This project (Control No. 16-0082, Replace Traffic Signs Base Wide) qualifies for a categorical exclusion

A2.3.10 (Routine facility maintenance and repair…). The project is approved contingent upon compliance with the following minimization measures.

1. The proponent/contractor shall inform Environmental Management’s EIAP Planners of all changes to the project scope. The proponent/contractor shall also provide the Statement of Work to ensure that the National

Environmental Policy Act (NEPA) analysis stays current and that all environmental issues are addressed.

Contact Environmental Management at (661) 277-1442, 277-9225 or e-mail 412TW.CEV.EIAP@us.af.mil.

2. Owners/operators of in-use off-road diesel, gasoline, liquefied petroleum gas and other alternate fuels vehicles 25 horsepower or greater (for example loaders, crawlers tractors, skid steers, backhoes and forklifts) may be subject to California Air Resources Board fleet requirements. For additional information, contact Environmental Management at (661) 277-1457.

3. The proponent/contractor shall ensure that all solid and hazardous waste management on this project complies with all applicable sections of AFI 32-7042, Waste Management and the Edwards Air Force Base

Hazardous Waste Management Plan (HWMP). Contact 412 CEG/CEVC’s J-TECH Hazardous Waste

Support contractor at (661) 277-3681 or 412 CEG/CEVC at 277-1909 for questions and guidance.

4. The proposed project, Replace Traffic Signs Base Wide, is an undertaking in accordance with 36 Code of

Federal Regulations §800.16(y). As such, and in accordance with Section 106 of the National Historic

Preservation Act, as amended (NHPA), Edwards AFB Cultural Resources (Base Historic Preservation

Officer [BHPO] or qualified personnel under the direction or supervision of the BHPO) has reviewed the proposed undertaking and determined that the actions constituted therein will not adversely affect historic properties provided the following measures are adhered to:

All construction equipment must be staged within existing road margins.

Construction equipment is not authorized to work or drive outside of existing road margins.

Construction activities must not widen existing road margins

5. If the undertaking is modified subsequent to this review, the proponent shall coordinate with Cultural

Resources to ensure compliance with Section 106 of the NHPA. Coordination can be accomplished by contacting 412 CEG/CEVA at (661) 277-1413.

6. If inadvertent above- or below-ground discoveries (for example artifacts or bones) are made during the project’s execution:

The contractor shall:

Immediately cease activity in the area of the discovery.

Notify the supervising project manager.

Secure the discovery location and establish a 50-foot buffer zone around the discovery.

The project manager shall:

Immediately notify the BHPO of the discovery at (661) 277-1413.

mailto:412TW.CEV.EIAP@us.af.mil

Confirm that the activity has ceased within 50 feet of the discovery.

Examine the location of the discovery to ensure that it has been properly secured. Take appropriate measures to further secure the location, if needed.

Await review by 412 CEG/CEVA before returning to work in the area of discovery.

The project manager is advised that:

Cultural resources are protected by AFI 32-7065 and numerous Federal regulations. The stewardship of cultural resources is ultimately the responsibility of the base commander.

Although inadvertent discoveries are rare, if encountered, they may require coordination with the State

Historic Preservation Officer. This process can take up to 12 months or longer depending on the resource affected.

If the proponent has questions or concerns, contact the Base Historic Preservation Officer for archaeology at (661) 277-1413 or email roscoe.loetzerich.1@us.af.mil.

7. Based upon the information provided, and so long as the above avoidance measures are followed, there is no requirement to consult with the California State Historic Preservation Officer.
