5.0 NOTES:
5.1 The contractor and all subcontractors regardless of tier shall consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7, 22, 23, and 29.
5.2 The contractor and all subcontractors regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.
6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional
7.0 STATEMENT OF WORK REQUIRED:
7.1 Maintain JP-5 Pump Room interior ambient temperature and steel deck temperature five degrees above dew point at all times During coating the temperature shall be within Manufacturer’s published limits required for each of the different coating applications. Remove and reinstall following the completion of work all interferences, including lagging, in way of temporary services
7.2 (CHECKPOINT) Conduct an as found operational test of ALL electronic and electrical gear, lighting; in the vicinity of the bilge work to be completed; Prove drains clear and free flowing to the MSCREP. These tests shall be completed prior to the start of work to demonstrate existing conditions.
7.2.1 Plug or suitably stopper any leaky lines draining into the bilge.
7.3 Install shrink wrap, drop cloths, masking, temporary division shields, seals, blanks and filtering materials to prevent foreign substances from entering electrical machinery and controls, lights, machinery, piping, hatches, deck drains, ventilation systems and temporary openings during blasting and painting operations.
7.4 (CHECKPOINT) Prior to the start of productive work, protective covering shall be inspected and approved by the MSCREP. Deficiencies noted during this inspection shall be corrected and the MSCREP shall be afforded the opportunity to inspect and approve the corrective measures before work commences.
7.5 Prepare a numbering system and submit a sketch showing the location of all Pump Room deck plates. The “As Found Report” shall include a Count of Missing Deck Plate Screws.
7.5.1 Stamp each plate as with its location number taken from the sketch submitted in Paragraph 7.5. Match mark each plate as to its orientation to assure that the plate will be installed as removed. Numbers shall be permanently stamped on the underside of each plate only.
7.5.2 Deck plates shall be secured with at least two screws unless removed for access to bilge work area. Contractor shall maintain a sufficient number of plates in place to allow safe transit throughout space. At completion of work contractor shall replace missing and damaged deck plate screws. Replacement fasteners shall be the same as original. For bidding purposes estimate that (50%) of the deck plate securing holes will need to have threads chased and 30% will need screws replaced. Existing screws are Slotted Truss Head ½-13UNC x 1”lg CRES.
7.6 Using biodegradable detergents, accomplish the requirements of SSPC-SP-1, Solvent Cleaning, to remove all oil, grease, dirt and soluble salts from all surface below the deck plates. Final washdown shall be made with clean, fresh water at 2,500 to 3,000 psi. Upon completion of all water washing chloride testing shall be performed at random locations. If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of remediation. The maximum allowable contamination concentrations shall be less than 10 ug/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.
7.7 Clean/Prepare all surfaces where coating system appears compromised in including all stiffeners and permanently attached structures (e.g. deck supports, pipe hangers, and etcetera) in accordance with Surface Preparation Standard SSPC-SP-11 Power Tool Cleaning to White Metal. Surfaces so prepared shall have at least a 1 mil surface profile. Profile shall be determined using a Keane-Tator (or equal) Surface Profile Comparator. Testex (or equal) Replica Tape shall be used at a rate of one (1) reading per 500 SF for verification. Replica Tape shall be mounted, identified as to location and included as part of the final paint report. For bidding purposes it is estimated that 4800 SqFt will have to be prepared in this manner.
7.8 Well adhered paint areas are to be feathered into prepped areas. The government paint representative will have final determination if whether an area requires preparation to SSPC-SP-11. Paint surface on structure that is retained shall be scuffed with 60 grits sand paper.
7.9 Take and record environmental conditions such as wet bulb, dry bulb, relative humidity, ambient temperature, surface temperature and cure time. MSCREP to inspect surface preparation and review environmental data prior to application of coating.
7.10 Surfaces to be painted are to be free of dust, oil, grease, moisture, salt and all other foreign materials that will affect the proper application and adherence of the paint system being applied an SSPC-SP-1 surface prep shall be accomplished with an approved solvent and allowed to dry just prior to the application of paint.
NOTE:
No coating shall be applied without the Government Paint Rep in attendance.
NOTE:
Temporarily provide a means to keep all GFM paint and PRC products at a constant 70 degree temperature PRIOR TO opening, mixing, and applying the products. Contractor may “pre-stage” the GFM in a heated Conex box (or other equal means) located on the Flight Deck (or other adjacent area), where products can be quickly accessed and transported to the area being worked
7.11 Paint all areas prepped to and SSPC-SP-11 using the following paint system and in accordance with the Government’s Paint representative direction and the following instructions:
| One (1) coat Amerlock Sealer | 1-2 mils DFT | ||
| One (1) coat Amercoat 240 Buff | 4-6 mils DFT | ||
| One (1) stripe coat Amercoat 240 LG | 2-4 mils DFT | ||
| One (1) coat Amercoat 240 Red Oxide | 4-6 mils DFT |
7.12 Paint all areas listed in 3.2 using the following paint system and in accordance with the Government’s Paint representative direction and the following instructions:
One (1) coat Amercoat 240 Red Oxide 4-6 mils DFT
7.13 Renew insulation and lagging where removed or damaged during the performance of this work item.
7.14 Paint all disturbed surfaces to match surrounding surfaces.
7.15 Upon completion remove all installed protective measures and equipment and restore all interferences and deck plates. Clean space of all dust and debris generated as a result of work under this item. Space returned in the same cleanliness condition it was found.
7.16 (CHECKPOINT) Conduct final operational test of ALL electronic and electrical gear, lighting; in the vicinity of the bilge work; Prove drains clear and free flowing to the MSCREP. Corrections of deficient conditions not noted during initial checks shall be the responsibility of the contractor.
