Questions & Answers (Q&As) – Technical RFP Posted 17 Mar 2017
Solicitation – Clauses
1. Regarding AFFARS 5352.242-9000, the contractor will need early morning contacts for access for subs and suppliers. Will the Government have POC for all requests at all times?
Government’s Answer: A Government Project Manager (GPM) will be assigned to each project and will be the POC overseeing the project. GPM’s will not be available for all requests at all times. It will be the responsibility of the Contractor to coordinate with the GPM for early morning deliveries, access, etc. in advance during regular business hours. The GPM can be available outside regular business hours given adequate advanced notice and if scheduling permits. In the GPM’s absence or unavailability, the assigned Contracting Officer (CO) or Contract Specialist can also assist with contractor Base access requests. In regards to Base access requests, pre-vetting by Security Forces is required so the contractor employees’ information would need to be provided to the GPM or CO at least three duty days prior to their arrival, and if the individual is cleared via the pre-vetting process, they can show up to any of the three Base gates and provide a valid driver’s license, vehicle registration, and proof of insurance to be processed for their pass (please note that contractors coming through the West Gate cannot get a pass between the hours of 0600-0700). If an employee is issued a long-term Base access pass, they will be able to access the Base at any time per the hours stipulated by the CO when they were initially issued the Base pass.
Solicitation – Section L
2. Regarding the ELINs:
a. X001, Each 6" of Sub-base preparation: Is this subgrade prep? This item has not been used on past IDIQ's at Edwards.
Government’s Answer: Subgrade ELIN was added. The quantities for both Subgrade prep and Sub-base prep were reassessed. The word “preparation” was removed from the Sub-base line items (ELINs X001 and X002). See ELINs X001-X004.
b. Suggest adding “Subgrade Prep”: This item is necessary in order to capture the effort to fine grade prior to base rock or AC.
Government’s Answer: Subgrade ELIN was added and the estimated quantities for both Subgrade prep and Sub-base prep were reassessed. See ELINs X003 and X004, and the revised Estimated Workload at Attachment 8 (L-2).
c. ELIN A004 Added Base Inch 1"-5" is confusing. Does this mean added base price per inch or added base total price up to 5 inches? The price would be different based on the thickness. Added base price per inch is more reasonable to calculate the price.
Government’s Answer: ELIN X004 was updated to state “Each added inch of Base.”
Note that this ELIN is now listed as ELIN X006 due to the addition of two Subgrade Prep ELINs as addressed in question 2.c. Also, added “of” to ELIN X005 for consistency across ELINs X001 and X003.
d. X00B, Airfield - Load Bearing, Each 3'' AC (64/28 Polymer Modified Mix, no RAP):
What is the intent of the Government for load bearing? Could not locate specification.
Government’s Answer: Load Bearing AC in this case is the AC that will be used on runways, taxiways, aprons, and pads. It is governed by UFGS 32 12 15.13. The link to the UFGS is http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs/ufgs-32-12-15-13. “Load Bearing” wording was deleted on ELIN to avoid confusion. See ELINs X00D and X00E.
e. X00F, Pulverize ACC and incorporate on-site into base course, each 3": Typically, the pulverized thickness is 6" to 9". Can this item be modified, or will the item be doubled or tripled with various depths?
Government’s Answer: The ELIN states that the pulverized quantities for payment will be determined by measuring pre-pulverized thickness of ACC only, not the soil beneath that gets mixed in. ELIN was changed to state “up to 6 inches of ACC” and ELIN for “each additional inch of ACC” was added. See ELINs X00H and X00J. Note: The heading for this group of ELINs has been changed to “ACC Pulverizing” (instead of “ACC Pulverization”).
f. X00J, Single Coat Treatment: What kind of bituminous treatment is this? Chip seal?
Government’s Answer: Yes, it includes chip seal. See X00N.
g. X00K, Double Coat Treatment: What kind of bituminous treatment is this? Chip seal?
Government’s Answer: Yes, it includes chip seal. See X00P.
h. X00V, ACC Patch < 100SY: Previous IDIQ quantities actually used were less than
1,000 SY for the 5 years. Should the quantity be closer to 1,000 SY per year?
Government’s Answer: 10,000 SY is a Government estimate for this ELIN. See X00Z.
i. X00W, ACC Patch > 100SY: Previous IDIQ quantities actually used were less than
15,000 SY for the 5 years. Should the quantity be closer to 3,000 SY per year?
Government’s Answer: 10,000 SY is a Government estimate for this ELIN. See X010.
j. X00Z, Roadway MARKING REFLECTIVE with A/F Type 1 Beads: Previous IDIQ quantities actually used were less than 3,000 SF for the 5 years. Should the quantity be closer to 1,000 SF per year?
Government’s Answer: 20,000 SY is a Government estimate for this ELIN. See X013.
k. X010, Roadway MARKING REFLECTIVE with A/F Type 4 Beads: Should the quantity be closer to 1,000 SF per year?
Government’s Answer: 20,000 SY is a Government estimate for this ELIN. See X014.
l. X00X, Roadway Striping, 4'' Line, with A/F Type 1 Beads: Can the unit be changed to
LF which is standard and easier to quantify?
Government’s Answer: Unit of measure for this ELIN changed to LF for both X011 (Type 1 beads) and X012 (Type 4 beads).
m. X01B, Rumble Strips, rubberized material purchased and installed post-construction:
What is this? Is there an associated specification?
Government’s Answer: Rumble strips or sleeper lines are a road safety feature to alert drivers who are drifting out of their lane. There is no specification. Material is to be suggested by the Contractor. Suitability of material is to be determined by the Government per task order. See ELIN X01F.
n. X02M, Off-Base Material Disposal: What kind? Trash? AC and Concrete?
Government’s Answer: All construction debris. Does not include HAZMAT. See ELIN X02R.
o. Please verify the units for A01T Handicap Ramp on Attachment ELIN Pricing. I think it should be changed from LF to EA.
Government’s Answer: Unit of measure for this ELIN changed to EA. See ELIN X01X.
p. Please clarify ELIN A02N Select Fill Material. Is this for material price only or material and installation price?
Government’s Answer: This ELIN is for both material price and installation price.
Added verbiage “(includes Material and Installation)” to ELIN title. See ELIN X02S.
q. There are two disposal items. Under Demolition and Disposal, there are A03D, A03E, and A03F. Also, There is A02M Off-Base Material Disposal. Does this mean on-base disposal should be included in A03D, A03E, or A03F, but Off-base disposal should be included in A02M? Please clarify.
Government’s Answer: All disposal is off-Base. See ELIN X02R. “Demolition and Disposal” ELIN group name has been changed to “Demolition” only. See ELINs X03H, X03J, and X03K.

4. Regarding para. 5.1.1, Performance Times, can the contractor have 1 superintendent and 1
