Edward R. Roybal Federal Building and United States Courthouse Prospectus Tenant Improvement Design Build Project, Solicitation No. GS09P15KTC0014, Amendment No. 02
This Amendment No. 02 includes the following documents and information:
Information/Clarifications:
1. The due date for requests for clarification or interpretation for this RFP has been extended to Wednesday, June 24, 2015 at 12pm PT by email ONLY to krista.miller@gsa.gov.
2. This solicitation is still being conducted subject to the availability of funds. This project has not been authorized by Congress at this time, and the GSA does not know when or if this project will be authorized. An award will not be made as a result of this solicitation if the project is not authorized.
3. Add to Appendix C: Swing Space Requirements and Moves (Option J):
5.5. Permanent relocation of Pretrial to 14th floor (from 11th floor); and temporary USDC relocations are excluded from contract work.
Questions and Answers:
4. Do we need to have an active DUNS number and/or SAM registration at the time that we submit a bid for this RFP? Or, do we only need an active DUNS number and/or SAM registration at the time of contract award?
Answer: Offerors must have an active DUNS number and SAM registration at time of submission of an offer. By this amendment, FAR 52.204-7 System for Award Management (Jul 2013) is incorporated by reference into this solicitation.
5. Please advise if May 28 pre proposal conference was mandatory to bid this project.
Answer: No, it is not required that bidders have attended the May 28, 2015 pre-proposal conference.
6. Please clarify if the price proposal (including bond forms and the SF-1142 and amendments) are to be included within the technical proposal or within a sealed envelope separate from the technical proposal.
Answer: The price proposal shall not be submitted within the technical proposal. The price proposal shall be submitted within a sealed envelope by itself. Two hard copies shall be submitted along with a CD containing the price proposal. The price proposal shall contain all of the following: 1) The completed bid sheet; 2) the completed and signed Standard Form 1442; 3) bid guarantee on Standard Form 24; 4) Completed and signed Certificate of Current Cost and Pricing; 5) Completed Offeror Representations and Certifications; and 6) GSA Form 527.
7. Offeror’s Representations and Certifications (C301) is not included with the solicitation documents; will these forms be provided? Additionally, please clarify if you only want a copy of the Completed Representations and Certifications from SAM.
Answer: Please see the Offeror Representations and Certifications document included in this Amendment 02. Price proposals shall include the completed document. As a requirement of the document, offerors must certify that their firm’s Reps and Certs on SAM are current.
8. Please clarify if a Bid Form will be provided or if you want the Agreement to be used as a Bid Form, and if so, are we to include the entire 60 page document in our response as well as on a CD.
Please clarify if the Bid Form or the Agreement are to be included within a sealed envelope separate from the technical proposal.
Answer: The bid form shall be included in the price proposal. The rest of the Agreement does not need to be included. Bidders shall submit the attached revised bid form in lieu of the one embedded in the Agreement.
9. The Solicitation identifies scoring criteria for the technical proposal evaluation factors but not information regarding the scoring of the Total Evaluated Price in relation to the other elements. Please provide a scoring matrix for the complete proposal that identifies relationship of the various elements to be submitted.
Answer: Non-price factors, when combined, are approximately equal in importance to Total Evaluated Price. This information is in accordance with the requirement of FAR 15.101-1(b)(2).
No additional information or matrix further defining the relationship between price and non-price factors is required or available.
10. For Technical Factor 1: Past Experience on Similar Projects, If the construction contractor and the designer worked on the same GSA project, can we submit the project as a past similar project by the designer and as a past similar project by the construction contractor? If so, please confirm that it will count as one project out of the total six required.
Answer: If a construction contractor and a designer both worked on the same similar project, that project may be submitted twice (fulfilling 1 of the 3 required project submittals for the A/E AND 1 of the 3 required project submittals for the construction contractor). The required content of the project submittals remain the same. In other words, to count as 2 of the 6 required project submittals, there must be two separate submittals of information for each project conforming to the stated RFP requirements: “Each project’s information must be contained on no more than two sides of an 8.5 x 11 inch sheet of paper, and must include a description of the construction project scope, the final contract value, identification of contract type (design, design-build, build, etc), pricing terms (firm-fixed price, time and materials, etc.), dates of contract award and substantial completion, identification of owner and contact information, summary or lists of work tasks performed by the Offeror, and challenges and how the Offeror addressed them.” One submittal of the project information shall be tailored to address the content requirements as they relate to the designer, and the other submittal of information for the same project shall be tailored to address the content requirements as they relate to the construction contractor.
11. Please clarify if the Safety/OSHA Program Coordinator, Quality Control Superintendent and other position resumes are to be included within the technical proposal.
Answer: The only resumes which must be included in the technical proposal are those listed in the Solicitation (not those listed only in the Statement of Work). The required resumes, as stated in the submittal requirements for Technical Factor 3 – Key Personnel are:
From Construction Firm: Principal-in-Charge, Project Manager, Construction Superintendent, Design Coordinator, and Move Coordinator.
From A/E Design Firm: Principal-in-Charge, A-E Project Manager, Project Architect/Designer, Lead Mechanical Engineer, Lead Electrical Engineer, and Lead Civil/Structural Engineer.
