MINIMIZATION MEASURES
This project (Control No. 16-0423 Repair Taxiway C at Hold Short Marker to Runway 22L) is covered by the Environmental Assessment for the Repair or Replacement of the Main Base
Runway, Edwards Air Force Base, California (AFFTC 2003), prepared in support of Control No.
01-0896, and is being categorically excluded (A2.3.14) off this document. The project is approved contingent upon compliance with the following minimization measures.
1. The proponent/contractor shall inform Environmental Management’s EIAP Planners of all changes to the project scope. The proponent/contractor shall also provide the Statement of
Work to ensure that the National Environmental Policy Act (NEPA) analysis stays current and that all environmental issues are addressed. Contact Environmental Management at
(661) 277-1442, 277-9225 or e-mail 412TW.CEV.EIAP@us.af.mil for more information.
2. Reduce or suspend all grading, disking, and other earth working projects when wind speeds exceed 25 miles per hour.
3. Apply water or chemical stabilizers to suppress dust on unpaved roads and disturbed areas where work is performed. Wind barriers must be erected when winds generate dust that reduces visibility.
4. All bulk materials or debris must be covered while being transported.
5. Any portable internal combustion engine (ICE) operated on Edwards AFB requires a permit from the local air agency. All portable engines and equipment with a rating of 50 brake horsepower and greater must either have an air permit, be registered under the California Air
Resources Board (CARB) Statewide Portable Equipment Registration Program (PERP).
Contact 412 CEG/CEVC at (661) 277-1457 for permit/registration requirements.
6. Owners or operators of in-use off-road diesel, gasoline, liquefied petroleum gas (LPG) and other alternate fuels vehicles 25 horsepower (hp) or greater (for example, loaders, crawlers tractors, skid steers, backhoes and forklifts) may be subject to California Air Resources
Board (CARB) fleet requirements. For additional information, contact Environmental
Management at (661) 277-1457.
7. Proposed projects that use coatings must comply with volatile organic compound (VOC) content limitations at levels ranging between 50 to 730 grams/liter, depending upon the application and regulating authority. Additionally, any type of coating operation may require a permit to operate. Coatings used in some applications may qualify as a specialty coating and may be allowed a higher VOC content. Contact Environmental Management at
(661) 277-1457 for additional guidance.
8. Major noise sources on the flightline are from aircraft and helicopter operations, engine testing, and the operation of powered tactical support equipment (TSE). As such, workers along the flightline may be exposed to increased noise levels that may be above acceptable levels established by AFOSH and federal and state OSHA regulations. The contractor shall be responsible for implementing OSHA hearing protection measures for their employees.
