Paving Solicitation FA9301-16-R-0011
Solicitation & Pre-Proposal Conference/Site Visit
Questions & Answers (Q&As) – Round 2
RFP Posted 17 Mar 2017, Proposals Due 22 May 2017
CONTRACTUAL Q&As
Solicitation – Section L
1. The submittal template that was given for the seed project seems to be for the overall IDIQ.
Will another template be issued to match items in the seed project or can the Contractor eliminate items not needed for the seed project to shorten the submittal template?
Government’s Answer: For the seed project price proposal, the Government-provided template at Attachment 10 (L-4) should be used. The template utilizes the same ELINs for the basic ID/IQ contract to ensure continuity between the submittals. Yes, offerors can eliminate items not needed for the seed project to shorten the submittal template. The intent was for offerors to see all available ELIN options when preparing their seed project price proposal.
2. Can attachments 7 and 8 be combined so that the extended pricing can more accurately reflect precise line item bid numbers?
Government’s Answer: As stated in Section L-001 para. 3.a.vi., the estimated quantities/workload for each ELIN in Attachment 8 (L-2) are not guarantees and are meant only for estimation purposes for establishing the basic contract’s total evaluated price. As stated in Section M-001 para. 2.b., each Offeror’s ELIN prices will be multiplied by the
Government-provided estimated workload for each ELIN (all five years) found at
Attachment 8 (L-2) to determine the total evaluated price. The Government will perform the task of multiplying each Offeror’s ELIN prices by the Government-provided estimated workload for each ELIN (all five years), which is why a column for “total price” or
“extended price” for Offerors to fill out was not included in the template at Attachment 7 (L-
1).
3. Would a recent bondability letter be acceptable for this project or does the title block need to be addressed to the address in Block 7 of SF1442?
Government’s Answer: As stated in Section L-001 para. 3.b.ii., the offeror must submit bonding capability documentation that evidences the ability to obtain a minimum single project bonding capacity of $5,000,000.00 and a minimum aggregate bonding capacity of
$20,000,000.00 from an approved corporate surety whose name appears on the list contained in the Department of Treasury Circular 570 IAW FAR 28.202(a)(1), and the document must also include the surety company’s name, address, phone number, and points of contact. No other requirements pertaining to the bonding capability documentation must be met, to include being addressed to the address in Block 7 of the SF 1442. Furthermore, Section M-
001 para. 2.c.i. provides the evaluation criteria for the proof of bonding capability subfactor.
4. Is proof of bonding required for the seed project based on the disclosed magnitude being over
$150,000?
Government’s Answer: Proof of bonding is not a requirement for Part II - Technical
Proposal, Subfactor 2 - Seed Project Proposal; however, see Section L-001 para. 3.b.ii. for specific instructions on the submittal of bonding capability documentation. As stated in
Section A, Continuation of Block 10, para. i on p. 4 of the SF 1442, bonds will be required at the task order level and will be due to the Contracting Officer within 10 calendar days after award of the task order; therefore, the successful offeror who receives the Paving ID/IQ basic contract will have to provide bonds for Task Order 0001 (seed project) IAW FAR Clause
52.228-15 (included in Section I of the SF 1442) within 10 calendar days of award.
TECHNICAL Q&As
Solicitation – ELINs
1. Please clarify line X005 is to include slurry and testing.
Government’s Answer: ELIN X005 includes prime coat and tack coats if needed and all testing.
2. Please clarify if line items X00J and X00K are for roads or airfield.
Government’s Answer: ELINs X00J and X00K are for roads.
3. Can you please provide a Spec for X01B, rumble strips rubberized?
Government’s Answer: There is no specification for ELIN X01B. Material is to be suggested by the Contractor. Suitability of material is to be determined per task order. See picture under a similar question for rubber rumble strips that were used on the Base in the first round of technical questions. The Contractor is not restricted to this particular brand/shape.
4. Item X01U is typically used for structural concrete. Suggest deleting injection if epoxy, please provide spec.
Government’s Answer: Injection of epoxy is part of concrete rehabilitation. See UFGS 03 01
30.71 on Whole Building Design guide website.
5. Please clarify height on item X035, 20 ft seems very high given the windy conditions out at
Edwards.
Government’s Answer: 20 ft is the maximum height of posts only. Tall posts are sometimes used for mounting multiple signs. The majority of posts are shorter.
6. Line item X03E is for 80000 CuYd of asphalt demolition per year. This quantity seems very high based upon the quantity of new paving.
Government’s Answer: 80,000 CuYd is a Government estimate for this ELIN.
7. There is no ELINs for saw cutting airfield concrete or dowels that are supposed to be installed at PCC Airfield. Could you add the ELINs for the dowels and saw cutting or Could you indicate the ELINs that should include saw cutting and dowels.
Government’s Answer: The cost of saw cutting of concrete is included in ELIN X03K
(Demo Concrete), and the cost for the placement of dowels is included in ELINs X01H and
X01J (Reinforced PCC Airfield and Unreinforced PCC Airfield).
8. Please clarify ELIN A01V Spall Repair, PCC Pavement. Is this for Airfield concrete or roadway side walk?
Government’s Answer: ELIN A01Z (Spall Repair, PCC Pavement) is for spall repair for airfield and roadway sidewalk.
Technical Specifications
9. In reviewing our Seed Project Submittal register with the project specifications I do not see the Division 1 Specifications. Were they included in the RFP, if so which document/ attachment?
Government’s Answer: General Requirements for the Paving Solicitation are listed in the
Basic Contract Statement of Work (SOW) at Attachment 1. Because the Basic Contract SOW governs all task orders issued against the basic contract, each task order’s SOW will not reiterate the General Requirements as outlined in the Basic Contract SOW; therefore, the
Seed Project SOW at Attachment 9 (L-3) only contains the specific information regarding the seed project, and all other requirements can be found within the Basic Contract SOW at
Attachment 1.
Seed Project Statement of Work
10. This question relates to the recent amendment. With it was a new "Task Order scope of work" for the seed project. On page 2 of 5 is a revised scope of work. In the 5th paragraph it states "Other existing runway markings within the displaced threshold area need not be obliterated, see exhibits for more info." There were no exhibits attached to this scope showing the displaced threshold or work. Is this referring to the original exhibits because they do not show any displacement either. Could you please clarify this?
Government’s Answer: The revised seed project SOW issued under Amendment 0001 should have included the exhibits from the original SOW as well as the exhibit showing displacement which is provided below. An amendment to FA9301-16-R-0011 correcting
Attachment 9 (L-3) Seed Project Statement of Work (Revised) has been issued to attach all exhibits (photos).
