Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.

b. Minimum Information. Only the required minimum amount of information is requested to provide for proper evaluation. Efforts should be made to keep offers as brief as possible, concentrating on substantive information essential for proper evaluation. The proposal shall be clear and concise, and include sufficient detail for effective evaluation and for substantiating its validity. Elaborate format and color representations are not desirable.

c. The Contracting Officer has determined there is a high probability of adequate price competition for this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested and certification under FAR 15.406-2 will not be required; however, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists, offerors may be required to submit cost data to the extent necessary for the Contracting Officer to determine the reasonableness of the price.

d. Offer Acceptance Period: Offerors must agree to hold the proposed prices in response to this solicitation as

“firm” for 180 days after the date on the proposal.

e. Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

f. Solicitation Amendments: The Government reserves the right to revise or amend information contained within the solicitation to include all attachments prior to the proposal due date and time. Such revisions or amendments will be communicated by amendments to the solicitation and posted on the Federal Business

Opportunities website, https://www.fbo.gov. If such revisions or amendments require material changes in quantities or prices, the proposal due date and time may be postponed to enable offerors time for proposal revisions, if necessary. In such cases, the amendment will include an announcement of the new closing date and time. Offerors MUST acknowledge all amendments either by completing Block 19 of the solicitation

(Standard Form (SF) 1442) or by providing signed copies of all amendments with their proposal.

g. Discrepancies: If an offeror believes that the requirements in these instructions contain an error or omission, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the offeror is asking the Contracting Officer to consider as related to the error or omission. The offeror is reminded that the Government reserves the right to award based on the initial proposal, as received, without discussion. This includes matters of additional or substitute pages of the initial proposal received prior to the stated proposal due date and time.

h. The Contracting Officer is the Government’s sole point of contact for this acquisition. Address any questions or concerns you may have to the Contracting Officer. Requests for clarification(s) shall be submitted in writing by e-mail to the Contracting Officer, Vanessa Russell-Reed, at vanessa.russell-reed@us.af.mil.

vi. Complete the proposed unit prices in Column D for each Exhibit Line Item Number (ELIN) in

Attachment L-1 (one tab per contract year for a total of five contract years). Include the offeror’s name on the top of each page in Attachment L-1. Attachment L-2 contains the estimated quantities/workload for each ELIN (Note: the estimated quantities/workload are not guarantees and are meant only for estimation purposes for establishing the basic contract’s total evaluated price).

b. PART II – TECHNICAL PROPOSAL

i. Submit three paper copies and one electronic copy of each document requested below as Part II of

ii. SUBFACTOR 1 – PROOF OF BONDING CAPABILITY: The offeror (Prime Contractor) must submit bonding capability documentation that evidences the ability to obtain a minimum single project bonding capacity of $5,000,000.00 and a minimum aggregate bonding capacity of

$20,000,000.00 from an approved corporate surety whose name appears on the list contained in the http://www.sam.gov/

iii. SUBFACTOR 2 – SEED PROJECT PROPOSAL: A separate proposal must be submitted by the offeror in reference to the Seed Project Statement of Work (Attachment L-3). Permitting availability of funds, the Government intends to award this seed project, which would be awarded to the same offeror who is awarded the Edwards AFB Paving ID/IQ basic contract and will be issued as Task

Order 0001 concurrently with the basic contract award to fulfill the minimum contract value. The proposal must include the following:

1. Price (ELIN types and quantities using pricing from the offeror’s proposed ELIN prices as provided in Part I of their proposal), using the Government-provided spreadsheet at Attachment

L-4.

2. List showing the offeror’s proposed material submittals to be used on the project using the

Government-provided template at Attachment L-5. The list shall include, but is not limited to, submittals listed in the United Facilities Guide Specifications (UFGS), as referenced in the basic contract’s Statement of Work, related to the type of work to be accomplished.

3. Construction Progress Schedule showing all necessary work elements to complete the project from task order award to completion using the Government-provided template at Attachment L-

6 or the Offeror’s preferred scheduling program as long as the progress schedule addresses all elements as stated in this paragraph and is in accordance with FAR Clause 52.236-15, Schedules for Construction Contracts. The progress schedule should include the offeror’s intended progression of work and breakout of major work components such as, but not limited to, submittals, any required permits, demolition, final inspection, and closeout documents. Offerors should only include the work elements necessary to complete the required work. It is the offeror’s responsibility to identify all necessary work elements.

4. Written narrative describing the offeror’s technical approach to the project. The written narrative is not meant to be a reiteration of the seed project’s Statement of Work, but rather the offeror should detail in their own words how they will manage and accomplish the work to demonstrate their capability in handling a project of this size and complexity. The written narrative must not exceed 15 pages.

iv. A site visit will be held on 30 March 2017 at 1200 PST. The site visit will be for the initial task order project (seed project) as well as to allow contractors to view the Base and the Edwards AFB Design

Standards. The site visit is not mandatory but is encouraged for all offerors. See Continuation of

Block 10 of the SF 1442 for more information on the site visit to include attendance requirements.

c. PART III – PAST PERFORMANCE INFORMATION

ii. PAST PERFORMANCE INFORMATION FORM: Offerors shall use the Past Performance

Information Form (PPIF) (Attachment L-7) to submit references for recent and relevant past efforts only (refer to Section M below for definitions of recent and relevant). Only references for relevant past efforts/contracts are desired. No more than four recent and relevant contracts performed on by the Prime Offeror are permitted. For offers submitted by joint ventures pursuant to 13 CFR

§126.616(f), past performance performed individually by each partner of the joint venture as well as any work done by the joint venture itself will be considered (Note: the limit of four recent and relevant contracts (total, not per joint venture partner) still applies). Each PPIF must not exceed five pages.

iii. PAST PERFORMANCE QUESTIONNAIRE: Offerors must fill out Part B, Respondent

Information, of the Past Performance Questionnaire (PPQ) and Cover Letter (Attachment L-8), and send to all points of contact listed in each PPIF. The responsibility to timely send out and track the completion of the PPQs rests solely with the offeror. Altered or substituted PPQs will not be evaluated, and PPQs will only be accepted from Project Owners or their authorized representatives.

PPQs will not be accepted from Prime Contractors, Subcontractors, or Manufacturers. The offeror shall exert its best efforts to ensure the points of contact complete and send the PPQ directly to the

Contract Specialist and Contracting Officer as specified on the second page of the PPQ by the closing date of the solicitation. Offerors are responsible for ensuring their references submit their

PPQ as instructed.

iv. SUBCONTRACTOR/TEAMING PARTNER CONSENT FORM: Past performance information pertaining to a subcontractor cannot be disclosed to the Prime Offeror without the subcontractor’s/teaming partner’s consent. If a subcontractor’s/teaming partner’s information is used as a part of the Prime Offeror’s proposal, a letter MUST be provided from each subcontractor/teaming partner consenting to the release of their past performance information to the

Prime Offeror (see Attachment L-9).

v. OTHER PAST PERFORMANCE CONSIDERATIONS: In addition to the data provided by each offeror in this part of the proposal, the Government may use data obtained from other sources such as the Past Performance Information Retrieval System (PPIRS), which contains information from the

Contract Performance Assessment Reporting System (CPARS); the Federal Procurement Data

System (FPDS); the Electronic Document Access (EDA) database; and other Government or commercial sources in the development of the integrated Performance Confidence Assessment

Rating.
