7.0 STATEMENT OF WORK REQUIRED:
7.1 Accomplish the requirements of Reference 2.3. In addition to the requirements of Reference 2.3, accomplish the requirements specified below:
7.2 Freshwater wash with a minimum of 3000 PSIG the ship's underwater hull in its entirety immediately upon dry-docking of vessel to remove all salt water contamination and to remove defective coatings and fouling. Degrease the underwater hull exterior with suitable solvents prior to blasting. Wash down and dispose of solvents used. Monitor, contain, collect, process, filter, clean up, recycle, and dispose of all wash water, rinse water, and degreaser rinse fluids, generated by this work item. Dispose as found necessary or required, in accordance with any/all current local, county, state, or Federal Regulations.
7.2.1 Upon completion of all water washing chloride testing shall be performed on random areas if contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of remediation. The maximum allowable contamination concentrations shall be less than 10 ug/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable, reproducible test equipment.
7.3 Accomplish the following prior to starting blasting evolutions:
7.3.1 Record, document, and mark load lines and boot-topping marking prior to blasting.
7.3.2 Document and record location of sea chest zincs. Cover and protect zincs from damage. DO NOT PAINT OVER ZINCS. Inspect zinc and submit condition report to MSCREP.
7.3.3 In the event that the contractor elects to perform this work item using ultra high pressure water jetting in lieu of abrasive blasting, water jetting shall be performed in accordance with SSPC-SP-WJ2 surface preparation and cleaning of steel and other hard materials by high and ultrahigh pressure water jetting prior to recoating. Blasted areas shall be prepared to a WJ-2, SC-2 condition. No more than light flash rust shall be allowed on the steel at the time of coating application. If heavier flash rust is present, the surface shall be pressure washed with a minimum of 3,000 psi and allowed to dry to restore the surface to a coatable condition.
a. Contractor is to identify, during the proposal stage, the type of surface preparation elected in order for the government to provide the appropriate coating materials in a timely manner. The gfm paint system identified in 4.0 is for a surface preparation to SSPC-SP-10 near white metal (abrasive blast).
7.4 All surfaces of strainer plates are to be blasted and coated as specified for the ship's underwater hull.
7.4.1 All sea suction lines and overboard lines are to be hard blanked on the ship's internal mechanical joint and all interior surfaces of all sea chests are to be blasted and coated as specified for the ship's underwater hull.
7.4.2 Upon completion of hull coating, reinstall all strainer plates with new Monel fasteners.
7.5 Grit and/or other abrasives used for blasting are to be shielded from rain by suitable shelters.
7.6 Protect all openings and transducers for depth finders and anodes with plywood.
7.7 Temporarily install a plywood cover to protect the propellers during all blasting and painting operations.
7.8 Temporarily install chutes plugs internal blanking, etc to prevent discharges from the ship touching surfaces to be coated.
7.9 Heavily scaled surfaces are to be scaled by pneumatic tools and/or hammers prior to abrasive blasting.
7.10 Sweep Blast (Sandsweep – WJ4) the entire underwater hull and boot-topping identified in 3.0.
7.10.1 The surfaces shall be blasted to remove existing antifouling only and leave solidly adhering anti corrosive coatings.
7.10.2 General grit or slag (salt and sulfur free) is to be applied through nozzles operating at a minimum air pressure of 90 psi at the nozzle.
7.10.3 After blasting, hull surface areas shall have an even gray-white color as defined by Reference 2.5. All surface areas shall be free of mill scale, rust, grease, paint and other foreign matter.
7.11 CHECKPOINT: Conduct a drydock inspection of the underwater hull paint system to identify areas that will require blasting to bare metal. When all areas have been identified, the contractor shall determine the total square footage and submit a condition report to the government. The paint inspection shall be attended by the MSCREP and Government Paint Representative.
7.12 Perform an SSPC-SP-10; Blast to Near White Metal to the forty thousand square feet of the areas identified in the dry dock inspection of the underwater hull paint system(para 7.11).
1. Prior to the start of abrasive blasting the blast media shall be tested to ensure that it is not contaminated with chlorides, as determined by field or laboratory analysis using reliable, reproducible test equipment. Submit a report listing the results of the testing.
1. Upon completion of exterior surface preparation and approval of MSCREP, apply the following AC coating system to accepted areas, in accordance with the manufacturer's instructions and MSCREP:
PPG Paint System
Amercoat 240 Oxide Red
First Coat
5-6 mils DFT
Amercoat 240 Haze Gray

Paint is not to be applied to hull surfaces when the surface temperature is below 40 degrees Fehrenheit, when the humidity is above that recommended by the paint manufacturer or as otherwise limited by the paint manufacturer's recommendations, unless prior permission is obtained from MSCREP in writing.
1. Application of all products is to be by airless spray.
1. Mil thickness is to be measured dry with a dry film thickness indicator. Dry film thickness measurements are to be taken at a minimum of 5 locations for each 1,000 square feet of surface area and recorded on the contractor test and inspection records.
1. Draft marks from the keel to the top most draft mark are to be painted in after all hull painting has been completed. Draft marks, frame numbers and Plimsoll Marks, etc. are to be painted with the following:
