Edward R. Roybal Federal Building and United States Courthouse Prospectus Tenant Improvement Design Build Project, Solicitation No. GS09P15KTC0014, Amendment No. 05 This Amendment No. 05 includes the following questions and answers:
Questions and Answers:
Question #1: If some of our proposed key personnel have changed since submission of our first proposal, should we reflect this change in our final proposal revision?
Answer to Question 1: Yes, your revised proposal shall include the key personnel that you intend to use on the project if your company is awarded the contract. Therefore, please do include updated information of key personnel in your final proposal revision with changes highlighted.
Question #2, Standby Power for IT: In VOLUME 2B_PROGRAM DEVELOPMENT STUDY AND APPENDIX section 4.0 page 11 it is stated backup power is required for IT related equipment.
The section implies a new transfer switch and separate distribution system will be required. Existing electrical drawings, although dated, indicate an existing standby UPS system. Further section 6.4.3 section 6.0 Pg.4 of 2B indicates the existing UPS system is to be utilized for the computer area on the 10th floor. Confirm it is acceptable to use the existing system(s) if our engineering team determines capacity is available for the renovation.
Answer to Question 2: Yes. As indicated in the contract documents referenced in the question, the DB contractor is to provide standby backup power using the existing system.
Question #3, Data Cabling on Deck Raceway: The original installation of the HH Robertson cellular decking raceway system provides individual ducts for communication cables, electrical cables and a third compartment designed for other low voltage conductors. For underfloor connection locations this existing system will be an important factor in accomplishing new and reconfigured installations, the alternative being to core drill the deck and work from the floor below. Confirm that the existing floor raceway system may be utilized for the new cabling when possible and that the Design-Build contractor may work with the Courts’ cabling contractor on innovative approaches to solve any encountered challenges, i.e.; capacity issues.
Answer to Question 3: Yes. Additionally, per Question/Answer #22 of Amendment 2, “...all obsolete ductwork and utility lines will need to be fully removed. No equipment can be abandoned in place”.
Question #4, Generator Sound Enclosure: SBU Electrical drawing E0.01 General Note #7 indicates the generator sound enclosure shall have a sound attenuation rating of 60db. Please confirm no generator work or modifications are included in this RFP.
Answer to Question 4: Correct, there is no generator work on this project.
Question #5, Receptacles quantity and type: VOLUME 2B_PROGRAM DEVELOPMENT STUDY AND APPENDIX includes general information about the quantity and types of receptacles for the various spaces. The room requirements however provide much more specific information regarding the quantity and types of power receptacles. Please confirm the room requirement sheets and coordination with the end user are to be followed as they pertain to the power receptacle scope.
Answer to Question 5: Yes. Additionally, per Question/Answer #10 of Amendment 3, use “...GSA provided Program Development Study, Bridging Documents, and U.S. Courts Design Guide, [and] refer to GSA P-100 Facility Standards for Public Buildings, Chapter 8 Design Standards for U.S. Courts Facilities)”.
Question #6, Lighting Fixtures and Controls: During the job walk it was indicated orally there are portions of the ER Roybal building being controlled by a DALI lighting system. In our efforts to determine the type of system installed in the building we believe the system is a Lume Energy system. If this is true it may impact recommissioning of the fixture controls, furthermore this company may be out of business. In an effort to more clearly define our scope of work we request the following: 1) confirm use of DALI 2) confirm the system vendor 3) provide drawings and documents which depict the areas and fixtures controlled 4) provide a luminaire schedule for the floors under control of the existing system to aid us in determining impacts to such system during reconfiguring of spaces.
Answer to Question 6:
6.1) Under a separate GSA Field Office (FO) project currently in progress, a new DALI compatible Encelium lighting control system will be installed. This Encelium system will replace the existing Lumenergi software and global controllers; lightolier fixtures and Lumenergi ballasts will be retained.
6.2) The current project is being performed by the GSA FO building maintenance contractor with Encelium (a Sylvania subsidiary) as a subcontractor. Points of contact will be provided later to DB contractor.
6.3) For bidding purposes, available SBU lighting drawings were provided as part of Amendment 2. Since 9th/10th floor lighting plans are not available, use 5th floor lighting plans as the basis for pricing. However, new drawings for the GSA FO project will be available in a couple of months.
6.4) For bidding purposes, available SBU lighting drawings were provided as part of Amendment 2. Since 9th/10th floor lighting plans are not available, use 5th floor lighting plans as the basis for pricing. All available documents have been provided; however, the GSA FO project lighting schedule and construction schedule will be available in a couple of months.
