require ACS? Room Requirements table indicated high-security mechanical or electronic lock on exterior door at RC02-Lobby, RC03-Hallway 1, RC03a-Hallway 2, RC03b- Hallway 3, TB01-General Purpose Training Bay (GPTB). RFP however does not indicate to provide ACS and/or IDS at these doors. Please advise if these doors require ACS.
2. Please advise which doors require ACS.
3. Please advise which doors require IDS.
4. Please advise where CCTV cameras are required.
A6: See responses below:
1. ACS is required on all exterior doors.
2. ACS is required on all exterior doors.
3. Please see room requirements for doors that require IDS.
4. Please see room requirements where CCTV cameras are required.
Correction: ACS is described as "high security mechanical/electronic locks" in the Room Requirements (RR) tables. ACS is required on all exterior doors, which is supported by language already provided in the RR tables. IDS and CCTV is only required in RC28 and RC29 Arms Vaults. Revised RFP Part 3, D503005 and Room Requirements to ensure ACS/IDS/CCTV locations are described. Refer to RFP Amendment 0002.
Q8: G40 General System Requirements requires a screen wall enclosure for the GPA transformer.
However, drawing E-1 appears to not show a gate for the transformer screen wall enclosure. Please confirm that a gate is not required.
A8: A gate is required. Comply with MDACS. Revised RFP Drawing E-1 to show gate. Refer to RFP Amendment 0002.
Q14: Please advise who will be responsible for the removal or relocation of existing container in front of building 900.
A14: Not in contract for removal.
Q15: Project program Section C30 requires the coating applicator to be SSPC QP 1 certified. This certification is typically held by bridge, industrial, marine and tank coating companies. There are no commercial painters in Guam (especially small business) with this certification and the process of obtaining the certification takes a considerable amount of time and money. Please consider removing this requirement.
A15: Section C30 SSPC QP1 Certification is not applicable on this project. Amendment to remove this certification is forthcoming. Revised RFP Part 3, C30 to remove SSPC QP1 Certification requirement.
Refer to RFP Amendment 0002.

A70: Refer to Drawing A11 Room Finish Schedule for Wall Base designation. Unless otherwise noted in A11, F4 flooring does not have matching wall base.
Q71: For Design Build projects, more time is needed for coordination between designers and subcontractors/suppliers. As our designers reviewed the RFP during development of our Conceptual Drawings, several RFI's were generated and submitted to the government. Responses to these RFI's are necessary to be incorporated into our Conceptual Drawings and distributed to subcontractors/suppliers to provide best value pricing. We humbly request for an extension of four (4) weeks time extension to the current submission date of June 7th, 2022 CHST.
A71: Refer to RFP Amendment 0002.
Q72: Several Rooms are missing ideal plan dimensions; for example, RC37-ALSE and RC38-NVG office. Please provide missing ideal plan dimension for the rooms missing this information.
A72: The general intent is for these rooms to be similar in scale to how these rooms are illustrated in the notional floor plan, provided that the overall building area requirement is not exceeded. Specifically for the RC37-ALSE and RC38-NVG spaces, the Functional Program Area table in RFP Part 3 describes a total combined area of 986 GSF for both rooms.

Q116: See question below:
1. Factor 4 requires the submittal of a Small Business Participation and Commitment Strategy, following the format of RFP Exhibit D, which relates to an Offeror's final proposed price, as well as the determination of proposed subcontractors and suppliers. Kindly note that an Offeror's final pricing and subcontractor selection is normally not determined until bid day and, most times in order to provide the government with the best competitive number, right before bid time; this is made even more difficult being a design-build project. Therefore, as such has been understood and allowed on other NAVFAC submittals, we kindly ask that you consider allowing the submittal of Non-Price Proposal Factor 4 and electronic copies of the proposal at least one (1) business day after the submittal of the RFP Part A Documents, Price Proposal, and Non-Price Proposal Factors 1, 2, 3, & 5.
2. The last sentence of subparagrah (3) at the top of RFP page 29 of 61 states "The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award." However, we do not note the submission of the subcontracting plan described in Section 00 22 16 for large business offerors, nor listed as part of the proposal submission parts under RFP Section 00 21 16, Para. 3.2.
Kindly clarify if a subcontracting plan is required as part of the proposal submission, and if so, specify the submission requirement. If such is indeed required, we kindly ask that you consider allowing the submittal of subcontracting plan as part of the Non-Price Proposal Factor 4 and electronic copies submission and at least one (1) business day after the submittal of the RFP Part A Documents, Price Proposal, and Non-Price Proposal Factors 1, 2, 3, & 5, as described above.
A116: No. Factor 4 – Small Business Utilization is due on the date and time indicated in RFP Amendment 0002. After receipt of proposals, Offerors will be contacted and provided with the Small Business Subcontracting Plan template and instructions on submitting the plan.
Q117: Response A18 of Notice 1 refers to Response A16, which states to "Provide prices for all in CLINS in Sec 00 10 00 and Representations & Certifications and the price proposal." As Response A16 did not clearly address what we understand Question A18 to be inquiring, we are requesting further clarification by submittal of this question.
Please understand that from review of the RFP documents, we note that CLINs 0001 thru 0007 on SF1442/Sec 00 10 00 (unnumbered pages 3-7) are nearly the exact same CLINs and information noted on RFP page 8 of 61 (noted as "Price Proposal Schedule").
Therefore:
a.Kindly confirm that RFP page 8 of 61 titled "Price Proposal Schedule" is considered to part of the "CLINS in Sec 0010 00".
b. If so, please understand that an Offeror is already under an extreme time crunch to provide a competitive number and complete proposal on bid day, and more so if the Factor 4 - SB Participation information is required on the same bid day, though we've also requested your consideration to have this due the next business day. Therefore, in consideration of those factors and to avoid having an offeror submit redundant pricing information, we kindly request the government's consideration to only have an Offeror complete page 8 of 61 titled "Price Proposal Schedule", and not both CLINs 0001 thru 0007 on SF1442/Sec 00 10 00 (unnumbered pages 3-7) and RFP page 8 of 61 titled "Price Proposal Schedule".