12. The issued Past Performance Questionnaire is changing the date format in Section 3 when the document is “saved”. The dates as saved are not correct and do not make sense. Please confirm issued document has been correctly formatted and re-issue if possible.
Answer: Please see the new version of the PPQ included in this Amendment 02 which corrects that formatting problem.
13. Will the DB contractor be allowed to submit Voluntary Alternates for this project during the bid period? If so, will the bid form be revised?
Answer: No, voluntary alternates will not be accepted or evaluated in bids. Accordingly, the bid form will not be revised.
14. The full drawing set include Mechanical and Electrical drawings, but not Plumbing Drawings.
Also the Electrical Drawings are missing the existing conditions for lighting convenience power and fire alarm. Please provide the missing drawings and information that illustrates the existing conditions for Plumbing, Electrical and Structural.
Answer: SBU As-built architectural, mechanical, civil, sprinkler, plumbing, electrical, and structural drawings are being included in this Amendment 02. Drawings are reference documents only and the contractor is responsible for field verification of existing conditions. SBU documents are available by request on CD only, by emailing Contract Specialist, Krista Miller at krista.miller@gsa.gov. Please note, at this time, existing fire alarm drawings, 10th Floor sprinkler drawings, and Terrace & Temple Level plumbing drawings are not available.
15. The RFP indicates that work must be done off hours between 6PM and 6AM. Confirm this is for all construction activities and is not limited to loud construction activities. Also is weekend work allowed?
Answer: All work shall be done during the following days/times only: 6pm Monday to 6am Tuesday, 6pm Tuesday to 6am Wednesday, 6pm Wednesday to 6am Thursday, and 6pm Thursday to 6am Friday. However, the DB Contractor may coordinate, on a case by case basis with advance approval from the GSA Contracting Officer, to schedule any non-disruptive construction work during normal business hours or on weekends.
16. Is the loading dock an unsecured space or secured space for deliveries? Are the drivers required to be badged or can they be escorted? Confirm that on site security is available for deliveries 24/7.
Answer: Per Division 1, Section 1.1.C.7 Contractor Use of Premises, page 011400-1 of the RFP, the loading dock is a secured space for deliveries.
For loading dock hours (6:00 AM to 6:00 PM) Monday thru Friday, the existing loading dock facilities will be shared on a first-come first-serve (wait-your-turn) basis. Drivers must be escorted by someone with an approved HSPD-12 badge.
For after hour deliveries (6PM to 6AM) Monday through Friday and weekends are acceptable with an approved monthly loading dock pass which involves the following steps: 1) Obtain approved memo from GSA Building Manager for the Federal Protective Service guard shack providing written notification of name and logistics company, type of delivery, date(s) and approximate delivery time(s); and 2) Drivers must be escorted by someone with an approved HSPD-12 badge.
17. The project description indicates repurposing of office spaces for several court jurisdictions such as USBC, USDC, Circuit Library and Pretrial services. Is there a separate price breakdown required due to funding sources?
A price breakdown per tenant is not required at the time of bid. Offerors shall provide a total project lump sum cost and breakdown per division, as shown on Volume 1 - Agreement’s Bid Breakdown form. However, after contract award, the Design Build contractor must provide separate cost breakdowns per tenant’s applicable client billing code (AB Code) as described in Volume 2A, Section 2.9.1.
18. Roybal Bridging Documents SBU Full drawing Set T001, A003, A004, A005, etc Keynote 4 indicates to salvage and store courtroom furnishings at a location to be determined at a later date. Are we to assume the location will be on site or off-site?
Answer: The location will be within Roybal.
19. In areas where it calls out to patch and repair items such as casework, paneling, carpet and paint is there attic stock available to repair existing? Due to the age of the building, are slight variations in color acceptable or are we to plan on replacement of part or all of the related area?
Answer: There is no attic stock available for patch and repairs. Slight variations in coloring will be acceptable.
20. In the SBU (M&E Drawings), the note in the upper left corner indicates that as-built drawings are not available and the contractor shall field verify all existing conditions. Due to the short time frame and limited access to ceiling spaces, etc. during RFP duration, it is not practical to perform this verification prior to proposal. Will the Design Build Contractor be compensated it the conditions are different from what is represented in the BID RFP?
Answer: As-built drawings for architectural, mechanical, sprinkler, security, civil, plumbing, electrical, and structural drawings are being made available through this Amendment 02. During contract administration, any requests for equitable adjustment due to alleged differing site conditions will be responded to based on the terms of the contract and the facts of the specific request.
21. Will the Building Engineering Report (BER) dated June 30, 2005 be included as a contract document for this project and be a binding document, or is it considered information only to properly price this scope of work?
Answer: The Roybal BER is provided as a reference for bidders to understand building conditions as they existed at the time of the report in order to better price the scope of work. It will also be incorporated as a reference document into any contract resulting from this solicitation. Bidders and any resulting awarded contractor are responsible for knowing the contents of the BER.
However, the BER does not include any scope direction. The awarded contractor will not be responsible for implementing any of the recommendations in the BER unless those same requirements are dictated elsewhere in the RFP such as in the Program Development study or Scope of Work.
22. In areas requiring new ductwork, infrastructure, and utility lines, will existing equipment and lines need to be removed and discarded?
Answer: Yes, all obsolete ductwork and utility lines will need to be fully removed. No equipment can be abandoned in place.
