QUESTIONS AND ANSWERS #3
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
QUESTION #1:
SPECIFICATION ITEM NO.: 021, PARAGRAPH / SECTION NO: TITLE: Clean and Gas Free Tanks, Voids, Cofferdams and Spaces.
a. Confirm that only the tanks, voids, cofferdams & spaces with a “YES” in the Open Required column are to be opened, cleaned & gas freed.
b. Confirm which spaces in the table on page 021-15 (having no Open Required column) are to be opened, cleaned & gas freed.
ANSWER:
a. Tanks with word YES, in the OPEN REQUIRED column, are to be opened, cleaned & gas freed “Safe for Men/Safe for Hotwork”
b. The Chain Locker 5-35-0-Q, DSN-450 Doppler Speed Log Xdcr Trunk, AN/UQN-4 Xdcr & Underwater Log Trunk & MMR2 Void 7-510-0-V are to be opened, cleaned and gas freed. The remainder of the spaces in the MISC Spaces column are to be cleaned and gas freed but there is no opening involved because they are spaces vice tanks.
QUESTION #2:
SPECIFICATION ITEM NO.: 202, PARAGRAPH / SECTION NO: 7.10.0, TITLE: Seal Change Out For Reduction Gear Main Trust Bearing(s); We are confused by the intent of the reference to various work items at the end of the identified paragraph i.e. …during dock trials (Item 024 and Item 203) and Sea Trials (WI205). Dock and Sea Trials is Work Item 022. Work Item 024 is a Security Item and Work Item 205 does not exist. Please clarify.
ANSWER: Typos have been corrected and Work Item 202 Seal Change Out For Reduction Gear Main Trust Bearing(s) REV2 has been issued to correct the error.
QUESTION #3:
SPECIFICATION ITEM NO.: 104; PARAGRAPH / SECTION NO: 7.9.5 TITLE: Renew 01 Level Non-Skid. For purposes of bidding this work item, should we allow for blasting the tie downs for testing prior to preparing the entire deck for coating (in case repairs are required)?
ANSWER: The 01 level adjacent to cargo handling areas do not have a requirement for testing tie downs similar to flight decks. The tie downs need to be blasted so the new paint system gets good adhesion. Therefore blasting the tie downs should be accounted for in the contractor’s bid price.
QUESTION #4
SPECIFICATION ITEM NO.: 114, PARAGRAPH / SECTION NO: TITLE: 7.2.4, 7.2.6, 7.3, 7.5. Bilge Well Preservation. Paragraphs 7.2.4 directs to power tool the interior of each bilge to an SP-11. Paragraphs 7.2.6 and 7.3 direct to perform UT reading and submit condition reports. Paragraph 7.5 states “the surface appearance shall meet the requirements as defined in SSPC-SP-11”. It should be noted that once the areas are power tooled to an SP-11 (in 7.2.4) they must be painted immediately; waiting for the time required for other work will render the surface un-paintable for an SP-11. Should we allow to power tool all areas to an SP-11 twice? Could the UT readings be taken before the initial surface preparation begins?
ANSWER: If surface degradation is not extreme, then it is plausible that the bilge pockets can be UTed first and then cleaned and primed. It might be necessary to perform some rough cleaning in order to attempt the UT shots. It is recommended that the UT contractor is consulted with these questions for further guidance and direction.
QUESTION #5
SPECIFICATION ITEM NO.: 107, PARAGRAPH / SECTION NO: 7.5, TITLE: Replace/Repair/Survey Watertight Doors. The Title, Abstract and Paragraph 7.5 all refer to repairs and surveys. It is our understanding of the work item that the doors listed in paragraph 3.1 are to be replaced with new doors including new door frames. Additionally, it is our understanding of the work item that there is no requirement to repair or survey any additional doors other than those listed in paragraph 3.1. Does MSC concur with our understanding? Are all of the Water Tight doors listed to be welded into the adjoining structure?
ANSWER: The contractors understanding of the work item is correct. MSC is now issuing Replace/Repair/Survey Watertight Doors REV 1. The revised work item adds a requirement to perform a ship wide survey of EXTERIOR DOORS ONLY, and submit a condition report of findings. The requirement to replace the doors in paragraph 3.0 remains in the work item.
QUESTION #6
SPECIFICATION ITEM NO.: 109, PARAGRAPH / SECTION NO: 3.2.1, 7.6, 7.7, 7.10 TITLE: JP-5 Pump Room Bilge. For purposes of bidding, can we assume that the 4,800 sq ft to be spot prepared (3.2.1) would be in large areas i.e. minimum 100 ft2 increments or smaller areas such as a minimum 10 ft2?
Paragraphs 7.7 directs to power tool select areas (4,800 ft2) to SP-11. Paragraph 7.10 directs to solvent wipe the areas to an SP-1. Please confirm that we are to solvent wipe after power tool cleaning?
Paragraphs 7.6 and 7.7 deal with pressure washing the entire area and power tool cleaning select areas to an SP-11 followed by solvent wiping. Would MSC accept the suggestion of rinsing the area with degreaser first, followed by power tool cleaning and then performing a second wash to remove grease, dust, dirt, etc.? It is our understanding that the prime coat of Amerlock Sealer is made for application over a slight rust bloom or steel discoloration which will occur after the area is exposed to pressure washing but the final surface preparation is far superior to that specified, in our opinion.
ANSWER: Bidding Assumption – It is the bidder’s choice on how the 4800 sq ft is incremented. The work item requirement is that up to 4800 sq ft of bilge area is covered for power tooling. 2nd Question: The surface needs to be cleaned after power tooling. 3rd Question: Preparations will include Prep 88 to degrease, wash, power tool, then solvent wipe.