Question #7, Lighting Fixtures and Controls: In various sections of the RFP different information is provided regarding the lighting fixtures and controls. For example in 2B section 2.1.5 page 2.0- 4 it is stated various projects have updated the lighting and controls, generally speaking the majority of the lighting is in good condition. Again in 2B page 4.0 - 10 it is stated if the ceiling is removed the fixtures and controls will be removed and fixtures will be kept as much as possible in areas where ceilings are retained. Page 4.0 - 11 states new lighting controls will be installed to reduce energy usage. The overriding factor is the GSA P100 section 6.3.2.5 states lighting controls must use individual luminaire control such as DALI equivalent. The reference to DALI equivalent is significant because it may force replacing all the existing fixtures and controls. If the design team utilized lighting control systems that provided individual luminaire control and daylighting controls it may be possible to integrate some existing fixtures. Please be more precise in this requirement and confirm the lighting controls need to provide energy saving functions but not necessarily utilize DALI protocol.
Answer to Question 7:
See response to question 6. The new controls installed under the separate GSA FO project, as well as Lumenergi controls retained, must be reused. New controls must be provided where additional fixtures are installed or new zones are created - such new controls must be Encelium compatible and be integrated into the existing Encelium system.
Please refer to the Program Development Study Section 8 Implementation Plan for individual room lighting requirements. In spaces requiring minimal lighting and ceiling changes, if the DB prospectus contractor works on areas that have already been completed by the GSA FO contractor, the DB contractor must keep the existing fixtures and controls, and restore these.
In spaces requiring substantial ceiling and lighting reconfiguration, additional fixtures and zones added DB contractor will use Encelium compatible control products to expand the existing Encelium network. Additionally, the DB contractor must re-commission the Encelium lighting controls after re-installation
Question #8, Bid Guarantee: Is the original bid guarantee acceptable for the revised submission or is a new bid bond required?
Answer to Question 8: A new or revised bid bond is necessary only if the amount or expiration date of the original bid bond renders it insufficient to cover the final proposal revision price.
Question #9, Project Manual Reference: Total Evaluated Price Form Question: Please confirm that Unit Price B is for 828 Linear Feet in addition to the amount of Wall Type B shown on the bridging documents.
Answer to Question 9: No. The Unit Price B is for the same 828 linear feet of Wall Type B shown on the bridging documents. In accordance with the instructions on the bid form, the cost of Wall Type B should be included in the base bid. The purpose of the Wall Type B (Demountable Modular Partitions) unit price line item is to understand the cost difference between Wall Type C (Drywall partition with insulation) to select one wall type over the other.
Question #10, Project Manual Reference: Program Development Study Part 7.3.2: Wall Type B is described in Part 7.3.2 of the Program Development Study as having a Sound Transmission Coefficient (STC) of 45. Several Room Data Sheets (Room 18105 Page 8.069 for example) call for Wall Type B to include transoms and borrowed lights within the panel. However, several suppliers of demountable partitions have stated that they cannot meet this STC rating with a panel that contains glass transoms or borrowed lights. The STC rating can be achieved with solid panel partitions. Please confirm that a lower STC rating will be acceptable at locations where Wall Type B with transoms and borrowed light are required. Alternatively, please provide a product that meets these requirements to form as a basis of design.
Answer to Question 10: DB Contractor should provide the 45 STC rating, as indicated in contract documents, by using solid wall panels for office-to-office separation where Wall Type B is indicated. Wall Type B with side lights will be required on the door wall for each office. In these locations, double pane glass is required and the contractor must achieve as close to the 45 STC rating as possible with a minimum of 40 STC being acceptable.
Question #11, Project Manual Reference: Program Development Study Part 4.7: Please confirm that the Design-Builder is only responsible to provide new HVAC controls for new equipment installed as required to meet program objectives and that retrofitting and/or upgrading existing controls should not be considered.
Answer to Question 11: Yes, for bidding purposes the DB contractor is only responsible for providing new HVAC controls for new equipment installed. However, test and balancing will be required for all project spaces and commissioning will be required for all spaces where the existing HVAC system is reconfigured. Should issues be detected, the contractor will be responsible for informing GSA for review and action.
Question #12, Amendment #2 Appendix C Roybal Swing Space Requirements and Move Matrix: The move matrix included in Amendment #2 lists moving courtrooms furnishings from the 15th and 16th floors. Please confirm this requirement has been eliminated due to the deletion of work listed on Amendment #4.
Answer to Question 12: The DB Contractor will not need to move courtroom furnishings from the 15th and 16th Floors into temporary storage, as the option work listed on these floors was deleted in Amendment #4.
Question #13: What are the primary tenant and storage moves for which the DB contractor is responsible?
From Appendix C, Amendment 1 (#5 and 6), Amendment 2 (Q/A #3) and Amendment 3 (Q/A #33 and 34), below is a synopsis of moves for which the DB contractor is responsible.
