REQUESTS FOR INFORMATION AND RESPONSES
SOLICITATION N4019222R2012 FY22 MILCON PROJECT P-052
NATIONAL GUARD READINESS CENTER, BARRIGADA, GUAM
QUESTION (Q) 1: Will the government evaluate being local to Guam or being a Guam-based firm as a strength in an offeror's proposal?
Answer (A) 1: Contractor’s location is not an evaluation criteria.
Q2: Please advise if the A.E that prepared the Planning and Design Charrette (PPDC) for the subject RFP project would have an organizational conflict of interest (OCI) if the same A/E (but with different team members with organizational dividers) is the Designer of Record on this Design-Build project.
A2: There are potential conflicts of interest known as unfair competitive advantage and existence of conflicting roles or potential bias that apply to the situation. If an offeror believes that the potential conflicts of interest can be mitigated, then the offeror shall provide a mitigation plan that clearly addresses the potential conflicts and remedies and potential bias or impaired objectivity. The potential conflicts of interest must be fully mitigated by the offeror in order to be considered for award. Refer to
FAR 9.505.
Q3: D50 System Description describes the PV system as "Building Photovoltaic System". Please confirm that this means that Bid Option 1 is for a building-roof mounted PV system.
A3: Yes, hereby confirmed.
Q4: D503004 paragraph 3 indicates “Provide a CATV system consisting of empty raceways and outlet boxes to enable system installation by the commercial CATV supplier". However, paragraph 4 indicates "Provide a complete CATV system…" Please confirm that CATV is only provided with empty raceways and outlet boxes or if a complete and usable system (cables, devices, etc.) will be required. An amendment to D503004 paragraph 3 is forthcoming.
Q5: D503004 paragraph 6 indicates “Provide a CATV testing at each of the following point in the system…" If empty raceway system will be provided, as per paragraph 3, we will not be able to perform testing on the system. Please clarify requirement for CATV system.
A5: See response to Q4.
Q6: D503005 paragraph 6 indicates “Provide an ESS consisting of empty raceways with pull strings, outlet boxes, cover plates, and associated power outlets to enable system installation by the ESS supplier." Please provide requirements for ESS to be able to properly locate the outlets as well as routing of the empty raceways. Below are some of the information we request for clarification:

Q15: Project program Section C30 requires the coating applicator to be SSPC QP 1 certified. This certification is typically held by bridge, industrial, marine and tank coating companies. There are no commercial painters in Guam (especially small business) with this certification and the process of obtaining the certification takes a considerable amount of time and money. Please consider removing this requirement.
A15: Section C30 SSPC QP1 Certification is not applicable on this project. Amendment to remove this certification is forthcoming.
Q16: Section 00 21 16, para 3.2 "RFP Part A Documents" requests Schedule of Prices for all CLINS in Sec 00 10 00 to be submitted. Please confirm the government requires Offerors to complete both the Schedule of Prices for all CLIN line items of the SF1442 and the Price Proposal Schedule provided beginning on page 8 of 61.
A18: See response to Q16.
Q19: Part I General, para 1.1 Source Selection states that "the lowest price technically acceptable (LPTA) process is selected as appropriate for this acquisition. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors." Part II Evaluation Factors, para 2.1 Basis for Award states that a contract "will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and non-price evaluations factors. All technical factors and the performance confidence assessment (past performance rating), when combined are approximately equal to price". This is followed by "Award will be made to the lowest priced technically acceptable Offeror."
Could the government please clarify if this is an LPTA or Best Value source selection where technical/past performance rating are approximately equally weighted in evaluation with price?
A19: Lowest Price Technically Acceptable (LPTA) is best value procedure in accordance with FAR 15.101.
Q20: Exhibit A provided with the solicitation only allows for submittal of construction project data.
Please clarify if a corrected Exhibit A will be provided to include Design project data as well.
A20: Exhibit A – Construction Project Data Sheet form is correct. Please indicate on the form if project is for construction or design.
Q21: Will the government kindly consider lengthening the completion of construction and design projects being submitted in Factor 1 to within the previous 10 years of the date of issuance of the RFP as opposed to 5? This will enable offerors to demonstrate increased relevancy and support best value offers, while increasing competition, which is in the best interest of the government and taxpayer.
A21: Refer to Amendment 0001.
