QUESTIONS AND ANSWERS #4
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
SPECIFICATION ITEM NO.: 909, PARAGRAPH / SECTION NO: 7.4, 7.4.2 & 7.4.3 TITLE: Propellers Clean and Repair.
Paragraphs 7.4, 7.4.2 and 7.4.3 mention bent blade tips, missing material, and cracks. Please provide more information as to how deep the cracks may be or is the work item referring to the prairie air channel cover plates? This type of propellers is known for having small cracks in the welded hatch seams. Please also clarify if the bends, curls, or missing material is in fact only in the tip edges or blade edges, not in the pressure or suction faces? This means that we could repair using in-field procedures and not have to use gauges or pitchometers.pellers Clean and Repair.
ANSWER:
There are no known cracks (at this time) in any section of either Arctic propellers. The propellers do have the prairie air cover plates however no known flaw exists. Para 7.4.2 and 7.4.3 were written to provide the government with some preliminary coverage of minor defects and cracks. All areas of projected repair are in the tip/edge and not the pressure or suction face.
QUESTION #2:
SPECIFICATION ITEM NO.: 912, PARAGRAPH / SECTION NO: 7.12 &7.12.1, TITLE: Underwater Hull Cleaning and Painting.
Paragraph 7.12 calls for 30,000 square feet to be blasted to bare metal. Paragraph 7.12.1 calls for forty thousand square feet to be blasted to near white SSPC-SP-10. Please clarify?
ANSWER: Forty thousand square feet should be sweep blasted vice blasted to bare metal, as agreed during the joint underwater paint system walk through. Underwater Hull Cleaning and Painting REV 1 has been issued. See the contracting officer for a copy.
