SECTION M - EVALUATION FACTORS FOR AWARD
EVALUATION FACTORS FOR AWARD
M-001 BASIS FOR CONTRACT AWARD
1. Basis for Contract Award:
a. This is a competitive best value source selection using the Performance Price Tradeoff (PPT) source selection process IAW FAR 15.3, Source Selection, as supplemented by the Defense Federal Acquisition
Regulation Supplement (DFARS) and the Air Force Federal Acquisition Regulation Supplement
(AFFARS). These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil. Competing offerors’ past performance history will be evaluated on a basis approximately equal to price. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. All technically acceptable offers will be considered.
The tradeoff will occur only between the past performance factor and the price factor. While the
Government will strive for maximum objectivity, the tradeoff process, by its nature, is subjective;
therefore, professional judgment is implicit throughout the selection process. Award will be made to the http://farsite.hill.af.mil/ responsible offeror whose proposal conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the solicitation, and provides the best value to the Government based on the results of the evaluation as described in para. 2 below. Unbalanced, inaccurate, or incomplete price proposals may be grounds for eliminating a proposal from competition.
b. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exceptions to the solicitation terms and conditions and provide complete accompanying rationale.
c. The Government intends to evaluate proposals and award a contract without discussions with offerors
(except clarifications as described in FAR 15.306(a)); therefore, an offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
2. Evaluation Process:
a. STEP 1 – CONTRACT EVALUATION: Each Offeror’s HUBZone status will be verified IAW 13 CFR
Part 126 and FAR 19.1303(b). Specifically, the Contracting Officer will verify that a concern is a
HUBZone SBC via the SBC’s presence on the SBA’s List of Qualified HUBZone SBCs, both at initial offer and before contract award.
b. STEP 2 – PRICE EVALUATION: Initially, offers shall be ranked by their total evaluated price (CLIN
0001) from lowest to highest. Each offeror’s ELIN prices will be multiplied by the Government-provided estimated workload for each ELIN (all five years) found at Attachment 8 (L-2) to determine the total evaluated price. All ELIN prices will be evaluated for fair market price IAW the reasonable price guidelines found at FAR 15.404-1 as required by FAR 19.202-6(a)(2), specifically reasonableness and balance. Any offeror with ELIN prices found to be unreasonable IAW FAR 15.404 and FAR 31.201-3 or unbalanced IAW FAR 15.404-1(g) may not be considered for award.
c. STEP 3 – TECHNICAL ACCEPTABILITY: Next, the Government will evaluate the technical proposal, on an acceptable or unacceptable basis, submitted by the lowest total evaluated price ranked offeror found to have reasonable and balanced ELIN prices. The technical definition ratings are as follows:
Table 1. Technical Acceptable/Unacceptable Rating Method
Adjectival Rating Description
Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
The technical proposal will be evaluated against the following subfactors:
i. Subfactor 1: Proof of Bonding Capability
Description: This subfactor evaluates the bonding capability of the offeror.
Merit of Measure: This requirement is met when the offeror (Prime Contractor) submits bonding capability documents that prove the ability to obtain a minimum single project bonding capacity of $5,000,000.00 and a minimum aggregate bonding capacity of $20,000,000.00 from an approved corporate surety whose name appears on the list contained in the Department of
Treasury Circular 570 at http://www.fms.treas.gov/c570, IAW FAR 28.202(a)(1). The document must also include the surety company’s name, address, phone number, and points of contact.
ii. Subfactor 2: Seed Project Proposal http://www.fms.treas.gov/c570
Description: This subfactor evaluates the offeror’s technical knowledge of the Seed Project requirements via their proposed price (types and quantities based on proposed ELIN prices that include labor and materials), Schedule of Material Submittals, Progress Schedule, and written narrative. IAW FAR 36.204, the estimated price/magnitude of the seed project is between
$250,000 and $500,000.
Measure of Merit: This requirement is met when the offeror submits an acceptable solution to the seed project IAW the seed project’s Statement of Work. The solution to the seed project is acceptable when it is complete, reasonable, and sound, and adequately addresses the following:
1. A separate price proposal containing acceptable ELIN types and quantities (using pricing from the offeror’s proposed ELIN prices as provided in Part I) using the
Government-provided template found at Attachment 10 (L-4). The price proposal demonstrates a reasonable and complete approach in construction methodology.
2. A proposed Schedule of Material Submittals showing the offeror’s proposed material submittals to be used on the project using the Government-provided template found at
Attachment 11 (L-5). The Schedule of Material Submittals captures all items that have a material effect on the seed project.
3. A Construction Progress Schedule showing all necessary work elements to complete the project from task order award to completion using the Government-provided template found at Attachment 12 (L-6) or the Offeror’s preferred scheduling program as long as the progress schedule addresses all elements as stated in Section L-001 para. 3.b.iii.3. and is in accordance with FAR Clause 52.236-15, Schedules for Construction Contracts. The
Construction Progress Schedule’s progression of work is logical and presents an overall realistic timeframe for project completion.
