RFP Posted 17 Mar 2017, Proposals Due 22 May 2017
11 May 2017 Page 1 of 2
The following two Q&As appeared as question numbers 7 and 8 within the Q&A document posted on 28 Apr 2017. The answers to the questions are revised as stated below.
7. There is no ELINs for saw cutting airfield concrete or dowels that are supposed to be installed at PCC Airfield. Could you add the ELINs for the dowels and saw cutting or could you indicate the ELINs that should include saw cutting and dowels.
Government’s Answer: The cost of saw cutting of concrete is included in ELIN X03K (Demo
Concrete), and the cost for the placement of dowels is included in ELINs X01H and X01J
(Reinforced PCC Airfield and Unreinforced PCC Airfield).
Revised Government Answer: The costs of saw cutting and doweling were intended to be included in the ELINs for “Reinforced PCC Airfield” and “Unreinforced PCC Airfield.” For clarity and consistency, the solicitation has been amended to add an additional ELIN category of
“Doweling and Saw Cutting” to Attachment 7 (L-1) ELIN Pricing Template, Attachment 8 (L-2)
Estimated Workload, and Attachment 10 (L-4) Seed Project Pricing Template. Under the ELIN category “Doweling and Saw Cutting”, two ELINs were added for “Doweling” and “Saw
Cutting (New Concrete Only).” Note that the cost of saw cutting existing concrete for demolition operations should be included within the applicable ELIN(s) under the ELIN category of
“Demolition.”
8. Please clarify ELIN A01V Spall Repair, PCC Pavement. Is this for Airfield concrete or roadway side walk?
Government’s Answer: ELIN A01Z (Spall Repair, PCC Pavement) is for spall repair for airfield and roadway sidewalk.
Revised Government Answer: ELIN X021 (Spall Repair, PCC Pavement) is for Airfield concrete only.
ELINs
1. In the questions and answers posted 4/17/17, question 2.o. changed ELIN X01X – Handicap
Ramp from LF to EA. My concrete sub is saying that it needs to be LF because the price difference could be substantial because they are not a standard length and besides the concrete, it has handrails on both sides.
Government’s Answer: The solicitation has been amended to change the unit of measure for
ELIN X01Z, “Handicap Ramp 1:12 Maximum, 5’ wide, with handrail both sides” from “EA” to
“LF.” Handicap Ramp length can vary based on slope and elevation. The change is reflected on
Attachment 7 (L-1) ELIN Pricing Template, Attachment 8 (L-2) Estimated Workload, and
Attachment 10 (L-4) Seed Project Pricing Template.

2. I am wondering if ELIN A02F Under-Roadway Tunneling for Utility Placement, up to 12"
Diameter should include welded steel pipe or just boring without welded steel pipe. Please clarify.
Government’s Answer: ELIN A02M, “Under-Roadway Tunneling for Utility Placement, up to
12” Diameter”, should not include the steel pipe and should only include the cost for the boring.
3. With the amount of workload added to the new scope of work in the new amendment to the
RFP, can 5 additional pages be allowed, extending the narrative length, which would accommodate the comprehensive information needed to sufficiently detail the project?
Government’s Answer: The solicitation has been amended to update the page limit for the seed project written narrative from not to exceed 10 pages to not to exceed 15 pages.
4. Can you please confirm that the hauling away of material is a separate item to the
"Demolition" section? Meaning that for line items A03H, A03J and A03K this is exclusively for breaking up that material and loading, and line item A02R would be for the trucking and disposal fees of that material off base.
Government’s Answer: ELINs X03K, “Demo Curb and Gutter”, X03L, “Demo Asphalt”, and
X03M, “Demo Concrete”, are exclusively for breaking up material and loading. ELIN X02T, “Off-Base Material Disposal (all construction debris; not HAZMAT)”, is for trucking and disposing material off-Base.