QUESTION #7
SPECIFICATION ITEM NO.: 113, PARAGRAPH / SECTION NO: 3.2.1, 7.6, 7.7, 7.10 TITLE: Fantail Overhead. For purposes of bidding, can we assume that the 4,800 sq ft to be spot prepared (3.2.1) would be in large areas i.e. minimum 100 ft2 increments or smaller areas such as a minimum 10 ft2?

For paragraph 7.7 could we utilize “slurry blasting” (water injected grit blasting) and then pressure washing the area prior to coating? The resulting surface is a very clean WJ-2 with an anchor profile.
ANSWER: Surface must be cleaned after power tooling. Prep 88 to degrease, wash, power tool, then solvent wipe. No slurry blasting will be accepted/allowed.
QUESTION #8
SPECIFICATION ITEM NO.: 112, PARAGRAPH / SECTION NO: 7.3.2 c + g, 7.7.2, 7.9.1, TITLE: Renew Weather Deck Drain Piping.
| 1. | Please confirm that the estimated hours identified in paragraph 7.3.2 c is one hundred and sixty (160)? |
| 2. | Please elaborate on the thirty feet of staging identified in paragraph 7.3.2 g (i.e. 30ft3 or One set 30ft high or 30 running feet One set high)? |
| 3. | Will firewatchmen hours be covered in the (160) hours or will the required firewatchmen hours be the subject of a change order as it isn’t possible to determine quantity of firewatchmen required until the locations are known? |
| 4. | Is the testing required by paragraph 7.7.2 to be covered in the (160) hours or will it be the subject of a change order as it isn’t possible to determine how many hydro tests will be required until the repairs are identified? |
| 5. | Without knowing where the work will be performed, how should allow for the work required by paragraph 7.9.1? |
ANSWER:
1. 7.3.2 c amount is one hundred and sixty hours (160). The 160 hours is for pipefitters.
2. The work item is stating that an allowance for up to 30 feet of staging should be made in the bid price. It is doubtful that one piece of 30 feet staging will be required. It is more realistic that 3 units of 10 or any combination of units equaling 30 feet will be required in the project. It also states that if the total staging requirement is more than 30 feet, that is subject to a change order, if the contractor choses to pursue it.
3. Revised work item to include fire watch hours in estimate. The new 7.3.2 e. states estimate 160 hours of fire watch.
4. Testing required by 7.7.2 is not included in the 160 hours. It should be estimated and included in the bid price.
5. 7.9 has been changed to None/ Work Item 0112 Replacement of Weather Deck Drain Piping_Rev 2 has now been issued.
QUESTION #9
SPECIFICATION ITEM NO.: 113, PARAGRAPH / SECTION NO: 7.17, TITLE: Fantail Overhead Cleaning and Preservation.
| 1. | Please confirm that in order to replace the conduit the degaussing cables must be pulled back to the nearest junction box? |
| 2. | The drawings provided are not specifically clear on the location of the nearest junction box. Please provide the information on the nearest junction box locations in support of the fantail degaussing cables? |
| 3. | We have experienced extreme difficulty in the past when attempting to remove degaussing cables from the conduit due to swelling of the cable and internal corrosion. Will MSC have consideration for this difficulty if found in this case? |
ANSWER:
1. It is not the intent to pull the degaussing cables back to the nearest junction box.
2. The intent is not to pull the cables back to the nearest junction box, therefore requested information is not needed.
3. If the conduit is holed by the cleaning operation, the solution will be to install a larger conduit/pipe over the break. Any repairs shall be subject to a change order.
QUESTION #10
SPECIFICATION ITEM NO.: 114, PARAGRAPH / SECTION NO: 3.2, 7.2.6, TITLE: Bilge Well Inspection and Preservation.
| 1. | In accordance with paragraph 3.2, please confirm that the required quantity of U.T. shots covered in this work item is 980? |
| 2. | Paragraph 7.2.6 identifies locations as shown in Figures 1 through 16. Please confirm that the “Figures” only go up to Figure 12? |
| 3. | Please confirm that Figure 1 or Figure 2 is missing? |
ANSWER:
1. Para 3.2 is a typographical error. It has been removed with the Revision of the work item.
2. There is no paragraph 7.2.6 in Work Item 116.
3. There is no Figures in Work Item 116.
WORK ITEM 0116_B_Bilge Well Staging Support Rev 1 has been released.
QUESTION #11
SPECIFICATION ITEM NO.: 116, PARAGRAPH / SECTION NO: 3.2, TITLE: Bilge Well Staging Support. In lieu of paragraph 3.2, please confirm that there is no requirement for U.T. shots covered in this work item?
ANSWER: There are no requirements for UT shots in Work Item 116, only for staging, if repairs are found to be necessary.
QUESTION #12
SPECIFICATION ITEM NO.: 513, PARAGRAPH / SECTION NO: 7.1.6.a, TITLE: Replace 100 feet of Piping. The title of the work item calls for 100’ of pipe to be replaced. Paragraph 1.1 calls for up to 100’ of pipe to be replaced. Paragraph 7.1.6.a. calls for “…twenty sections of pipe, each Ten (10) feet in length will be replaced.” Twenty sections 10’ in length equals 200’. Please clarify?
ANSWER: This discrepancy was identified by a different question. The work item has been corrected and issued as Work Item 513 Replace 100 Feet Of Piping REV 1. Please contact government contracting officer to obtain all revised work items.
