ADMINISTRATIVE SUMMARY
Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) has a requirement for a single five (5) year, Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF), Contract for Products and Services to include production of hardware in support of the AN/SPQ-15(V) MK 6 MOD 1 Data Distribution System (DDS) programs. This contract will addresses the need for the procurement of hardware in support of the AN/SPQ-15(V) Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art equipment. It also includes sustainment for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS. This requirement also includes Software Life-Cycle Support and Software Engineering/Development.
GENERAL INFORMATION
Advanced Sensor Distribution System (ASDS) is the technology upgrade and Follow-on to the AN/SPQ-12(V) Radar Display and Distribution System (RADDS) and is an evolutionary program for radar displays and switchboards dating back to World War II. The pre-RADDS equipment was first developed in the 1950-1960 decade and has been modified over the years incorporating advancement in technology.
ASDS was developed as an upgrade to RADDS to fulfill the needs of the U.S. Coast Guard for a small radar video switchboard and Red-Green-Blue switchboard combination. Although the ASDS upgrade was effective in meeting the needs of the U.S. Coast Guard, ASDS required further enhancements to meet the requirements of the Naval amphibious program for common track pictures between the Advanced Combat Direction System and installed radars.
ASDS was later expanded to meet the high capacity distribution system requirements of aircraft carriers and large-deck amphibious platforms. Most recently, radar display and data distribution systems has migrated into Open Architecture (OA) initiatives by using, to the fullest extent, Local Area Network technology. Data Distribution System (DDS) (AN/SPQ-15) is the OA evolution of ASDS.

(1) If the item is one which is sold or is substantially similar or functionally equivalent to one that is sold in substantial quantities to the general public, intrinsic value is the established catalog or market price, plus the value of any unique requirements, including delivery terms, inspection, packaging, or labeling.
(2) If there is no comparable item sold in substantial quantities to the general public, intrinsic value is defined as the price an individual would expect to pay for the item based upon an economic purchase quantity as defined in FAR 52.207-4, plus the value of any unique requirements, including delivery terms, inspection, packaging or labeling.
(c) At any time up to two years after delivery of a spare part or item of support equipment, the Contracting Officer may notify the Contractor that based on all information available at the time of the notice, the price of the part or item apparently exceeds its intrinsic value.
(d) If notified in accordance with paragraph (c) above, the Contractor agrees to enter into good faith negotiations with the Government to determine if, and in what amount, the Government is entitled to a refund.
(e) If agreement pursuant to paragraph (d) above cannot be reached, and the Navy's return of the new or unused item to the Contractor is practical, the Navy, subject to the Contractor's agreement, may elect to return the item to the Contractor.
Upon return of the item to its original point of Government acceptance, the Contractor shall refund in full the price paid.
If no agreement pursuant to paragraph (d) above is reached, and return of the item by the Navy is impractical, the Contracting Officer may, with the approval of the Head of the Contracting Activity, issue a Contracting Officer's final decision on the matter, subject to Contractor appeal as provided in the "Disputes" clause (FAR 52.233-1).
(f) The Contractor shall make refunds, as required under this requirement, in accordance with instructions from the Contracting Officer.
(g) The Contractor shall not be liable for a refund if the Contractor advised the Contracting Officer in a timely manner that the price it would propose for a spare part or item of support equipment exceeded its intrinsic value, and with such advice, specified the estimated proposed price, the estimated intrinsic value and known alternative sources or item, if any, that can meet the requirement.
(h) This requirement does not apply to any spare parts or items of support equipment whose price is determined through adequate price competition. This requirement also does not apply to any spare part or item of support equipment if the Contractor submitted, and certified the currency, accuracy and completeness of, cost or pricing data applicable to the item.

Section C - Descriptions and Specifications
STATEMENT OF WORK (SOW)
1.0 SCOPE
This Statement of Work (SOW) addresses the need for the procurement of hardware in support of the AN/SPQ- 15(V) Data Distribution System (DDS) programs. This hardware procurement will provide standard data and distribution systems from radar sensors to navigational and tactical displays, as well as durable and reliable state-of the-art equipment in accordance with the Technical Data Package (TDP), provided as Government Furnished Information (GFI) and as referenced in Section J. It also includes sustainment for existing AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS) and DDS installations. The efforts defined by this SOW are in support of Hardware and Software production and sustainment.
The Contractor’s obligation to perform this contract is in no way conditioned upon the Government provision of any facilities, material, property, equipment, services, or information, except as may otherwise be explicitly provided herein.
1.1 BACKGROUND
Naval Surface Warfare Center Dahlgren Division Dam Neck Activity (NSWCDD DNA) is tasked by Naval Sea Systems Command (NAVSEA) Program Executive Office, Integrated Warfare Systems (PEO IWS 1.0) to provide supplies, engineering, technical, and logistical services associated with delivery, software design, development, improvement, enhancement, and technical support for the ASDS and DDS systems.
ASDS is the technology upgrade and Follow-on to AN/SPQ-12(V) Radar Display and Distribution System (RADDS) and is an evolutionary program for radar displays and switchboards dating back to World War II. The pre-RADDS equipment was first developed in the 1950-1960 period and has since been modified over time to include and incorporate technology advances.
The ASDS system was developed to fulfill the needs of the U.S. Coast Guard for a small radar video switchboard and Red-Green-Blue (RGB) switchboard combination. Although this upgrade was effective in meeting the needs of the U.S. Coast Guard, it required further enhancements to meet the U.S. Navy requirements of the Naval Amphibious Program for a common track picture between the Advanced Combat Direction System (ACDS) and installed radars. ASDS was enhanced to meet the high capacity distribution requirements of U.S. Navy Destroyers, Cruisers, Aircraft Carriers and Large Deck Amphibious platforms. Most recently, radar display and distribution has fully migrated into Open Architecture (OA) initiatives by using Local Area Network (LAN) technology. DDS is the OA evolution of ASDS.