4. A written narrative describing the offeror’s technical approach to the project to accomplish the requirements set forth in the Seed Project Statement of Work (Attachment
9 (L-3)). The written narrative reflects reasonable assumptions as to the construction effort and applicable codes and regulations associated with the seed project.
d. STEP 4 – PERFORMANCE CONFIDENCE ASSESSMENT: Finally, the Government will seek recent and relevant performance information on the lowest total evaluated price, technically acceptable offeror based on (1) the past efforts provided by the Prime Offeror and (2) data independently obtained from other
Government and commercial sources in order to determine the offeror’s Performance Confidence
Assessment, which is comprised of three factors: Recency, Relevancy, and Quality.
i. Recency Assessment: Recency is based on efforts (contracts, or task orders, or job orders) with a minimum performance of six months completed within five years of the issue date of the solicitation (see SF 1442, Block 3). A combination of short-term contracts, short-term task orders, and/or short-term job orders performed consecutively and/or concurrently to meet the minimum performance length of six months will not be considered. Only recent efforts will move on to the relevancy determination.
ii. Relevancy Assessment: Relevancy is based on how similar efforts (contracts, or task orders, or job orders) are to the scope and magnitude of the efforts and complexities in this solicitation.
Tables 2 and 3 below will be used to determine an offeror’s Relevancy Rating when evaluating
EACH past performance effort of the offeror. Table 3 (which expound the ratings set forth in
Table 2) is in descending order of importance and refers to common aspects of relevancy.
Table 2. Past Performance Relevancy Rating Method
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

iii. Quality Assessment: Quality will be based on how well the offeror performed on each recent and relevant effort. Table 4 below will be used to determine an offeror’s Quality Assessment
Rating on EACH recent and relevant effort.
Table 4. Past Performance Quality Rating Method
E EXCEPTIONAL Performance meets contractual requirements and exceeds many requirements to the Government’s benefit. The contractual performance being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
V VERY GOOD Performance meets contractual requirements and exceeds some requirements to the Government’s benefit. The contractual performance being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
S SATISFACTORY Performance meets contractual requirements. The contractual performance being assessed contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
M MARGINAL Performance does not meet some contractual requirements. The contractual performance being assessed reflects a serious problem for which the contractor has not yet identified corrective actions or the contractor’s proposed actions appear only marginally effective or were not fully implemented.
U UNSATISFACTORY Performance does not meet most contractual requirements and recovery is not likely in a timely manner. The contractual performance being assessed contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.
N/A NOT APPLICABLE Unable to provide a rating. Contract did not include performance for this aspect, performance was not observed, or information was not available. Do not know.
iv. Performance Confidence Assessment: The overall Performance Confidence Assessment is based on the offeror’s overall record of contracts deemed recent and relevant, and the quality of performance on those contracts. Table 5 will be used determine the offeror’s overall
Performance Confidence Assessment Rating. As a result of the relevancy and quality assessments of the recent or ongoing contracts evaluated, offerors will receive an integrated
Performance Confidence Assessment Rating of Substantial Confidence, Satisfactory
Confidence, Neutral Confidence, Limited Confidence, or No Confidence as defined in Table 5 below.
Table 5. Performance Confidence Assessments Rating Method
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
v. If the lowest total evaluated price technically acceptable offeror is judged to have a “Substantial
Confidence” performance confidence assessment, that offer represents the best value for the
Government and the evaluation process will stop at that point. Award shall be made to that offeror without further consideration of any other offers.
vi. If the lowest total evaluated price technically acceptable offeror is judged not to have a
“Substantial Confidence” performance confidence assessment, the next lowest total evaluated priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a “Substantial Confidence” performance confidence assessment or until all offerors are evaluated. The Government reserves the right to award a contract to other than the lowest total evaluated price technically acceptable offeror, if the lowest total evaluated price technically acceptable offeror is judged to have a performance confidence assessment of
“Satisfactory Confidence” or lower. In that event, the Source Selection Authority shall then make an integrated assessment best value award decision to award to an offeror with other than a “Substantial Confidence” performance confidence assessment or not award at all.
vii. Additional Performance Confidence Assessment Information:
1. Past performance regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement will not be rated as highly as past performance information for the
Principal/Prime Offeror.
2. Offerors with no recent/relevant performance history or if the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned shall receive the rating “Unknown Confidence,” meaning the rating is treated neither favorably nor unfavorably (neutral).
3. In evaluating past performance, the Government reserves the right to give greater consideration to information on those contracts deemed most relevant to the effort described in this solicitation.
e. Offerors may be asked to clarify certain aspects of their proposal (for example, the relevance of past performance information) or respond to adverse past performance information to which the offeror has not previously had an opportunity to respond. Adverse past performance is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comments received from sources without a formal rating system. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revision.
f. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision will be considered in making the source selection decision. If the offeror’s proposal has been evaluated as acceptable at the time discussions are closed, any changes or exceptions in the Final Proposal Revision are subject to evaluation and may introduce risk that the offeror’s proposal be determined unacceptable and ineligible for award.
